The Lansing Town Board met in Special Session at the new Town Hall Board Room at
noon with Supervisor Kirby presiding.

The Supervisor called the meeting to order and had the clerk take the Roll Call.
Town Engineer, reported the following:
LAKE RIDGE WATER DISTRICT:
Mr. Herrick reported that he is still waiting to hear back from two property owners. Mr.
Beckwith will try to get a hold of Mr. Carnes.
RESOLUTION, offered by Mr. Cleveland and seconded by Mr. Beckwith:
RESOLVED, that the Special Meeting be adjourned at 12:02 p.m. to go into Executive
Session to discuss proposed Water District No. 12, Extension No. 2.
Carried.
RESOLUTION, offered by Mr. Cleveland and seconded by Mr. Beckwith:
RESOLVED, that the Executive Session be terminated and the Special Meeting be
reconvened at 12:10 p.m.
Carried.
On recommendation from the Town Attorney, the following resolution was made:
In the matter of the Petition for the Establishment of a Water District in the Town of
Lansing, Tompkins County, New York.
WHEREAS, a written petition in due form and containing the required signatures has
been presented to and filed with the Town Board of the Town of Lansing, Tompkins County,
® New York for the establishment of a Water District Extension in said Town to be bounded and
described as follows:
The properties located on East Shore Circle and a portion of Teeter Road, being all those tax map
parcels indicated on Schedule A to this Notice of Public Hearing and,
WHEREAS, the construction proposed consists of the installation of approximately
2,480 linear feet of 8 inch ductile iron pipe connected to the 8 inch water main on East Shore
Circle (Water District No. 12) and the 8 inch water main on East Shore Drive (Water District No.
7). Approximately 380 linear feet of 8 inch ductile iron pipe will also be extended to the West
side of parcel 37.1 -7 -27 on Teeter Road, together with appurtenant facilities including valves,
fire hydrants and connections to the existing mains, in accordance with a map, plan and report
contained within an Engineer's Report prepared by the Town Engineer, which report is made a
part of such petition and is now on file in the office of the Town Clerk of said Town, and

WHEREAS, the maximum amount proposed to be expended for said Water District, as
stated in the said petition, is the sum of One Hundred Sixty -Seven Thousand Four Hundred and
00 /100 Dollars ($167,400.00), and with a proposed financing term of twenty years and a bond
rate of 5.50 %, the estimated annual cost for a typical property within the Water District is
$778.20 plus the estimated average annual cost of water in the amount of $316.44, and estimated
average one time hook -up fees for connection of the service line to the residence in the amount of
$1,175.00;
THEREFORE, upon the motion of Herbert Beckwith and seconded by Stephen Farkas,
and the vote being unanimous, it is hereby
ORDERED, that a meeting of the Town Board of the said Town of Lansing shall be held
at the Lansing Town Hall Court Room, Lansing, New York on the 19th day of January, 2000 at
7:00 in the evening of that day to consider the said petition and to hear all persons interested in
the subject thereof concerning the same and for such other action on the vote of said Town Board
with relation to the said petition as may be required by law or proper in the premises.

Mr. Herrick stated that he had recently received a letter from Mrs. Whipple stating that
she could not afford the original district but can afford the proposed Water District 12, Ext. No. 2
District.
RIDGE ROAD TRAILER PARK WATER$
Mr. Herrick stated that other residents in the area may also be interested in a water district
extension.
The owner of the trailer park asked Mr. Herrick why NYSE & Gas did not run the

original water line to the end of their property which is another 300 - 400 feet. Mr. Herrick felt it
was an oversite.
OLD FURNITUE AT THE TOWN HALL AND TOWN HALL ANNEX:
Mr. John stated that all furniture would have to be declared surplus before it could be
sold. He suggested it be declare surplus, tagged and stored for a future tag sale. The Board felt
that all present Town Hall Employees should have first option before offering it to the public.
Mr. Farkas stated that Jeff Clark would be interested in buying any and all furniture that
® the Town Employees did not want. The Board felt it should be on a first come, first serve basis.
The Town Board also felt the Town Annex should be rented for one more month so that
everything could be taken care of without being rushed.
CLEANING OF NEW TOWN HALL:
Mr. John will put a Public Notice in the Ithaca Journal to advertise for cleaning at the
new Town Hall.
PURCHASE OF NEW HIGHWAY DUMP TRUCK.
RESOLUTION, offered by Mr. Beckwith and seconded by Mr. Cleveland:
WHEREAS, the Town Board of the Town of Lansing has received a request from the
Lansing Highway Superintendent to purchase a new dump truck together with certain accessories
at a cost of $71,021.00; and
WHEREAS, the proposed purchase price is set by the New York State bid price and the
purchase is a necessary expense of the Town Highway Department; therefore, it is
RESOLVED, that the Town Board of the Town of Lansing hereby authorizes the
Lansing Town Highway Superintendent to execute such documents as necessary to purchase a
dump truck and certain accessories at a price of $71,021.00.

Mrs. Kirby suggested that if the Town were to rent the Town owned land located on the
north side of Auburn Road by bid process in the spring of 2000, it should be advertised for feed
grain crops only.
AUDIT RESOLUTION, offered by Mr. Butler and seconded by Mr. Beckwith:
RESOLVED, that the bookkeeper is hereby authorized and directed to pay the following
bills along with any other bills that may be present for the year 1999:
