The Lansing Town Board met in Special Session at the Lansing Town Hall Board Room
at noon with Deputy Supervisor Francis Shattuck presiding.

The Deputy Supervisor called the meeting to order and had the clerk take the Roll Call.

BOND RENEWAL RESOLUTION
Dated March 28, 2003
A RESOLUTION AUTHORIZING THE ISSUANCE OF $ 1449000.00 SERIAL BONDS
OF THE TOWN OF LANSING, TOMPKINS COUNTY, NEW YORK TO PAY FOR THE
RENEWAL OF A BOND ANTICIPATION NOTE NO. I -03, BEING USED TO PAY FOR
THE COST OF THE PURCHASE OF AN INTEREST IN REAL PROPERTY LOCATED
IN THE TOWN OF LANSING AT 17 RIDGE ROAD.
At a Special meeting of the Town Board of the Town of Lansing, Tompkins County, New
York, field at the Town Hall on the 28th day of March at 12:00 o'clock p.m.
PRESENT: Francis Shattuck, Deputy Supervisor; Meg Overstrom, Councilperson; and
Douglas McEver, Councilperson.
The following resolution was offered by Councilperson Meg Overstrom, who moved its
adoption; seconded by Councilperson Douglas McEver, to wit:
WHEREAS, that Town Board issued a Bond Anticipation Renewal Note, 2002 No. 5 -02,
in the amount of $ 147,000.00 to pay for the actual and estimated expenses related to the
purchase and interest in real property located at 17 Ridge Road, Lansing, New York; and
WHEREAS, Bond Anticipation note, 2002 No. 5 -02 is due for payment on March 28,
2003, together with interest at the rate of 3.20% per annum; and
WHEREAS, the Town Board is desirous of renewing said Bond Anticipation Note, 2002
No. 5 -02, less a principal payment in the amount of $ 3,000.00 to be financed by the issuance of
a Note designated as Bond Anticipation Renewal Note, 2003 No. 1 -03, with the right of
prepayment reserved;
NOW THEREFORE, BE IT RESOLVED, that the Town Board of the Town of
Lansing, Tompkins County, New York hereby authorizes the Deputy Town Supervisor to
execute and deliver such documents as are necessary to issue Bond Anticipation Renewal Note 1-
03 in an amount of $ 144,000.00 with the Tompkins Trust Company with interest thereon at the
rate of 1.90% per annum for a period until March 30, 2004, with a new Note designated as Bond
Anticipation Renewal Note, 2003, No. 1 -03; and be it further
RESOLVED, that the Deputy Town Supervisor cause to be paid interest on Bond
Anticipation Note 5 -02 together with $ 3,000.00 in principal; and be it further

