The Supervisor called the meeting to order and had the clerk take the Roll Call. WATER DISTRICT #17 EXT #2 Kym Davis presented the Board with an album of pictures that showed the different stages of the installation of the water tank. Mr. Davis asked the Board to omit the fence from around the tank. He stated that the fence would not prevent graffiti and would detract from the neatness of the site. He also stated that it is a populated area and he would watch out for the site. Dave Herrick, Town Engineer does not object to eliminating the chain link fence, however, the site and tank will be more exposed to acts of vandalism. Since the tank is close to the road and Davis' view maybe vandalism is not an issue. The tank ladder has a safety gate across it so climbers will be discouraged. The contract will be reduced by $5,500 if the fencing is deleted. The fence can always be added later if problems do arise. RESOLUTION, offered by Mr. Tvaroha, seconded by Mr. Beckwith: RESOLVED, that the Town Board delete the fence from around the Water Tank in Water District #17 Extension #2 at the request of the neighbors. SEOR WATER DISTRICT NO 17, EXTENSION NO. 2 RESOLUTION, offered by Mr. Tvaroha, seconded by Mr. Beckwith: 0 WHEREAS, 1. This action is the Consideration of establishing Town of Lansing Water District No. 17, Extension No. 2 for the Emmons Road neighborhood and the installation of two booster pumps, a hydropneumatic pressure tank, electrical controls, and miscellaneous plumbing in an existing telemetry building and utilizing 840'± of existing 4" water main as described in the Engineer's Report dated April 3, 1996 prepared by T.G. Miller, P.C. 93 June 05, 1996, continued 2. This is a Type 1 Action for which the Town of Lansing Board is legislatively determined to act as Lead Agency in environmental review with respect to Water District formation, and agricultural district; 3. The Town Board, on June 5, 1996 has reviewed and accepted as adequate the Full Environmental Assessment Form part I and Part II prepared by the Engineer. NOW, THEREFORE, BE IT RESOLVED, that the Town of Lansing Board hereby makes a negative determination of environmental significance in accordance with the New York State Environmental Quality Review Act for the above referenced action as proposed and, therefore, an Environmental Impact Statement will not be required. This expense shall be limited to a one -time accommodation of drainage projects that are designed in accordance with Soil Conservation Service and County Soil and Water Conservation District Standards, 4. (Aye) Jeannine Kirby, Supervisor FINAL ORDER AND RESOLUTION OF THE TOWN BOARD TOWN OF LANSING ESTABLISHING WATER DISTRICT NO. 17 EXTENSION 2 At a Special Meeting of the Town Board of the Town of Lansing plan held in 1996 at Kirby, Councilman; Cleveland, Larry and for the Town of Lansing at the Town Hall on June 5. 7:00 p.m., the following members being Present: Jeannine Supervisor; Larry Tvaroha, Councilman; Paul Butler, and Herbert Beckwith, Councilman; Absent: Jeffrey the following Resolution was duly made by motion of Tvaroha, and seconded by Herbert Beckwith. In the matter of the establishment of Lansing Water District No. 17 Extension 2, Town of Lansing, County of Tompkins, State of New York, pursuant to Article 12 -A of the Town Law. WHEREAS, a map, plan and report having been prepared by the Town Engineers, T.G. Miller, P.C., David A. The results should be available June 6th - June 7 refilled and on -line by June 10, 1996. The system will operate off Highlanders tempo until the Pine Grove station is completed in mid and disinfection bacteria sample th and the tank rary pump station July. Residents could begin hook -ups on June 17, 19960 The restoration of the yards and driveways are looking better. NYS Ag & Markets received a "verbal" complaint from Mary Beth Holub on behalf of Jeff Cook regarding the repair of some damaged field tile. Once contacted by Ag & Markets, Mr. Herrick called Mr. Cook and Highlander to verify that all corrective work was made to Cook's satisfaction. Mr. Cook told Mr. Herrick he only mentioned the issue in an off -hand way to Mary Beth Holub and didn't know she would call Albany. Mr. Herrick and Mr. Cook clarified the whole affair with Ag & Markets. WHEREAS, a map, plan and report have been prepared in such manner and in such detail as has heretofore been determined by the Town Board of Lansing, relating to the