ROLL CALL Jeannine Kirby Supervisor Present Herbert Beckwith Councilman Present Paul Butler Councilman Absent Jeffrey Cleveland Councilman Absent Larry Tvaroha Councilman Present Bonita Boles Town Clerk Present Richard John Town Attorney Present VISITORS: Pete Larson, Highway Superintendent The Supervisor called the meeting to order and had the clerk take the Roll Call. On motion, the Public Hearing for Local Law No. 1 for the year 1997 was called to order at 12:00 p.m. No one appeared voicing any objection, the Public Hearing was terminated Town at 12:08 p.m. and the following resolution was made: RESOLUTION, offered by Mr. Beckwith and seconded by Mr. Tvaroha: WHEREAS, New York State, pursuant to Real Property Tax Law Section 458 -a, has raised the amounts available for tax exemptions for veterans, and WHEREAS, the Town of Lansing held a Public Hearing for the purpose of receiving public comment, and after due consideration, it is RESOLVED, that the Town Board of the Town of Lansing enacts the following Local Law Number 1 of the year 1997, to provide for tax exemptions for veterans who own property within the Town of Lansing: Be it enacted by the Town Board of the Town of Lansing as follows: Section 1. The purpose of this law is to establish an alternate veterans exemption level for the Town of Lansing pursuant to New York State Real Property Tax Law Section 458 -a. Section 2. Pursuant to the provisions of Section 458 -a of the New York State Real Property Tax Law, the alternate veterans exemption level as of the 1997 tax assessment roll shall be $ 100,000.000 Section 3. A final determination that any part of this law is invalid shall not affect other parts of this law and such other parts shall continue to be valid and enforceable. Section 4. This law shall take effect immediately. Vote of Town Board (Aye) Herbert Beckwith, Councilman Vote of Town Board (Aye) Larry Tvaroha, Councilman Vote of Town Board (Aye) Jeannine Kirby, Supervisor Mr. John discussed the following items: CUDDLEBACK ROAD: Mr. John has looked into the public records regarding Cuddleback Road and could not find any record of it ever being deeded over to the Town. In 1968 a parcel was deeded to N.Y.S.E. & Gas. NYSE &G did give the Town permission to put a turn -a -round at the bottom of the road. The Town has been maintaining this road for approximately 30 years. The people that owned about half way down the road on the north side reserved a two foot strip of land. They transferred the road but kept the two foot section which prevent anyone from using it. It was the consensus of the Board to have Mr. Beckwith discuss this matter with representatives from NYSE &G and try to obtain a transfer of ownership including the two foot strip of land. Mr. John informed the Board that he had received a fax. from Sharon Bowman regarding a request from Ruth Culpa regarding the use of the annex for handing out free food. After some discussion it was the consensus of the Board to look into this matter regarding the credentials of the food network, who would clean up and why they do not have insurance, It was stated that this coming Saturday would NOT be available until further investigating was done. Mr. Larson stated that deliveries that are being made to Cuddleback Road are ending up on Nut Ridge Road and at the Gulf Course. He felt this portion of the road needs to be renamed.. Mr. Larson will discuss this matter with George Totman and get back to the Board. Mr. Larson has had four people ask about the recycling center. He stated that usually about one hundred people take advantage of this center on Saturdays. The Town Board would like to try to keep the center opened as long as possible, Next year the Board will look into the number of people using this during the year and go from there. On motion, meeting adjourned at the call of the Supervisor at 12:42 p.m. 237
