Chairperson Tom Ellis called the Planning Board Meeting to order at 6:33 PM.
Motion to approve the planning board minutes for December 10, 2018 meeting
Deborah Trumbull made a motion to approve the December 10,2018 minutes with
correction. Sandy Conlon seconded the motion.

Continued review of Finger Lakes Marina Site Plan improvements
- Barry brought in a sample of the light fixture he will be using to reduce the light transferred to
the neighbor's properties and be compliant with his insurance company.
- The buffer to the north of the Marina will not be removed. It is dense and creates a good
buffer.
- Existing fence on the west border will be moved to the east border.
- At this time,the Marina has four fixed RV/cabins with the possibility to increase the sites by
adding six more. The additional sites will have a condition upon Health Department approval.
No kitchens or bathrooms will be in the cabins.

RV/Cabins will be considered permanent with"seasonal use" status from March 15 to
November 15.
- The proposed dock on number 26 has been removed from the site plan.
- The Army Corps of Engineers said there is no designated wetland on the Marina property it is
really on the Town Park property.
- No tent camping at this time.
Chairperson Tom Ellis and the Board reviewed the updated draft of the Site Plan resolution
(v6) for Finger Lakes Marina. The Board requested a few more changes, to clarify some of the
information. The board is ready to have Guy Krogh, Town Attorney review the resolution
and will proceed with the Site Plan on January 14, 2019.
SEQRA Review from Finger Lakes Marina for site plan improvements to the Marina
Part 1, 2 and 3 were reviewed by the Planning Board,with a determination of a"no
environmental significance". See resolution below.

TOWN PLANNING BOARD RESOLUTION ISSUING NEGATIVE
DECLARATION OF ENVIRONMENTAL SIGNIFICANCE FOR
FINGER LAKES MARINA SITE PLAN IMPROVEMENTS
WHEREAS, WHEREAS, an application was made by Finger Lakes Marine Services, together
with John Andersson, PE, as agents for owners, for site plan approval for the proposed site
improvements and building construction at the Finger Lakes Marina, 26 and 44 Marina Drive
Lansing, New York, also known as TPN 33.4-67 and 33.4-60, as located in the L1- Lakeshore
Zone and consisting of two parcels combined of approximately 13.95± acres; such proposed
site improvements to include additional building improvements, shoreline and marina
improvement, septic and water system improvements, landscaping and lighting
improvements. John Andersson, P.E. completed a stormwater review for considering the
additional impacts of 0.91± acres of disturbance for the development on the combined sites,
and the same having been reviewed; and
WHEREAS, this application has been deemed and classified as a SEQRA Unlisted Action with
coordinated review; and
WHEREAS, the Town of Lansing Planning Board has responsibility for approving or carrying out the
action under SEQRA and the Planning Board had previously decided to be,previously declared its intent
to be, and hereby is declared as the Lead Agency for environmental review; and
WHEREAS,the requisite General Municipal Law§239 referral was duly delivered to County Planning,
and the requisite notices of intent were duly delivered to all involved agencies, and each such agency
has duly responded and such comments and responses have been duly reviewed and considered by the
Lansing Planning Board; and
WHEREAS, the Planning Board duly noticed and held a public hearing at the Town Hall (29 Auburn
Road) concerning the Finger Lakes Marina site plan on June 25, 2018, whereat environmental concerns

