38 Notice of Osmica's Public Hearing published in the Ithaca Journal on January 15, 2019 as
39 required. Mailed 600' parcel letters on January 18, 2019. Public Hearing continued on
40 February 25, 2019 and March 11, 2019 and March 25, 2019.

42 Public Hearing Continued - Osmica/Kurt Martin Requesting_a Bed &Breakfast in the
43 existing farmhouse and to convert Main Barn to a Banquet Hall/Reception Venue with
44 Additional Parking, Tax Parcel #P/023.-1-6.32

46 Floor open for Public Comments on this proposed action
47 Eleven neighbors made comments. Those that were handed in are on the Town Website
48 under Planning Board Current Docs.
49 Summary of concerns:
50 - Drainage Concerns - All the neighbors seem to have flooding issues on their
51 properties with every major storm. Concerns that the issues will become even worse.
52 - Noise Concerns - They are used to quite nights and concerned the music will disrupt
53 the neighborhood in multiple ways including disturbing sleep for families close by,
54 lack of buffers for sound travel in all directions. Concern with amplified music in the
55 tents. Suggestion was made for all amplified music to be contained in the main
56 barn/event venue when it is ready for use. Would like to have similar mitigations
57 agreed to and applied in this case that were put in place for the Dutch Harvest Farm
58 project.
59 - Traffic Concerns -A few neighbors voiced concerns of possible increased traffic
60 down the east side of Emmons Road and that the road is narrow with no shoulder.
61 - Light Pollution Concerns - Several neighbors feel the lighting will be too bright and
62 disturbing and have a large footprint.
63 - Septic Concerns -That it drains to close to neighbor's property, possibly affecting
64 their well water and would add to the drainage issues.
65 - Tent Sites -Would like the tents site descriptions defined better.
66 - Building Uses - Confused by so many buildings being labeled barn.
67 - Fireworks Concerns - Noise and disruption.
68 - Historic Concerns - Concerned with a documented historic landmark farm property
69 being used for non-farming purposes.
70 - EAF Concerns-Concerned that the many concerns of the public are not adequately
71 addressed in the short form EAF and would like the FEAF used instead.
72 - Buffering Concerns-Desire for buffering on all sides and specifically on the east side
73 to extend the line of proposed trees to the south and add visual buffers along the north
74 street side between the property and the neighbors.
75 - Parking Concerns- Concern with the number of parking spaces vs. the potential
76 population of the events leading to overflow parking on neighbors properties and
77 along Emmons Rd.
78 - Mass Gathering Concerns - Concern for the size of event populations and potential
79 for using the venue for concerts and mass gatherings as defined in local law #3 of
80 2006.
81 - The Board is not responding to our questions -We feel we are not being heard

86 It was brought up that people feel the Board is not responding to the public's comments. The
87 Board is not supposed to comment during the Public Hearing. The Board's responses will be
88 discussed in public after they compile the comments at the next meeting. They will do their
89 best to mitigate as much of the public's concerns as they can in accordance with the Law.
90 Now that the Public Hearing is closed, the public is welcome to submit additional comments
91 in writing to the board throughout the remainder of the review process.

93 Planning Director CJ Randall gave the next steps in the process for Osmica.
94 -The Public Hearing has been held
95 -The Public Comments will be reviewed & discussed in public
96 -Part 1 of the Environmental Assessment filled out by the applicant-will be reviewed
97 -Part 2 of the Environmental Assessment filled out by the Board
98 -Determination of the Environmental Significance from the board
99 -Review of Site Plan typically happen concurrently
100 -The Board will make a final decision of the site plan