establishment of a proposed water district in the Town; and, WHEREAS, such map, plan and report, dated May 8, 1996, and revised May 22, 1996 having been duly filed in the Town Clerk's Office in said Town on May 30, 1996; and, WHEREAS, said map, plan and report were prepared by T. G. Miller Associates, P. C., Engineers and Surveyors, Ithaca, New York, duly licensed by the State of New York, showing boundaries of the proposed district, a general plan of the water system and a report of the proposed method of operation; and, WHEREAS, said map shows the proposed water district, water mains, fire hydrants and other related and necessary appurtenances; and, WHEREAS, the boundaries of the proposed district are described in Exhibit "A" attached hereto and made a part hereof; and, WHEREAS, the improvements proposed are as follows: SERVICE AREA - As shown on the map filed in the Town Clerk's Office and described in Exhibit A, the proposed water district will include approximately presently 14 developed which are within an established 82 acres parcels of land, more or less. Treated water requirements, estimated not to exceed an average of 4,550 gallons per day presently, and 5,525 gallons per day upon full development, will be purchased from the Southern Cayuga Lake Intermunicipal Water Commission (Bolton Point Water Supply), The Town of Lansing is one of the municipalities which own the system. The capacity of the Bolton Point supply is considered more than adequate to supply this district. WATER SYSTEM TO BE CONSTRUCTED - As shown on the map, plan and report filed with the Town Clerk, the proposed district extension will be serviced from approximately 3,790 linear feet of 8 inch ductile iron pipe connected to the Water District 17, Extension 1 service main on Sperry Lane, Water District 17, Extension 3 will be served from the Town of Lansing's Storage Tank No. 4, which is currently being constructed as part of Water District No. 17, on Emmons Road. WHEREAS, the proposed method of financing is as follows: METHOD OF FINANCING - The project cost of construction of Water District 17 Extension 3 will be financed by the issuance of serial bonds to mature in annual installments and paid by the beneficiaries of the proposed district extension. A majority of the owners of property to be benefitted by the proposed extension elected to apportion the cost of the improvement based on the number of parcels of land located in the proposed extension. Thus, June 05, 1996, continued each parcel within project the service area will be apportion 1/17 of the total project 20 year cost. 20 Year Serial Bond Assuming the project is financed with 20 year serial bonds at 6% interest the estimated annual payment is calculated as follows: Principal = Interest = Term = Capital Recovery Factor = Annual Payment = $197,100 x 0.0872 = Estimated Annual Cost to Property Owner $17,187/17 parcels = $1,011 /parcel $197,100.00 6% 0 20 Years 0.0872 $17,187 Cost per single family residence = Cost per parcel = $1,011 WHEREAS, the method and costs of operation is as follows: METHOD OF OPERATION - the proposed extension will be serviced from Town of Lansing Tank No. 4, which has a volume of 250,000 gallons and overflow elevation of approximately 994± USGS. Storage is adequate to meet the consumption and fire flow needs of the extension. Due to extremes in topography it will be necessary to provide a Pressure Reducing Valve Station (PRV) on Fiddlers Green. The proposed district extension will have roughly 130 psi± of static main pressure upstream of the PRV and between 50 and 95 psi± downstream of the PRV. All connections to the system will be required to install an individual pressure reducing valve to maintain moderate household pressures and protect against pressure surges in the transmission pipe. For lake front homes located substantially downhill from the water main, the individual PRV should be installed in a meter pit adjacent to the road right -of- way. Individual service line sizes will vary depending on the total distance from the main to the home and will be verified by Bolton Point staff. The recommended range for household pressure is between 40 and 60 psi. WATER USE FEES MAINTENANCE AND OPERATING COSTS - The costs of maintenance and operating and system -wide improvement cost are recovered in the per - gallon price charged to all water users in the Town, which is estimated at $32.00 per quarterly billing for a single family