What is the status of the Lansing Rod &Gun Club Application?
• As of today, the Lansing Rod &Gun has withdrawn their Application.
• If they decide to move,forward with any building structure they would need
to apply for a building permit.
• The Town believes they are still working with the EPA.
• The Town has had no replies from the DEC or EPA on this matter.
Is the Lansing Rod &Gun still shooting Lead Shot?
• As far as the Town knows, they are.
Why are they still shooting since the conditions given by the EPA have expired?
• Even though the deadline has passed, they might be able to continue shooting
as long as they continue to work with the EPA.
Who can the concerned residents contact to find detailed answers about what is
happening with the Lansing Rod &Gun?
• The EPA should be able to give you (residents) the answers that the Town
cannot answer.
EAST SHORE CHRISTIAN FELLOWSHIP FOR A MODIFICATION ON AN

#37.1-246. TO AMEND RESOLUTION 16-13 SUBJECT TO THE NEW PLAN AS

This is a major modification without any impacts.
• Reducing the building foot print
• Relocates the parking further away from the main road. Making it better for
the members and the neighbors.
• 239 Review was approved on June 20, 2018.
• Stormwater Review is the same.
• Lynn Day will be following up through the building permit process.
• A suggestion for consideration was given to the builder to create a sidewalk,
if possible, to assist in moving the foot traffic out from behind the parked
vehicles as they approach the front of the building.

RESOLUTION APPROVING SITE PLAN AND AMENDING SITE
PLAN APPROVAL FOR EXPANSION OF FACILITIES AT
CHRISTIAN FELLOWSHIP CHURCH—2049 EAST SHORE DRIVE
WHEREAS, an application was made by the Christian Fellowship Church for a prior site plan
review and approval, and the same approved by the Town of Lansing Planning Board by
Resolution PB 16-13 (August 8, 2016) for the construction of a fellowship hall addition related
site improvements to an existing 2,900 SF church located at 2049 East Shore Drive,Lansing,New
York, upon lands also known as TPN 37.1-2-46, located in the B 1 Commercial Mixed-Use Zone
and being approximately 2.33±acres in size; and
WHEREAS, the previously approved site plan has been modified to: (i) add a basement area; (ii)
demolish the existing 1,300± SF auxiliary building; (iii) add 2,600 SF of meeting rooms,
restrooms,office space,and a lobby; (iv)add a 600±SF covered porch; (v)for a new total building
size of 6,100 SF; and (vi) with improved and impaired and handicap access, replacement and
upgrading of the existing driveway culvert, relocation of the existing parking area, adding 7
additional parking spaces, and adding additional stormwater drainage improvements on the
existing site; and
WHEREAS, the total site impacts increase by less than 10% as the improvements are mainly
located within existing building and improvement footprints, and the new area of total disturbance
has been calculated as 0.8±acres(upon the 2.33±acre parcel),and such amended site plan required
an updated review and approval under the Town's Land Use Ordinance ("LUO") § 701.7
(Modifications of Site Plans), as well as a re-review of the prior approval and its conditions, as
well as a review of the prior environmental review and the then-issued SEQRA negative
declaration; and
WHEREAS, the owner completed an updated Stormwater Plan for considering the additional
impacts of development on the site and the stormwater system, and the same was reviewed and
generally approved by the Town Engineer; and
WHEREAS, a General Municipal Law § 239 referral was delivered to, and a review dated
February 9, 2016 was received from, the Tompkins County Planning Department, which
determined that the proposed action recommended that, as the site was previously developed that
a 25-foot setback be maintained along the existing creek, and a re-review of the modified site plan
was delivered to the County and the County replied upon June 20, 2018 that no changes in their
prior comments was required and the same were continued; and
WHEREAS, the Planning Board has again considered and carefully reviewed the requirements of
the LUO relative to site plan review, the unique needs of the Town due to the topography, the soil
types and distribution, and other natural and man-made features upon and surrounding the area of
the proposed site plan, and the Planning Board has also considered the zoning in the area and the
project in light of the Town's Comprehensive Plan and compliance therewith, and the Planning
Board has again reviewed and considered the aforementioned amended site plan application and

