Adjournment. LOW April 19, 2000 The Lansing Town Board met in Regular Session at the Lansing Town Hall Board Room at 7:00 p.m. with Supervisor Farkas presiding. The Supervisor called the meeting to order and had the clerk take the Roll Call, Stephen Farkas Herbert Beckwith Katrina Greenly Meg Overstrom Francis Shattuck Bonita Boles Richard John ROLL CALL Supervisor Present Councilperson Present Councilperson Present Councilperson Present Councilperson Present Town Clerk Present Town Attorney Present TOWN INSURANCE COVERAGE - JOHN BAILEY: John Bailey reviewed the Town's Insurance program and went over their proposal for coverage beginning June 1, 2000. Mr. Bailey thanked the Board for their time and offered his assistance in any questions the Board may have. GEORGE TOTMAN - CODE ENFORCEMENT OFFICER• Mr. Totman gave his monthly report and stated that he was down about 1.7 million from last year. He also stated that he will be sending out about ten (10) letters to Lansing residents asking them to clean -up their property. PETE LARSON - HIGHWAY SUPERINTENDENT• BRUSH AND LIMB PICK -UP: Mr. Larson stated that the brush and limb pick -up will begin on Monday, April 24th in the Town and on Monday, May 1, 2000, in the Village. He also stated that the Highway Department will begin their summer hours on Monday, April 24, 2000. (Four days a week, ten hours per day). TOWN BOARD BUS TRIP: Mr. Larson will take the Board Members around the Town on Sunday, May 7th at 8:00 a.m. REQUEST FROM CHRIS CICORA• Mr. Larson presented the following letter of request from Mr. Chris Cicora from the Tompkins County Soil Conservation Department: Dear Pete: I am writing you about the opportunity to receive training on stream morphology. I may have the opportunity to have my tuition paid for by the Great Lakes Commission. I need to find funding Continued April 19, 2000 for the rest of my costs. The district would be willing to continue my normal pay. The district has under $4,000 per year for all of the training for district employees. I am looking for money to cover my other costs. This is the list of funding allocations that I am looking for. Air Fare $ 650.00 Car Rental ($192 per week) $ 576.00 Hotel (does not include tax) $ 1380.00 Meals ($30 per day) $ 660.00 Other Expenses ($50 per week) 150.00 Total for the first three courses $ 3416.00 The uses of this training are of great benefit to the Town of Lansing. I would be able to train people so that they can start to make accurate predictions about stream problems and how to correct them so that there is the least amount of damage to the site as possible. I also think that it is important that Lansing be recognized for trying to be on the forefront of stream restoration because they are willing to exceed their town lines. Thank you for your effort in helping me receive this vital training. I have also included a copy of the letter sent to the Great Lakes Commission. Sincerely, Chris Cicora After some discussion, it was the Board's recommendation to discuss this with the bookkeeper to see if partial funding was possible. The Board would also like to see what other resources of funding Mr. Cicora is looking into. Mr. Larson suggested the Town might look into paying one third of Mr. Cicora's expenses. LINEAR SPEED LIMITS: Mr. Larson present the following memorandum to the Board: SPEED LIMITS ON TOWN ROADS Regions of the Town of Lansing have changed from predominately rural farming areas to residential areas. This change is due to a tremendous growth in population over the last twenty years. With this growth came new roads and housing developments, resulting in increased traffic on town roads. Also new homes continue to be built on once rural country roads. Controlling the speed of vehicles traveling town roads, within the developments and on short dead end roads, is increasingly becoming a problem. We, as town officials, have many requests from residents for reduced speed limits on town roads, especially within the developments. The town currently has two requests submitted to New York State for linear speed limits on three roads. Since I became highway superintendent, I have studied the town road system and observed the traffic within the town. I continue to research different ways that the speed within areas of the town can be reduced. A solution to use "speed bumps" to reduce vehicle speed was examined. Although constructed bumps may slow traffic, New York State considers speed bumps to be a traffic hazard on a public road. The town can be liable for damage caused by speed bumps. The warning "Children at Play" sign is present on many town roads now as requested by residents. This warning sign, as defined by New York State, "is not intended for general use in residential areas or on roads where obvious residential development alerts motorists to the possibility of children at play ". It is intended to alert motorists in areas where motorists do not expect to see children. A warning sign does not necessarily slow traffic. State regulated "area speed limits" is the main solution I suggest to help manage the traffic in various areas of the town. Fourteen town roads have speed limits posted as Li i Continued April 19, 2000 of April 14, 2000. I am proposing to increase the number of town roads to post with speed limits. A posted speed limit will not in itself reduce traffic speed but, will aid the law enforcement agencies and the courts to enforce the speed limits. With your support, I recommend the town send a request to New York State Department of Transportation, to conduct a traffic study. It is to be hoped that this study will result in the approval for lower speed limits within designated areas of the town. I will request "area speed limits" where ever possible and "linear speed limits" for individual roads where an "area" speed limit does not apply. Attached is a road chart indicating how roads will be grouped together to represent areas for "area" or "linear" speed limits. Also prepared is a high- lighted map of the town indicating town roads: - which presently have a speed limit - which currently have a request submitted to New York State for a speed limit. which I recommend for "area" or "linear" speed limits. Kathy Miller read the following letter to the Board from the Lansing Library Steering Committee: During the month of January a committee was established to determine how much