October 29, with Supervisor 3:00 Kirby presiding. The Supervisor called the meeting to order and had the clerk take the Roll Call. WATER DISTRICT NO. 17, EXTENSION NO. 3 Mrs. Kirby informed the Board that Water District No. 17, Extension No. 3 was approved in Audit and Control. The Dave Herrick, for the Town Board to review. Rich John advised that the entire right -of -way was conveyed to the Town using the Preliminary Subdivision Plat even though the road was not entirely constructed. T.G. Miller has designed the extension and turn- around to meet the intent of the original subdivision plat. Since the cost of properly building the road the first time would have been borne by the lot owners and developer of the Fiddler Green Subdivision, the Board might consider charging all the cost for Alternate 1 to the water project. This presumes the total contract price, including the alternate, is within the approved budget. The Board does not have to accept the alternate if for any reason the extension doesn't have to be built. ,r i DOCUMENT BETWEEN TOWN AND VILLAGE The Board will review this document when Dave Herrick is present. MYERS BRIDGE Mrs. Kirby stated there was nothing new to report at this TOWN HALL COMMITTEE Rich John passed out a pamphlet for the Town Board to review. Mr. LaVigne will fax the Board members a list TOWN HALL ANNEX LEASE RESOLUTION, offered by Mr. Butler and seconded by Mr. Cleveland: WHEREAS, the Lansing Town Board has entered into a lease for property located at 159 Auburn Road, Lansing, New York for use as an office building from Jesse and Nancy Schneider, and 141 142 October 02, 1996, continued have WHEREAS, presented the term of the lease has expired, a new proposed lease to the Town and the Landlord Board for an additional two year extension for the lease of the premises under the same terms, except that the monthly rental shall increase to $725.00, and Town Board Vote WHEREAS, the Town Board of Lansing has determined that the Town still requires office space and the proposed rental rate is fair and reasonable for the leased space, therefore, it is RESOLVED, that the Lansing Town Board agrees to the terms of the proposed lease and authorizes the Town Supervisor to execute the lease and deliver it to the Landlords. of Town Vote of Town Board . . . (Aye) Jeannine Kirby, Supervisor TOWN PARK & FEMA FUNDS Steve Colt discussed and provided the Board with information requesting the constrction of a new pavilion at Myers Park. RESOLUTION, offered by Mr. Beckwith and seconded by Mr Tvaroha: RESOLVED, that the Town Board does hereby direct Steve Colt, Parks and Recreation Director to advertise in the Ithaca Journal for three written quotes on the following: Construct one pavilion approximately 36' by 9' by 481at the Lansing Town Park. (Aye) Jeffrey Cleveland, Councilman (Aye) Larry Tvaroha, Councilman . (Aye) Jeannine Kirby, Supervisor Rich John had written a letter to John Barney requesting a Subdivision approval. This is not a problem and will be completed. Mr. Barney asked about a Preliminary Engineering Study for the Water District, Mr. Barney had talked to Dave Herrick about doing the work. The Town Board discussed the cost of the Water District and options for financing the project. WATER DISTRICT #7 EXTENSION #6 Flo Pinney petitioned the Board for an extension of the water line from Water District #17 Extension #3 to Pinney Lane. Rich John advised Mrs. Pinney to petition the Board formally in writing requesting the extension. The second step would be to provide an Engineers Map Plan and Report. If this was received by the next meeting on October 16, 1996 the Town Board could then set a date for a Public Hearing. ITHACA YOUTH BUREAU Mrs. Kirby reviewed the previous discussions with Tom Todd, County Representative on the Lansing Recreation and Ithaca Youth Bureau. Since the discussions there has been another letter to the editor on the matter. Mrs. Kirby talked to Mr. Todd about answering that letter. Mr. Todd decided not to get involved as he thought it was an issue between the Town and the Ithaca Youth I 0 October 02, 1996, continued Bureau. Mrs. Kirby agreed with Mr. Todd. Mrs. Kirby it is appropriate to reply in the Ithaca Journal. Mrs. Kirby stated it is unfortunate that a lot of not realize that the Town of Lansing gives the Ithaca $220,000.00 a year through County taxes. VACANCY ON PLANNING BOARD doesn't think residents do Youth Bureau Mr. Tvaroha will will send a ask the Planning them Board for their recommendation for a Planning Board Member to fill the vacancy. 0 LANSING AMBULANCE Mrs. Kirby will send a letter to all Committee Members commending them for their services. LANSING COMMUNITY NEWS Matt Shulman informed the Board that the first issue is sold out for advertising and filled up for news. The first publication will be on October 17, 1996. Mr. Shulman asked the Board if they had a preference of what they wanted published in the forthcoming issues of October 24th and 31st. Mr. Shulman stated that the Town would not be charged for News items. The Board stated the Budget was still preliminary and the Board would get Mr. Shulman a copy of the Ambulance Report as soon as it is issued. Mrs. Kirby asked Mr. Shulman if the Town wanted to publish a notice in the paper, would they be charged. Mr. Shulman stated there would not be a charge. If the Board decides they would like to continue the Newsletter and the Board feels he can provide a professional service at a reasonable cost then this could be discussed. Putting in notices and information is part of what he sees his job as being. BUDGET The preliminary Budget was presented to the Town Board.