determined that no public hearing is required for this site plan due to its small size, the fact that
no new stormwater permanent practices are triggered and no SEQRA or 239 impacts were found,
the use is a permitted use within an B 1 Commercial Mixed Use Zone, and the fact that this is an
addition to an already existing developed site; and
WHEREAS, the prior SEQRA negative declaration was examined and the standards therein re-
reviewed by the Town relative to the question of whether any of these site plan changes, whether
as to disturbances, size, or placement, make any actual or potential impact likely to be or become
moderate or significant, and such review shows that all such impacts remain non-impacts or minor
impacts, including because the impacts were duly mitigated by the development review process
and site planning conditions, and because the changes were minor and made only in relation to an
already improved site and previously approved site plan, such that the prior negative declaration
under SEQRA be and hereby is incorporated and continued; and
WHEREAS, on June 25, 2018 the Planning Board duly considered the proposed site plan
amendments in accordance with the provisions of LUO § 701.4 et seq., including concerns
addressing site drainage, lighting, nearby residences, landscaping, parking, buffering, screening,
driveways, and any potential on and off site environmental impacts, and upon due consideration
thereupon and deliberation by the Town of Lansing Planning Board, now therefore be it
RESOLVED,that the Christian Fellowship Church amended site plan application for the proposed
demolition of the existing 1,300 SF auxiliary building, and construction of 2,200 SF building
additions plus a Lobby of 380 SF and a Porch of 600 SF, together with general site and area
improvements located at 2049 East Shore Drive, Lansing,New York,be and hereby is granted and
approved, subject to the following conditions:
1. Site plan approvals shall include the application and materials as prepared by John
Andersson, P.E., including drawing sheet S-1 Site Plan, as amended dated May 30, 2018 — Sheet
No. 1 of 3. Additionally, except for approved vegetative buffers, a riparian no-disturbance setback
shall be observed and be, at all times and locations, the greater of 25' or the distance shown upon
the updated site plans, as herein so approved.
2. Submission of an approved, general list comparing the changes to the proposed site plan,
including at a minimum;(i)square footage comparisons for each element of the site plan,including
open space; (ii) the number and arrangement of floors or offset levels for the buildings and
structures as proposed; (iii) changes in parking configurations and designs, as well as pedestrian
and driveway routes and facilities; (iv) landscaping and setback changes; (v) any changes in site
lighting or signage; (vi)building and construction elevations and site slopes; and(vii) stormwater
facilities and locations.No building permits may be issued until this list is submitted and approved
as to its form and detail by the Town Planner or Code Enforcement Officer. Once submitted and
approved, such list shall be and remain a part of this site plan approval.
3. Verification that the existing stormwater system and features are properly working prior to
issuance of any CO or the close-out of any building permit.

4. Building Permits will be required to construct the approved building additions, and such
plans must meet all code requirements, be sealed by a licensed engineer or architect, and be
constructed in compliance with all building code requirements.
5. Completion of the site plan improvements as shown upon the Site Plans, and specifically
including the installation of vegetative buffering as meets the following goals: (a) all buffering
shall be designed to provide both visual cover buffering and sound baffling features, and thus
emphasis shall be placed upon solid cover barriers, such as hedges and offset rows of evergreen
trees, or large or densely placed deciduous trees with variable heights and interspersed with
evergreens or other plants as provide for such cover and buffering; and (b) developer and
landowner(s)(and their existing and future tenants),as an express condition of site plan and special
use permit approvals (the violation of which shall be a violation of the Land Use Ordinance and
Town Law § 135, and enforceable as such), shall hereafter and at all times: (1) properly protect
and maintain such trees and other vegetative buffers as healthy and natural non-invasive vegetation
designed to provide both visual and sound buffering; (2) promptly remove and replace any dead,
diseased, or dying trees or plants; (3)promptly replace, supplement, enhance, or otherwise effect
changes in buffers whenever such buffers, or any plants therein, whether singularly or in
combination due to lack of growth, death, recession, disease or other cause, cease to function as
buffers as afore-required; and (4) effect such maintenance in a manner as promotes the goals of
such buffers as stated in this site plan approval. This condition shall be deemed to augment and
further define prior site plan approval conditions and site plan features hereby or heretofore
approved by the Town.

