The Supervisor called the meeting to order and had the clerk
take the Roll Call,
AUDIT RESOLUTION, offered by Mr. Cleveland and seconded by Mr.
Beckwith:
RESOLVED, that the bookkeeper is hereby authorized and
directed to pay the following bills:

After a discussion was held concerning the recycling center
located at the Town Highway Department, the following resolution
was offered:
RESOLUTION, offered by Mr. Beckwith and seconded by Mr.
Cleveland:
WHEREAS, Tompkins County has operated a recyclable collection
center in the Town of Lansing as a service to the residents and to
encourage recycling in the Town of Lansing and County of Tompkins,
and
WHEREAS, Tompkins County has determined that it will
discontinue the operation of its recyclable collection center in
the Town of Lansing because of its curbside collection program, and
WHEREAS, the Town of Lansing has determined that the operation
of the recyclable collection center at the Town Highway Department
provides a valuable service to the residents and the Superior
Garbage Disposal Service, Inc. of 1180 Elmira Road, Newfield, New
York, has submitted a proposal to continue the service directly
with the Town on a contractual basis, and, after due deliberation,
therefore, it is
RESOLVED, that the Town Board of the Town of Lansing agrees to
to continue the operation of the recyclable collection center
located at the Lansing Highway Department and the Town Supervisor
is authorized to enter into a contract with the Superior Garbage
Disposal Service, Inc., for the hauling and disposal of recyclable
materials.

RESOLUTION, offered by Mr. Beckwith and seconded by Mr
Cleveland:
WHEREAS, the Town of Lansing has issued an Order dated
November 6, 1996 forming Water District No. 2 Extension 2 within
the Town of Lansing; and
WHEREAS, creation of the Water District 2 Extension 2 requires
the consideration and approval of the New York State Comptroller
pursuant to the New York Code of Rules and Regulations Part 85, and
WHEREAS, the Town has prepared an Application of the Town
Board of the Town of Lansing to the New York State Comptroller for
permission to Create Water District 2 Extension 2, and
WHEREAS, the Application was prepared at the direction of the
Lansing Town Board, the Lansing Town Board believes the contents of
the Application to be accurate and the Lansing Town Board has
determined that the Water District 2 Extension 2, for which
permission is sought, is in the public interest, will not
constitute an undue burden on the property which will bear the cost
thereof, all real property to be so assessed will be benefitted by
the proposed improvements and that no benefitted property has been
excluded, therefore, it is
RESOLVED, that the Town Board of the Town of Lansing authorize
the Town Supervisor to sign and submit the Application of the Town
Board of the Town of Lansing to the New York State Comptroller for
Permission to Create Water District 2 Extension 2.

BOND RENEWAL RESOLUTION

A RESOLUTION AUTHORIZING THE ISSUANCE OF $ 1,251,600.00 SERIAL
BONDS OF THE TOWN OF LANSING, TOMPKINS COUNTY, NEW YORK TO PAY: (1)
A PORTION OF THE RENEWAL OF A BOND ANTICIPATION NOTE NO. 2 -96 IN
THE AMOUNT OF $ 5411500.001 THAT PORTION PAID HEREIN BEING USED TO
PAY FOR THE COST OF FOUR PIECES OF EQUIPMENT FOR THE TOWN HIGHWAY
DEPARTMENT AND THE ERECTION AND INSTALLATION OF DUCTILE PIPE AND
ACCESSORIES IN WATER DISTRICT 2 -2 IN SAID TOWN; AND (2) THE RENEWAL
OF A BOND ANTICIPATION NOTE NO. 4 -96 IN THE AMOUNT OF $ 4221600.00
TO PAY FOR THE ERECTION AND INSTALLATION OF WATER DISTRICT 17 -11
WATER DISTRICT 17 -2 AND WATER DISTRICT 17 -31 ALL IN SAID TOWN; AND
(3) THE RENEWAL OF A BOND ANTICIPATION NOTE NO. 5 -96 (sic 2- 96) IN
THE AMOUNT OF $ 580,000.00 TO PAY THE COST OF THE WATER SYSTEMS

