HomeMy WebLinkAbout1999-02-17205 February 17, 1999 The Lansing Town Board met in Regular Session at the Lansing Town Hall Board Room at 7:00 p.m. with Supervisor Kirby presiding. Jeannine Kirby Herbert Beckwith Paul Butler Jeffrey Cleveland Stephen Farkas Bonita Boles Richard John ROLL CALL Supervisor Present Councilman Present Councilman Absent Councilman Present Councilman Present Town Clerk Present Town Attorney Present VISITORS: Aline Shulman, George Totman, Dan Pascone, Tom & Elsie Todd, Stacey Crawford, John Lampman and Donald Johnson. The Supervisor called the meeting to order and had the clerk take the Roll Call. BETTER HOUSING WINDSHIELD SURVEY: Dan Pascone and Stacey Crawford from Better Housing for Tompkins County discussed a program in which they would like to help 15 families from Lansing upgrade their homes. They would offer a no interest diminishing balance loan to qualified homeowners. If a homeowner stays in their house for five years, the loan is forgiven but if they move within five years they would have to repay the balance. They will apply for two separate grants: 1. Home Funds (State of New York) 2. Housing Preservation Grant Funds (Rural Development) The total being approximately $200,000.00 in grants. The Board felt very good about this program and offered the following resolution: RESOLUTION, offered by Mr. Beckwith and seconded by Mr. Farkas: WHEREAS, the Town Board of the Town of Lansing has received a request from Better Housing of Tompkins County for support of a grant application to allow for Better Housing of Tompkins County to make loans for the repair and maintenance of homes owned by lower income residents of the Town of Lansing, and WHEREAS, the Town Board of the Town of Lansing supports the work of Better Housing of Tompkins County to provide assistance to lower income residents if the Town in maintaining properties and fostering an environment where residents can continue to own their own homes and keep them in reasonable repair, particularly the older housing stock of the Town of Lansing therefore, it is RESOLVED, that the Town Board of the Town of Lansing hereby supports the application of Better Housing of Tompkins County, Inc. to the New York State Division of Housing and Community Renewal for HOME funds and to the United States Department of Agriculture /Rural Development for a Housing Preservation Grant to provide funds to rehabilitate up to fifteen owner - occupied homes owned by very low income families of the Town of Lansing outside the Village of Lansing. (Aye) Jeannine Kirby, Supervisor TRIPHAMMER ROAD PROJECT: 206 Continued February 17, 1999 Ward Hungerford approached the Town Board regarding the improvements to be made to North Triphammer Road. He stated there will be a Public Information Meeting held on March 4`" at 6:30 p.m. at the Lansing Community Center. Project will cost approximately 2.7 million dollars and will be funded by ISTEA, a federal program and will consist of the following improvements: a. Widen shoulders b. Repave and resurface C. Raise bridge to have a better intersection at the corner of North Triphammer Road and Asbury Road. Mr. Hungerford stated that there are NO preliminary designs as of yet. SALMON CREEK ROAD BRIDGE: Mr. John Lampman stated what was intended for the Salmon Creek Road Bridge as follows: d. New bridge will be 24' instead of the existing 29' one. e. Approaches will be rebuilt to cover 150' on each side of the bridge. f. Rip -rap will be placed in creek. g. New guard rails Said Project will cost the Town approximately $ 3,000.00 and work will begin after school closes and reopen in the fall. Mr. Hungerford will review the maintenance of the bridge with Mr. Larson and get back to the Board with their recommendation. Mr. Totman and Mr. John stated that there were clerical errors in the new Zoning Ordinance. Mr. John will look it over and get back to the board. Mr. Beckwith stated that New York State Electric and Gas will place the casing under the railroad tracks within the next two weeks for the new water line extension. The water Extension will have an 8" main to the other side of the tracks. NYSE &Gas will pay for this as a "good neighbor ". Mr. Beckwith stated that the bids for the new Town Hall will go out in the middle of March. Mrs. Kirby stated that 4`h quarter sales tax was increased by $ 6,594.93 from 1998. AUDIT RESOLUTION, offered by Mr. Beckwith and seconded by Mr. Cleveland: RESOLVED, that the bookkeeper is hereby authorized to pay the following bills: Voucher numbers: 46 — 129 Prepaid Voucher numbers: 46 — 48 FUND TOTAL APPROPRIATIONS General Fund $ 19,759.95 Highway Fund $ 385512.50 Lansing Lighting District $ 13311.00 Lansing Water Districts $ 788.68 Highway Reserve Fund $ 195534.00 Vote of Town Board ...
