HomeMy WebLinkAbout1997-10-01October 01, 1997 The Lansing Town Board met in Herbert Beckwith Special Session at the Lansing Paul Butler Town Hall had Board Jeffrey Cleveland Room at 7:00 P.M. with Supervisor Kirby presiding. The Supervisor called the meeting to order and had the clerk take the Roll Cali. RON SEACORD DEVELOPMENT Mr. Seacord stated that he had been informed by the Town Engineer, David Herrick that his proposed development was in an Ag District. Mr. Seacord stated that his architecture had inquired through the Town and was told his land was not in an Ag District. Mr. Seacord stated that he is now in the process of f inding out what he has to do to establish a water district on the land. Mr. Herrick has given Mr. Seacord the papers to file. Mr. Seacord has spoken with Monica Roth of the Ag Protection Board and she stated that given the location of the land she didn't think there would be a problem with the local board. Mrs. Kirby stated that in the past the Town Board was given the information that the land must be removed from the Ag District before public water can be put in. Mr. Herrick stated that you can create a water district over the Ag District but you have to go through the Notice of Intent process, if the mains are going to be dedicated to the Town. The road which represents a little more than 2.4 acres will be dedicated to the Town along with the water main improvements. The law reads if this is going to be dedicated to the Town within the next 12 months then the Notice of Intent process will have to be done to establish the district. Mr. Cleveland asked why this situation is different from the past when you couldn't build in an Ag District and hook up to water until the land was removed from the Ag District. Mr. Herrick stated there is a lateral restriction that is imposed on the water supply permit that is issued by DEC. This comes from the recommendation of Ag & Markets. In this case there is no reason to have Ag & Markets impose this condition on this project. Mr. Cleveland asked why they wouldn't in this project and would in another project. Mr. Herrick stated that Ag and Markets has the ability to impose the condition on the laterals if they feel it is going to be to the detriment of the Ag District. What Ag & Markets can waive and the Town can tell Ag & Markets is that they are not going to abide by the lateral restrictions, then there is no reason to impose it. Mr. Herrick stated, in his conversation with Monica Roth, it was clear to her that there was no reason to require this condition. After further discussion Mr. Seacord and Mr. Herrick will meet with the local Ag & Protection Board to discuss the establishment of the water district. Mr. Seacord showed the Board the proposed road map. Q3 October 01, 1997, continued Mr. Seacord thanked the Board for their time. DWSRF - $691.± Including metered water sales) Mr. Herrick's recommendation was to do a HUD Project for Algerine Road and to pursue the grant after January 1st of 1998. Mr. Herrick writer at suggested to plan in the estimated cost of the $5,000.00. '98 budget to hire a grant It was the consensus of the Board, on Rich John's recommendation, to pursue the grant further on Ludlow Road, Mr. Herrick will write the Committee members a letter informing them of pursuing the grant for Algerine & Ludlow Road. GANGL BACK -LOT WATER DISTRICT EXTENSION - 163 Asbury Road Mr. Herrick has received a request from Mary Gang 1 for a water district comments extension on 163 with the Board. Asbury Road, Mr. Herrick reviewed his Mr. Tvaroha asked Mr. Herrick if she realized the cost to get the water to her house and not just to her property. The Board asked contractor for the cost Mr. Herrick before they to get go further an estimate from a with her request for the extension. Mary Gangl Mr. Herrick will call Mary Gangl with this information and make her aware of the cost before the Board pursues this further. October 01, 1997, continued SUNSET DRIVE RESIDENTS Mrs. Kirby has been contacted by Mark Wheeler requesting to meet with her in regards to where the residents stand pertaining to the Seacord Development. It was the consensus of the Board to invite Mr. Wheeler to the next Board meeting. SEWER COMMITTEE Mr. Herrick informed the Board that the Sewer Committee has finalized the three alternatives. Mr. Herrick discussed the funding for the District. The Committee will complete the application for the Environment Bond Act which is due on the 20th. Mr. Herrick has met with the Pinney's and they would like to include their Portland Point project in the district. This would require a pump station. They expect the project to be completed late 1999 - 20006 The Committee would like to hold a Public Information meeting at the end of October. ELECTION BOUNDARIES Mrs. Kirby informed the Board that election boundaries can not be changed until after the next census is done. It can not be changed until 2001. Mrs. Kirby will contact Sam & Nancy Myers and inform them of this. TOWN HALL PROJECT The Town Board will wait until they receive a report from the Town Hall Committee. Then the Board will either adopt it or amend the report. When the Town Board agrees on a final proposal they can hold a Public Hearing on the project. TRANSPORTATION FOR SENIOR CITIZENS Mrs. that the Kirby received a call from Town might not continue Joan the LOAP Hardie with her concern van service. Mrs. coordinator Hardie informed Mrs. to schedule the van trips. Kirby that they have a new Mr. Butler stated that Woodsedge would like to keep the larger van and take the lift out and replace it with a seat. STATE MEETING HELD AT THE TOWN HALL Mrs. Kirby and Board members who attended stated that the meeting was very beneficial. A lot of beneficial information was given along with what Board members responsibilities are and what they should be looking for in Town government. SEWER COMMITTEE CHAIRMAN RESOLUTION, offered by Mr. Beckwith and seconded by Mr Tvaroha: RESOLVED, that the Town Board of the Town of Lansing does hereby appoint John Kaminsky as Chairman of the Sewer Committee. Carried. October 01, 1997, continued BOLTON POINT RESOLUTION FOR POLE BARN Mrs. Kirby asked the Board to approve Bolton Point spending funds to build a pole barn. After discussion the Board would like to know the cost and size of the pole barn before passing a resolution. Mrs. Kirby will obtain the information requested and report back at the next Board Meeting, EXECUTIVE SESSION Rich John informed the Board that he received a call from Katrina Greenly in regards to the Executive Session held at the Regular Meeting on the Board go into actually the Audit September 17, 1997. There was Executive Session to discuss Report was discussed and it a suggestion that the Budget, but should have been clarified. Session Mr. John stated to discuss the Budget that and it you can not go into Executive should have been stated Audit Report. HEALTH INSURANCE The Board reviewed the handout that was prepared by Bonny Boles, Town Clerk. The handout compared the health insurance coverage from other Towns and Villages. The Board thought it would be a good idea to invite a representative from Blue Cross & Blue Shield in to meet with the Board in regards to cost and coverage. Mr. Cleveland reminded the Board that they had asked Jeff Wright to look into other insurance coverage for the Town. Mr. Tvaroha stated that Mr. Wright was going to provide the Board with pro's and con's of various insurance coverages. The Board decided to have a representative from Blue Cross Blue Shield meet with the Board. Rich John stated that Town of Groton's comment pertaining to all Towns combining together to provide a more affordable insurance carrier with adequate coverage was a good suggestion. Mr. John suggested possibly getting an affiliate from NYMER to do the same thing for health insurance. It was the consensus of the Board to pursue this. Mr. Tvaroha also suggested to contact the Municipal Officers Association to have them address the issue. CULVERT ON NORTH LANSING SCHOOL ROAD Mr. Cleveland suggested that the Board look for a grant to cover some culvert on or all of the estimated cost North Lansing School Road, of $75,000 to replace the Mr. Herrick suggested to contact Seward 's office to see if he could provide some assistance. Also, possibly trying to receive some of the State DOT ISTEA money for bridge safety. Dave Herrick will talk with Pete Larson regarding this.
