The Supervisor called the meeting to order and took the Roll Call. ROLL CALL Stephen Farkas Supervisor Present Katrina Greenly Councilperson Present Doug McEver Councilperson Present Meg Overstrom Councilperson Absent Francis Shattuck Councilperson Present Bonny Boles Town Clerk Absent Guy Krogh Town Attorney Absent PUBLIC HEARING — INTERMUNICIPAL WASTEWATER (SEWER) AGREEMENT: RESOLUTION, offered by Mrs. Greenly and seconded by Mr. Shattuck: Notice of Public Hearing upon Intermunicipal Wastewater (Sewer) Agreement NOTICE IS HEREBY GIVEN that the Town Board of the Town of Lansing, in the County of Tompkins, State of New York (the "Town"), will meet at the Town Hall, located at 29 Auburn Road, Lansing, New York, on the 17th day of December, 2003, at 7:05 P.M., for the purpose of conducting a hearing upon a proposed Intermunicipal agreement to provide, among other things, sewer systems in and for the Town of Lansing, consisting of and including up to 38 linear miles of public collection sewers, up to seven pump stations, together with related improvements such as line connections, interceptors, and parts necessary to create coterminous sewer service areas that interconnect the Village of Cayuga Heights sewer system and the City of Ithaca sewer system with proposed future sewer districts in and for the Town of Lansing, at which time and place said Town Board will consider such agreement and hear all persons interested in the matter. Copies of the proposed Agreement between the above sewer treatment facilities and the City of Ithaca, the Villages of Lansing and Cayuga Heights, and the Towns of Ithaca, Dryden and Lansing are available for review at the Lansing Town Clerk's Office. (Aye) Stephen Farkas, Supervisor LAI AGREEMENT: RESOLUTION, offered by Mr. Shattuck and seconded by Mrs.Greenly: Notice of Public Hearing upon Intermunicipal Wastewater (Sewer) Agreement NOTICE IS HEREBY GIVEN that the Town Board of the Town of Lansing, in the County of Tompkins, State of New York (the "Town "), will meet at the Town Hall, located at 29 Auburn Road, Lansing, New York, on the 17th day of December, 2003, at 7:15 P.M., for the purpose of conducting a hearing upon the adoption or rejection of the Final Environmental Impact Statement ( "FEIS "), as prepared by the New York State Department of Environmental Conservation, to consider the environmental impacts of a proposed Intermunicipal sewer agreement between the City of Ithaca, the Villages of Cayuga Heights and Lansing, the Towns of Ithaca, Dryden and Lansing, and the Village of Cayuga Heights and City of Ithaca wastewater treatment plants, with a proposed build out that will include areas of and within the Town of Lansing, which will consider, among other factors, alternative routes and locations for piping runs and facilities, the use 422 Continued, December 3, 2003 of vacuum, slope and other sewer line types, wastewater discharge locations, topographical and geologic concerns, erosion, dust generation, and soil impacts, the use of water resources, effects upon water tables, wetland preservation issues, the effects upon flora, fauna, unique natural areas, air resources, viewsheds, and visual resources, odor generation, noise impacts, and effects upon cultural resources and land use and zoning, transportation, demographic and fiscal impacts, and the effects upon school districts, community services, growth, and planning. The proposed Intermunicipal Wastewater Agreement may provide, among other things, .sewer systems in and for the Town of Lansing, consisting of and including up to 38 linear miles of public collection sewers, up to seven pump stations, together with related improvements such as line connections, interceptors, and parts necessary to create coterminous sewer service areas that interconnect the Village of Cayuga Heights sewer system and the City of Ithaca sewer system with proposed future sewer districts in and for the Town of Lansing. At the aforesaid time and place the Town Board will consider the FEIS and hear all persons interested in the matter. Copies of the FEIS are available for review at the Lansing Town Clerk's Office.