WHEREAS, the Town Board is desirous of renewing said Bond
Anticipation Note, 1996 No. 5 -96 (sic 2 -96), said obligation
related to the cost of the Water Systems Improvement Project in
said Town, less a principal payment in the amount of $30,000.00 to
be applied to the cost of Water Systems Improvement Project in said
Town, to be financed by the issuance of a Note designated as Bond
Anticipation Note, 1997 No. 3 -97;
NOW THEREFORE, BE IT
RESOLVED, that the Town Board of the Town of Lansing, Tompkins
County, New York hereby authorizes the Supervisor to execute and
deliver such documents as are necessary to renew Bond Anticipation
Notes 2 -96, 4 -96 and 5 -96 (sic 2 -96) in an amount of $1,251,600.00
with the Tompkins County Trust Company with interest thereon at the
rate of 4.25% per annum for a period until March 30, 1998, with a
new Note designated as Bond Anticipation Note, 1997, No. 3 -97; and
be it further
RESOLVED, that the Supervisor cause to be paid: (1) a
portion of the interest related to the cost of the four pieces of
equipment for the Town Highway Department, on Bond Anticipation
Note 2 -96 together with $50,000.00 on principal (2) a portion of
the interest related to the cost of the erection and installation
of Water District 2 -2 in said Town, on Bond Anticipation Note 2 -96
together with $7,500.00 on principal, (3) a portion of the interest
related to the cost of the erection and installation of Water
District 17 -1 Water District 17 -2 and Water District 17 -3 all in
said Town, on Bond Anticipation Note 4 -96, and (4) a portion of the
interest related to the cost of the Water Systems Improvement
Project in said Town, on Bond Anticipation Note 5 -96 (sic 2 -96)
together with $30,000.00 on principal; and be it further
RESOLVED, that the Supervisor be and she hereby is authorized
to execute and deliver such documents as are necessary to
effectuate the purposes of the Resolution; and be it further
RESOLVED, that all of the provisions in the Bond Resolution

dated March 15, 1995 in connection with the Bond Anticipation Note
No. 2 -96, and that all of the provisions in the three Bond
Resolutions dated November 6, 1996 in connection with the Bond
Anticipation Note No. 4 -96, and that all of the provisions in the
Bond Resolution dated November 4, 1992, in connection with the Bond
Anticipation Note No. 5 -96 (sic 2 -96), are designated to apply to
the Bond Anticipation Renewal Note to be executed by the Supervisor
and designated as Bond Anticipation Renewal Note 3 -97.
The question of the adoption of the foregoing resolution was
duly put to a vote on roll call which resulted as follows:

Tompkins County, New York, held at the Town Hall on the 21st day of
March, 1997 at 12:00 o'clock p.m.

The following resolution was offered by Councilman Jeffrey
Cleveland, who moved its adoption, seconded by Councilman Herbert
Beckwith, to wit:
WHEREAS, the Town of Lansing, Tompkins County, New York has
issued a Bond Anticipation Note to the Tompkins County Trust
Company in the amount of $541,500.00 (Bond Anticipation Note 2 -96);
and
WHEREAS, Bond Anticipation Note 2 -96 became due on March 31,
1997 together with interest at the rate of 4.10% per annum; and
WHEREAS, the Town Board is desirous of renewing said Bond
Anticipation Note, 1996 No. 2 -96, a portion of said obligation
related to the cost of the erection and installation of Water
District 18 in said Town, less a principal payment in the amount of
$10,000.00, to be financed by the issuance of a Note designated as
Bond Anticipation Note, 1997 No. 2 -97, the remainder of the said
obligation to be financed as a portion of a separate Note
designated as Bond Anticipation Note, 1997 No. 3 -97.
NOW THEREFORE, BE IT
RESOLVED, that the Town Board of the Town of Lansing, Tompkins
County, New York hereby authorizes the Supervisor to execute and
deliver such documents as are necessary to renew Bond Anticipation
Note 2 -96 in an amount of $225,000.00 with the Tompkins County
Trust Company with interest thereon at the rate of 4.20% per annum
for a period until December 26, 1997; and be it further
RESOLVED, that the Supervisor cause to be paid a portion of
the interest related to the cost of the erection and installation
of Water District 18 in said Town, on Bond Anticipation Note 2 -96
together with $10,000.00 in principal; and be it further

Mr. John stated that the Attorney for Barden Homes would like
the road guarantee for his subdivision to run from November of
1996. The Board will discuss this further when Mr. Tvaroha is
present.
