TOWN BOARD WORK SESSION MEETING
LANSING TOWN HALL BOARD ROOM
29 AUBURN ROAD, LANSING, NY
July 11, 2018
PLEASE NOTE: The primary purpose of the Town Board Work Session is to be
informational/educational for the benefit of the Board Members. Public comment will be
taken at the regular meetings when the items are scheduled on the agenda.
The meeting was called to order at 6:33 p.m. by Supervisor, Edward LaVigne, and
opened with the Pledge of Allegiance to the flag. Roll call by Deborah K. Munson,
Town Clerk, showed the following to be
Present:
Andra Benson, Councilperson Katrina Binkewicz, Councilperson
Doug Dake, Councilperson Joseph Wetmore, Councilperson
Edward LaVigne, Supervisor
Absent: No one absent
Also Present: Guy Krogh, Town Counsel, Dan Veaner, Lansing Star, Ted Laux, Michael
Long, Town Planning Consultant, Charlie “Cricket” Purcell, Highway Superintendent,
and Chris Williams.
Topics of Discussion:
1. Milton Meadows
A packet of information was given to the Board Members and the following items
were reviewed and discussed.
Map - phase 1 through 4
Map - subdivision plan
Roadway:
o Build to Town specs or certificate of occupancy will not be issued
o Resolution needed to build road before they own land - not unique request
o Private road until dedicated to Town
Phase 1- complete phase 1, move people in, then move to phase 2
Town of Lansing will need to:
o Accept dedication of water lines
o Approve sections of the road
o Approve license or land rights to get in there
o Approve bond or letter of credit
Closing date, for financing, is approximately October 31, 2018
Tompkins County Health Department working on septic system
Trails – will they be open during construction
Resolution for July 18, 2018 Town Board Meeting to approve license to work on
the road
2. Myers Park CFA Grant Applications
A packet of information was given to the Board Members and the following items
were reviewed and discussed.
Updated Myers Park Master Plan and cost estimates - needs approval
2018 Grant Application Project:
o NYS Department of State Waterfront Revitalization Grant – 75% match
o NYS Environmental Protection Fund – 50% match
50% materials
50% in kind from highway department or recreation department
Priority will be:
o Item #7 –Rip-Rap Wall along Salmon Creek
o Item #8 – Bulkhead Erosion Control along Marina Inlet
o Item #15 – Dredging at Salmon Creek and Marina Inlet
Town of Lansing has open permit to dredge and keep on
maintenance schedule

Only exposed gravel can be dredged
Resolution for July 18, 2018 Town Board meeting:
o Approve Master Plan
o SEQRA review
o Approve Supervisor to submit grant applications
Map is a concept – it could be changed
Pavilion A:
o Flood issue
o In bad shape, need to replace
o Make larger
3. Budget
This will be discussed at the next couple work session meetings.
4. Parks and Recreation Department
Steve Colt’s retirement date is July 31, 2018
Pat Tyrrell will be in charge for short term
Pat working on:
o On-line registration
o New telephone system
o New website
Compensation for Pat:
o Pay – different step
o Town of Lansing truck to drive all the time
Additional tasks for Maureen
Another person needed for program director
5. Department of Public Works
Include highway, parks, buildings and grounds maintenance, water, and sewer
Highway Superintendent appointed
Local Law to form Department of Public Works
6. BBQ Pavilion
Baker Family is giving generous donation
Located next to fence
Include electric, water, and will be paved
Possible pull down flaps for rain and wind
7. TCAT
They may put up a bus shelter (at their expense) in the loop by the fence.
8. Highway Department
Road Improvements:
o Reimbursement coming from NYS for about $87,000
o Enclose storm drains on Hillcrest Road, to enhance safety
Budget modification for $90,000 - loan until reimbursement comes
in – Town Board agreed
o Improve about 3 miles of road per year
4.5 miles done this year-county fronted money for 1.5 miles of
their road
o This is sales tax money
o Allocate additional money for paving in 2018
o Roads to be done if there is additional money
Sharpsteen, upper Buck, Autumn Ridge, etc.
Employee:
o Utilize for multiple tasks – laborer position
GIS Mapping, office work, field work, etc.
o Temporary now, change to full time
o Resolution $15 per hour, when gets B license additional $2 per hour
o Change job description – competitive administrative

9. Lansing Town Center Trail Policy
Draft document handed out
o Will apply to Cornerstone
10. Lansing Library Funding Request
Library document handed out
Okay for Town to support library
o Needs to be Town wide
Agreement needed between Town and Library
Resolution and Agreement for July 18, 2018 Town Board Meeting