community interest there was for a town library in Lansing. The Lansing Library Steering Committee (LLSC) members at that time were, Kathryn Miller, Alice Farkas, Katrina Greenly, Beckie Kirby and Susan Rosencotter. In late February a survey was drawn up for distribution at various public locations. Approximately 1100 surveys were distributed. The deadline for the survey returns was March 17, 2000. The returns numbered over 150 and approximately 90% of the returns favored the establishment of library services in Lansing. Many people indicated that the Old Town Hall would be an ideal spot for the library. It was often noted that a library in this location would help to establish a town center for Lansing. With this information the LLSC began to look at what would be needed to bring the Old Town Hall up to code for such usage. The committee has also been aggressively pursuing ways to make the building handicapped accessible. This is one of the committee's primary concerns. At this point the possibilities range from spending as little as $ 25,000 to as much as $120,000 for building renovations. It is hoped that the opinion of a Structural Engineer will help to decide what direction renovations need to take. For the month of April one of LLSC's main endeavors has been to attempt to establish a yearly working budget for library services. This has been done along the lines of a Reading Room. We are privileged to have the services of Susan Rosencotter, a real librarian, to help us in this area. The budget is obviously a work in progress at this point, but a copy is contained with this report. A Fund Raising Committee was also organized during the month of April with Candi Griffin as Chairman. They have begun to meet and will solicit funds from both the public and private sectors. We have two grant writers on the committee and intend to apply for various Grants. Our present focus is the procurement of a Board of Directors. This is necessary for the establishment of not for profit status. This designation will make our efforts more appealing to various potential donors. Attorney Susan Brock has offered to help in this effort. As evidenced by this report, the LLSC has been working very hard to try and bring library services to the Town of Lansing. The committee is looking to the Town Board and Supervisor for support. Many benefactors look for "in kind" support from municipalities before they will commit funds to a project. We believe that library services in the Town of Lansing would benefit both young and old (and all those in- between). A list of the potential benefits has been compiled by Katrina Greenly. The members of the LLSC are always available to answer questions and discuss what is going on. Please help us in our efforts to bring library services and eventually a Library to Lansing.. LANSING FIRE DEPARTMENT: REPLACEMENT OF LADDER TRUCK: A group of Lansing Fire Fighters approached the Board regarding the proposed purchase of a new multi - purpose heavy duty ladder truck. Mr. Farkas asked if the Town roads were built to carry a truck of this capacity. Mr. Larson stated that Lansing's Town roads were NOT built to carry a vehicle of this capacity. Mr. George Gesslein stated that the truck is VERY EXPENSIVE and the grants and donations are being looked into. GRIEVANCE DAY: Mr. Farkas stated that Grievance Day will be held at the Lansing Town Hall on May 8th which will begin at 1:00 p.m. Mr. Farkas asked for help from another Board Member. BAN TO PURCHASE PROPERTY AT 17 RIDGE ROAD: A RESOLUTION AUTHORIZING THE ISSUANCE OF $150,000.00 SERIAL BONDS OF THE TOWN OF LANSING, TOMPKINS COUNTY, NEW YORK TO PAY FOR THE COST OF THE PURCHASE OF A MORTGAGE ON PROPERTY LOCATED IN THE TOWN OF LANSING AT 17 RIDGE ROAD. They are looking for someone with more experience regarding Town Centers to speak to the committee. They are also looking into professional Planners. UNDERGROUND RAILROAD: Mrs. Greenly stated that she knows someone that would like to do a public presentation regarding the underground railroad. Said presentation would take place at the Town Hall. The Board was in favor of continuing public presentations. Mr. Shattuck reported on the following: SALES TAX: Tompkins County Board Rep., Michael Lane has proposed Tompkins County dropping the sales tax on clothing. Jim Tull, Rep. from Pyramid Mall is in favor of the idea. The following resolution was then offered: RESOLUTION, offered by Mr. Shattuck and seconded by Mr. Beckwith: RESOLVED, that after deliberation, the Town Board of the Town of Lansing recommends that Tompkins County eliminates the local share of sales tax on clothing and shoes of a value of $110 or less commencing March 1, 2001. (Aye) Stephen Farkas, Supervisor PLANNING BOARD REQUESTS: 1, Two Members of the Planning Board approached the Town Board asking for an opportunity to go back to the Land Use Ordinance and change the rural districts to have site plan review on new buildings. The Planning Board unanimously approved and made the changes at their last meeting. 2. Training Session at TC3 for all Planning and Town Board Members will be held on May 11, 2000. Continued April 19, 2000 CODE BOOK: Ia Mr. Shattuck showed the Board the Village of Groton's Code book which had all codes in one hard covered book. Mr. Totman also felt this would be very useful. Mr. Shattuck would like to look into this. Mr. Shattuck stated that all town records could be scanned into a CD which would also be very helpful. CAYUGA LAKES WATER REVITALIZATION OVERSIGHT COMMITTEE• The committee wants input from the Town Board by May 3, 2000 on the following: 1. Making the speed limit on the lake 45 m.p.h. (Presently, there is no limit) 2. Extend the limit from shore to 200 feet (would not include towing). The limit is now 100'. 3. Operation of water crafts: Would not be allowed to operate after 10 o'clock p.m. or before 9:00 a.m. This committee only pertains to Tompkins County. The Town Board felt they needed to hear more specifics before passing any type of motion. Mr. Shattuck also stated the committee looked at Tompkins County lake land and found there were no parks of it's own. They may be interested in the land north of AES but this would be very expensive to buy for a County park. RESTRUCTURE OF THE COUNTY WIDE RESOURCES COUNCIL: County has moved to have up to three (3) Elected Official's from municipal governments on the committee.