were also duly considered, and which public hearing was held and kept open until October 22, 2018,
whereat all citizens were given an opportunity to continue to voice any concerns respecting the
environmental review and to be heard thereupon; and
WHEREAS,as lead agency the Planning Board considered and analyzed each of the potential identified
impacts in relation to the question of whether such impacts were so probable of occurring or so
significant as to require a positive declaration of environmental impact, and after weighing the actual
and potential impacts arising from or in connection with this site plan and subdivision approval, and
after also considering (i) the probability of each potential impact occurring, including weighing the
speculative nature of some potential future contingencies and the potential non-speculative nature of
others, (ii) the duration of each potential impact, (iii) the irreversibility of each potential impact,
including a consideration of permanently lost resources of value, (iv)whether each potential impact can
or will be controlled or mitigated by permitting, reviews, or other regulatory processes, (v)the regional
consequence of the potential impacts, (vi) the potential for each impact to be or become inconsistent
with the Town's Master Plan or Comprehensive Plan and local needs and goals, and (vii) whether any
known objections to the Project relate to any of the identified potential environmental impacts, the
Planning Board found that these factors did not cause any potential negative environmental, or related
social or resource, impact to be or be likely to become a moderate or significant negative environmental
impact; and
WHEREAS, and after due deliberation upon this matter and a review and analysis of each and all
potential environmental impacts, the Planning Board as Lead Agency hereby makes a negative
declaration of environmental impacts under SEQRA, and
NOW, THEREFORE,BE IT DECLARED AND RESOLVED AS FOLLOWS:
1. That the Planning Board of the Town of Lansing be and hereby is again declared to be the Lead
Agency.
2. This declaration is made in accord with Article 8 of the New York State Environmental
Conservation Law and SEQRA regulations promulgated thereunder and, accordingly, the Planning
Board of the Town of Lansing,based upon(i)its thorough review of the Full Environmental Assessment
Form (FEAF), and any and all other documents prepared and submitted with respect to this proposed
action and its environmental review, (ii) its thorough review of the potential relevant areas of
environmental concern to determine if the proposed action may have any moderate or significant adverse
impact on the environment, including,but not limited to, the criteria identified in 6 NYCRR § 617.7(c),
and(iii) its completion of the FEAF, including the findings noted therein(if any, and which findings are
incorporated herein as if set forth at length), and after consideration of the actual and potential
environmental impacts the Planning Board finds that the proposed action of approving the proposed
Finger Lakes Marina site plan project in the Lakeshore - L1 Zone will neither individually nor
cumulatively have any moderate or significant negative environmental consequences or impacts,and the
Planning Board therefore hereby makes a negative determination of environmental significance (a
"Negative Declaration") in accordance with SEQRA for the above referenced proposed action, and
determines that an Environmental Impact Statement is therefore not required.
3. A responsible officer of the Planning Board of the Town of Lansing is hereby authorized and
directed to complete and sign the determination of significance, confirming the foregoing Negative

Declaration, which fully completed and signed FEAF, findings statement, and determination of
significance shall be incorporated by reference herein.
4. The Planning Board Clerk is directed to deliver or file a copy of this Resolution with the
following persons and agencies: (i) the Town Clerk and Town Supervisor of the Town of Lansing; (ii)
all Involved and Interested Agencies; (iii) any person requesting a copy; and(iv) a summary and notice
hereof with NYSDEC for publication in the Environmental Notice Bulletin (ENB), by sending such
notice, in forms required by the DEC, to the ENB at 625 Broadway, Rm. 538, Albany,NY 12233-1750
(or via delivery to the ENB, electronically at http://www.dec.ny.gov/enb/enb.html, as required by 6
NYCRR § 617.12).

We will meet back with Finger Lakes Marina on January 14, 2019 and review the final Site
Plan resolution.
Continued Discussion on the Proposed Zoning Map
- The Marina should be identified as Commercial on the proposed zoning. This will
remove the ability to have a Marina anywhere else in the Lakeshore Zoning within
Lansing's Shoreline.
- The Planning Board reconfirmed that the Kolenberg's property across from the school
should be removed from the Lakeshore and put back in the B1 Zoning. In 2003, the
Town Board moved the property out of the B1 and put into Lakeshore zoning without
a review or recommendation from the Planning Board. The Town Board has
scheduled a Public Hearing on December 19, 2018 to discuss and possibly vote on the
change to correct whatever happened back then.
- It was discussed that the Bus Garage should really be in Commercial Use Zone due to
the type of impacts on the environment; it would be the same as if it were a trucking
company.
- The discussion is to create a new zone for the Triangle area called R4,which is
proposed to be a mixed use/ with professional offices utilizing reverse
frontage and minimize curb cuts and driveways.

- Also discussed for down by the school area to create a similar zone called R4A which
will begin at Myers Road on the south side of Ridge Road to Portland Point Road. This
would be propose Low impact professional offices with reverse frontage mixed with
residential uses that would be appropriate for the around the school area. The
reasoning behind it is to classify the zoning to better fit the area around the school.
- The process is to look at all the Definitions all the Uses and the Charts.
- The churches along Ridge Road were discussed and decided to leave as R2 zoning.
Planning Update from Michael Long- Town of Lansing Planner
- Planning Department received an application for "Osmica" a B&B with a renovation to
the barn for an event center. Location on 59 Emmons Road. Possible Sketch Plan on
January 14 with a public hearing on January 28, 2019.
- Continued review of the proposed land use ordinance. Scheduled at 5pm on January 14,
2019.
Chairperson Tom Ellis asked if there is anything else to be discussed.
The Planning Board recognized Tom Ellis for his 15 years of service on the Planning Board
with 5 years as Chairman of the Board. Thank you Tom you will be missed.