RESOLVED, that the Deputy Town Supervisor be, and he hereby is, authorized to
execute and deliver such documents as are necessary to effectuate the purposes of this
Resolution; and be it further
RESOLVED, that all of the provisions in the Bond Renewal Resolution dated March 20,
2002 in connection with Bond Anticipation Bond Renewal Note 5 -02, that all of the provisions
in the Bond Resolution dated March 30, 2001, in connection with Bond Anticipation Bond
Renewal Note 5 -01, and that all of the provisions in the Bond Resolution dated April 19, 2000 in
connection with Bond Anticipation Note 5 -00, are designated to apply to the Bond Anticipation
Renewal Note to be executed by the Deputy Town Supervisor and designated as Bond
Anticipation Renewal Note 1 -03.
The question of the adoption of the foregoing resolution was duly put to a vote on roll
call, which resulted in all members present voting "aye ".
The resolution was thereon declared duly adopted.
HAZARD MITIGATION PLAN:
RESOLUTION, offered by Mrs. Overstrom and seconded by Mr. McEver:
TOWN OF LANSING
Resolution supporting the Tompkins County Multi- Jurisdictional Pre - Disaster Mitigation
Grant Application:
WHEREAS, the Federal Disaster Mitigation Act of 2000 encourages and rewards local
governments that initiate pre - disaster planning to identify and mitigate, where practicable,
natural, technological, and human - caused hazards within their communities, and to promote the
development of more disaster resistant communities, and
WHEREAS, residents of the Town of Lansing are vulnerable to potential hazards,
including: 1) natural hazards, such as flooding, severe weather (including summer storms,
windstorms, tornadoes, snowstorms, and ice storms), fire, drought, and other natural hazards, 2)
technological hazards, such as transportation accidents and hazardous material spills, and 3)
human - caused hazards, such as civil unrest, riots, and acts of terrorism, and
WHEREAS, a hazard mitigation plan that addresses these potential disasters will help
improve the ability of the Town of Lansing to minimize the loss of life and property and
disruption to the economic well -being of the community due to a disaster, and to lay the
foundation for a speedier recovery should a disaster strike, and
WHEREAS, by November, 2004, participation in the development and adoption of an
All- Hazard Mitigation Plan will be required in order to qualify to receive State and Federal
Funding for certain capital improvements and other hazard mitigation initiatives, and
WHEREAS, the New York State Emergency Management Office is administering a
competitive Pre - Disaster Mitigation. grant program that reimburses successful applicants 75% of
the cost of preparing an All- Hazard Mitigation Plan, and
WHEREAS, representatives of the Town of Lansing have participated in discussions
with interested municipalities regarding preparing a grant application and All - Hazard Mitigation
Plan with multiple jurisdictions in Tompkins County, and
WHEREAS, the Tompkins County Planning Department has agreed to facilitate the
completion of a Pre - Disaster Mitigation grant application and to oversee and to administer the
preparation of a Multi - Jurisdictional All - Hazard Mitigation Plan for Tompkins County, and

WHEREAS, a cost allocation structure to pay for the 25% local contribution required by
grant recipients to prepare the All- Hazard Mitigation Plan has been discussed by the participating
municipalities, now therefore be it
RESOLVED, that the Town of Lansing hereby supports the preparation of a grant
application to develop a Multi - Jurisdictional All - Hazard Mitigation Plan and authorizes the
Tompkins County Planning Department to coordinate the development of a Pre - Disaster
Mitigation grant application for Tompkins County, and be it further
RESOLVED, that in the event that the grant application is funded, the Town of Lansing
agrees to actively participate in the development of a Multi- Jurisdictional All- Hazard Mitigation
Plan, and be it further
RESOLVED, that in the event that the grant application is funded, the Town of Lansing
agrees to contribute matching funds or in -kind services for the preparation of a Multi -
Jurisdictional All- Hazard Mitigation Plan.

GASOLINE TANK AT HIGHWAY GARAGE•
Mr. French explained that the gasoline tank at the Highway Department has water in it
and is causing problems. After a short conversation, the following resolution was offered:
WHEREAS, the Highway Superintendent of the Town of Lansing has requested that the
Town Board authorize an expenditure not to exceed $ 10,000.00 for the purpose of removing and
disposing of an underground 4,000 gallon gasoline storage tank conducting the required
environmental testing and replacing it with an above - ground 1,000 gallon gasoline storage tank;
and
WHEREAS, installing a new above ground 1,000 gallon gasoline storage tank will better
meet the need of the Town Highway Department and Lansing Fire Department, ensure that the
gasoline supply is replaced on a regular basis, and will facilitate monitoring the tank for potential
environmental contamination and addressing any issues of environmental contamination that
might arise; therefore, it is
RESOLVED, that the Town Board of the Town of Lansing hereby authorizes the
expenditure of up to $ 10,000.00 for the removal and disposal of the existing underground 4,000
gallon gasoline storage tank, conducting the required environmental testing and replacement with
an above - ground 1,000 gallon gasoline storage tank; and it is further
RESOLVED, that the Highway Superintendent is hereby directed to proceed with the
tank removal in accordance with all State and Federal laws, rules and regulations and to notify
the New York State Department of Environmental Conservation that the Town is proceeding
with the tank removal.
