Chairperson Tom Ellis called the Planning Board Meeting to order at 6:33 PM.
Motion to approve the planning board minutes for November 26, 2018 meeting
Lin Davidson made a motion to approve the November 26, 2018 minutes with
modifications. Larry Sharpsteen seconded the motion.
All in Favor - 7 Opposed - 0
Floor is open for any comments or concerns other than what is on the Agenda
Dale Baker introduced himself to the Planning Board and presented why he would like to be
the second alternate to the Board.
Motion to amend the recommended 2019 Planning Board Officers to the Town Board for
next year's appointments by adding Dale Baker as the second alternate.
Larry Sharpsteen made a motion to amend the recommended 2019 Planning Board Officers

Chairperson Tom Ellis and the Board reviewed the draft resolution for Finger Lakes Marina.
The Board requested to add more specific language, to better guide the Marina on how to
proceed legally and assist the Code Enforcement Officer with clear information.
Continued Discussion on the Proposed Zoning Map
Michael Long addressed the status of the Land Use Ordinance /Zoning Update. The 2018
adopted Comprehensive Plan was based on a few basic premises.
• The proposed zoning boundaries should be followed by tax parcel boundaries as much as
practical.Several areas currently have setbacks along a road and this causes multiple zone
districts in some parcels,which can cause conflicts.
• The Lakeshore zone will be split into a L1 - (20,000 SF Minimum) smaller lots already
developed and L2- (40,000 SF Minimum) larger lots to meet the Tompkins County Health
Dept. requirements for septic systems.
• There will be a new AG-Agriculture Zone based upon the adopted Ag Plan with
recommendations form the town appointed Ag Committee. The RA-Rural Agriculture Zone
is the balance of the area and will continue to offer several different uses.
• IR-Industrial Research Zone will be expanded from Dutch Mill Road to the north for potential
business expansion. Convert the area around the Town Highway Garage and Verizon to
Commercial-more appropriate designation. Also,permit residential housing to be built in all
the zones including the IR Zone.
• Commercial Areas-eliminate the B2 zone into one B- Commercial Zone. Include Finger
Lakes Marine (2 parcels) and Portland Point parcel as Commercial-this will allow the Marina
use to be removed from the Lakeshore zone and limit to B and IR zones. Drake Road B2-
transition to R2-Moderate Residential Density within the area where new water lines are
currently being installed. There are only about 10-12 uses that are differences between the
existing commercial zones.
• New Zone proposed R4/ R4A Low Impact-Mixed Use-as recommended in the
Comprehensive Plan by the committee and adopted by the Lansing Town Board -identify
marginal residential land along heavily travelled roads and develop a mixed use of residential
together with professional offices of low traffic generators that might be able to utilize reverse
frontage lots and reduce the curb cuts required for typical development. The R4A as proposed
would eliminate certain fast foods and restaurants that would add larger number of traffic and
pedestrian users. The history of the zoning changes in 1999 and 2003 for the area around the
Lansing Schools and the Kohlenberg service station were discussed.
After much discussion, the Planning Board is almost ready to present the proposed map to
the Public. Mike asked about utilizing the sub-committee that reviewed the definitions
portion to also review and assist in drafting the Use and Area Schedules. The Planning
Board will hold one or two more public subcommittee meetings concerning the map prior to
the presentation. Hope is to have work sessions at 5:00 PM prior to upcoming Planning
Board meetings and any of the Planning Board members that can attend will.

Planning Update from Michael Long- Town of Lansing Planner
- Monday,December 17,2018 Rochester Corner Stone will hold a ground-breaking ceremony at 11
am for Milton Meadows Apartments.
- Monday,December 17,2018 Special Planning Board meeting scheduled for more discussion of
Land Use changes. Finger Lakes Marina was added to this meeting for continued review.
- NYS DOT will try to attend a Planning Board meeting in January of 2019.
Chairperson Tom Ellis asked if there is anything else to be discussed.