PUBLIC HEARING OPEN FOR COMMENTS ON FINGER LAKES MARINA
The Marina is in the process of evolving; when Barry took over they only had two
docks that were insurable, they are at 100 percent insurable now. In the future, they will
periodically switch out to a floating concrete dock instead of a piling dock.
Per Barry, The Army Corps of Engineers and DEC have permitted every project
completed at the Marina. Barry will supply the Town with all the copies of permits that
have been issued.
Barry would like the Town and Marina to work together as they share the same
channel. Last year the Marina dug out the Channel at their own expense.
Most of the project would be completed if they had a water permit. The County has
encouraged them to tie into the municipal water, which is a lengthy process. The
Marina currently test the water once a month and has never had it come back with an
issue.
The County 239 Response mentioned a Wetland. Barry says The Town Park and the
Marina have filled in the area over many years. It is now a drainage ditch line per the
DEC. The Marina has complied with everything the Army Corps of Engineers, and the
DEC have recommended and approved. Barry will supply the Town Planning Board
with copies of the emails giving approval.
Chairperson Tom Ellis asked, if there is anyone who has questions. No public
comments. The Chairperson will leave the public hearing open; as the process will
possibly take another meeting or two. This will give the public a chance to comment as
we go through the process.
Noted for the record; there are two written comments from the public by the same
person. One sent to Barry and one sent to the Planning Board. Both have been posted on
the Town Website. Summary below:
• First concern is Noise/light pollution.
• Navigability of the waterway to their property's back cove.
• Setbacks and permitting for a vault toilet immediately adjacent to their
property.
• Would like the bridge to be removed allowing them to access their cove with
a sailboat.
• Would like the Marina to create a new channel to the lake for their own use.

Barry says the RV's were there before his time.The water and the power lines were already there.
The septic field was totally replaced in 2015.
The health department is currently reviewing an application to abandon/remove the
existing tank and putting a new tank in.
The reason the Marina has moved any of the existing tanks is not that they are not
usable it was because they needed to get all the sewage above the flood level of the
1972. They are building the whole Marina above the flood level of the 1972.

The second highest water level was in June 1972 as a result of... City of Ithaca TABLE 2

The United States Geological Survey (USGS) has maintained a water level gaging
station on Cayuga Lake near Ithaca, New York since 1905.Table 1 presents the ten
highest recorded water levels at that gage. It should be noted that the lake level in the
spring of 1993, which is a very recent memory to most people residing in the Ithaca
area, was the highest lake level on record. The second highest water level was in June
1972 as a result of Hurricane Agnes.
The 10-year, 50-year, 100-year and 500-year water levels for Cayuga Lake, determined
by the Federal Emergency Management Agency (FEMA), are presented in Table 2. The
April 1993 lake level exceeded the 100-year elevation. The June 1972 lake level was at
the 100- ear elevation.

The Marina removed all the Cottonwood Trees that the Beavers had damaged. They
were in the process of planting New Trees (Lelands, Maples and a few low growth
trees), but stopped, due to a neighbor complaint. The tree order was cancelled at the
nursery before delivery.
Currently there are two lights on poles, one is on the South East end of the Marina and
one is right in front of the building. There is waist high lighting around all the docks.
Barry does not want to compete with the Town Park. The RV's are only rented to the
Boat Dock customers. As well as the Jet Ski s/watercraft, they must be renting a Boat
Dock to have access to Finger Lakes Marina's amenities. Barry would like to complain
about the Town Park's 20 lots for dry boat storage. They are charging half of the going
rate,which has taken$10,000 worth of income that they had a year ago. The boat slips
are comparable pricing.
The Marina is working towards becoming a Club.
The Department of Health has notified the Planner that they are working with Barry
and trying to establish a time line on the project.
The Marina is proposing two portable fire rings in the site plan for convenience of the
boaters that stay over.
During discussion, it was brought up that there is a small note on the site plan map
where it wants the Town to approve the drawings and all they contain as part of total
approval. Even though items on the map have not had prior approval ie: two outhouses
on the east &west side, 4 camp trailer spots and laundry/shower facilities.

AGENCY FOR THE FINGERLAKES MARINA PROJECT

PLANNING BOARD AS LEAD AGENCY for the Finger Lakes Marina at 7:34 pm. Jerry
Caward seconded the motion.

Mike will send the notification to The Army Corps of Engineers, DEC and the Health
Department; they have up to 30 days to concur with the determination.
Hopefully, in the next 30 days we can get a final version of the map and have all the
permits together, including the DEC Permits that Barry discussed earlier. The Public
Hearing will be kept open during the next few meetings to give the public a chance to
ask more questions if needed.

Dean Shea and Sandra Conlon visited Village Solars and was very pleased with
the amenities they are currently offering to the tenants while still under
construction. Green Spaces with trees and plantings, dog stations throughout for

tables available.
