Chairperson Jerry Caward enacted Dean Shea due to member absence. Motion to approve the planning board minutes for August 27, 2018 meeting Deborah Trumbull made a motion to approve the August 27,2018 minutes. Lin Davidson seconded the motion. All in Favor - 7 Opposed - 0 Floor is open for any comments or concerns other than what is on the Agenda Peter Larson III would like to see the Ag Committee work with the Planning Board on the Zoning for the new Ag District. The Board agreed and had planned on the bringing them in once the board has a draft to work with, not sure how soon that will be as they are currently working on Definitions. The next meeting for the Ag Committee is on October 1, 2018. Page 1 of 6 APPROVED Developers Conference for a Site Plan Application. Applicant is Laura Huizinga requesting to build a wedding barn event center on the 50 +/-acres including a pond. Location: 1487 Ridge Road in the Rural Agricultural Zone (RA) Tax Parcel #12.-1-18.5. Summary between the Board and Developer/Applicants: • Driveway will be 750 feet+/-off the Ridge Road. • 82 Parking Spaces with hedge row blocking view from the road. Septic with a re-placement area on the other side of the pond. • The Project will have access to Bolton Point Water. • Electric will be underground from the road back to the event center. • The side of the pond will have a sitting area. • The Pond will have enough capacity to hold extra 2-feet for Storm Water if needed. • T.G. Miller is reviewing the stormwater plan and then the DEC will review before a building permit can be issued. • The building is up on a high spot of the property to gain the best view as possible. • Building foundation will be Slab on Grade with an upper area as a loft. • Building will be painted White with Black Shutters. No Metal Roof. • Dark Sky Lighting will be used in the parking lot with a maximum height of 15'. • Driveway will not have lights. • Entrance Sign will have lighting. Sign cannot be more than 15' square feet. • All Lights will be turned off when the Event is over. 0 Owners will plant Evergreen trees and/or Hardwood trees on the East Side. • Events will be held between May through October. • They will provide mini A/C and Heat units if needed. • Music will be held inside the building. • Hours of operation from Noon to Midnight. Around 11pm will be turning things down. This is to give the customers and caterers time to decorate the event center and have the food ready. • The caterer will handle all Food and Alcohol on the premises. • The Bride will have a Jack-n-Jill access to the bathroom. • A Security Deposit will be collected for Clean Up if needed. • Backup Generator should be available. Recommended by the board. • Future Pavilion noted on the site plan as back up in case of a rainy day for the Wedding Ceremony. • Reception with music will be held inside the event center. • The parking lot is large enough for bus access. • Estimated Occupancy is 163 0 Sprinklers are required unless they go for a variance with the State. • Owners will provide Tables,Chairs and Linens. Caterers and Customers will provide other necessities needed for their special day. • Bathrooms and Kitchen will have Drywall. Page 2 of 6 APPROVED • Fireworks are occasionally used at events. This is an approved use with a Special Permit from the Lansing Code Officer. • Not discussed at the meeting (was researched afterwards). The event center owner would need to hire a Display Company and a Certified Pyro Technician. The Pyro Technician would evaluate the area to see if there is enough clear space to set off large or small fireworks. There may or may not be enough space for either size. The weather would also be a determining factor. o An example of one of our existing local wedding event centers,they historically may have zero fireworks or a maximum of four firework events in a given year. The maximum of four has only happened one time. o Another local event center has only used fireworks one time as far back as we can remember. Motion to Open the Public Hearing for the Dutch Harvest Farm Site Plan Application to construct a wedding/event barn and related improvements located on a portion of Tax Parcel #12.-1-18.5, 1487 Ridge Road in the Rural Agricultural Zone (RA) Larry Sharpsteen made a motion to Open the Public Hearing for Dutch Harvest Farm at 7:00 pm. Sandy Conlon seconded the motion. All in Favor-7 Opposed-0 Five neighbors asked questions and had concerns: • Concerned about the additional traffic the events might create in the area. • Ridge Road is dangerous on the north side with the high speed of traffic and blind spots making it difficult to pull out onto the road safely. • Buffering the neighborhood from the lights and sound the event center will produce. • It would be nice if the Huizinga's would be neighborly and do their best to buffer as much of the noise as possible. • A question to see if the site plan will go through a thorough Environmental Impact Study and Storm Water Plan. • The owner will look into an aesthetically pleasing fence or gate at the entrance. • Below is a written letter from one neighbor. Full Environmental Assessment will be reviewed. 4. Site Plan Approval when conditions are met with DEC (Stormwater Plan),Lighting, Noise, Emergency access. *Planning Office will notify the 600' parcel neighbors of the next meeting.