residence. WATER DISTRICT #7, EXTENSION #9 (HUD PROJECT) Bianchi is dragging out the disinfection of the mains for no apparent reason. T. G. Miller's has been pushing for completion of WO 100 June 05, 1996 this work so residents can start connection. The Substantial Completion in the contract is June 3, 1996, so liquidated damages can be considered by the Board if necessary to motivate Bianchi. LANSING STATION ROAD /ALGERINE ROAD EXTENSIONS No progress to report. YOUTH SERVICES Vicky Rininger from Lansing Youth Services gave a progress report to the Board. Ms. Rininger passed out Recreation Forms showing the following Youth Service Summer Programs eligible for the summer: It came from Planet Earth, Walking Proud, Arts and Crafts, Lights, Camera, Action, Peer Players, Weird Science and Free Family Fun Suppers. Ms. Rininger reported that the Youth Service has reached 70 children. The group is beginning to market themselves by providing tee shirts with a Lansing Youth Service logo so they are better known in the Community. Ms. Rininger reported that the new director Angelina has done an excellent job reaching out to children as well as working with the teachers. Ms. Rininger invited the Board to the Community suppers. LANSING SCHOOL PROPOSAL Mrs. Kirby received a letter from Andrea Price, Superintendent wanting to know if the Board would like someone to come and explain the renovation proposal. The Board did not at this time. AMBULANCE SURVEY Mr. John reported the survey was ready and the Board should receive the final survey next week. Mr. John will get quotes on what an appraisal of the land will cost and report back to the Board. The Town will pay for the cost of the appraisal. INTERMUNICIPAL CABLE TELEVISION RESOLUTION, offered by Mr. Tvaroha, seconded by Mr. Beckwith: WHEREAS, the Town of Lansing ( "the Municipality) is provided cable service by Time Warner Cable; and WHEREAS, the Municipality recognizes the advantage of cooperation with other municipalities with regard to cable franchise issues; and • June 05, 1996, continued WHEREAS, the Tompkins County Intermunicipal Cable Television Commission has been formed pursuant to Article 5 -G of the New York General Municipal Law for the purpose of advising municipalities on matters pertaining to cable television franchising and service, and hold public hearings when and where appropriate, all in order to promote the provision of good cable television service at reasonable rates to the residents of Tompkins County; and WHEREAS, the Municipality is a member of the Tompkins County Intermunicipal Cable Television Commission; be it therefore RESOLVED, that the Municipality does hereby authorize the Tompkins County Intermunicipal Cable Television Commission ( "the Commission ") to negotiate with Time Warner Cable the renewal of the Municipality's cable franchise, including conducting such public hearings as the commission deems appropriate, reserving however to the Municipality the ultimate approval, disapproval or amendment of the franchise agreement so negotiated; and it is further RESOLVED, that the Commission is hereby authorized to from Time Warner on behalf of the Municipality such information obtain as the Commission deems appropriate, deemed the specific instruction and this and direction resolution shall of the Municipality be to Time Warner to provide such information as the Commission, the Town as agent of the Municipality, may request. of Town Board Vote of Town Board . . . (Aye) Jeannine Kirby, Supervisor SPCA DOG ENUMERATION RESOLUTION, offered by Mr. Beckwith, seconded by Mr. Butler: WHEREAS, the Tompkins County Society for the Prevention of Cruelty to Animals has a program to perform an enumeration of the dogs in the municipalities in the County which enumeration should disclose unlicensed and unvaccinated dogs within the community, and WHEREAS, the Tompkins County Society for the Prevention of Cruelty to Animals is willing to perform and enumeration of the dogs in the Town of Lansing at a cost of $4,300.00, and WHEREAS, performing an enumeration of the dogs in the Town of Lansing should lead to increased dog licensures and the reduction in the number of unlicensed and unvaccinated dogs within the Town of Lansing, therefore, it is RESOLVED, that the Town Supervisor of the Town of Lansing is authorized to execute the contract with the Tompkins County Society for the Prevention of Cruelty to Animals for the enumeration of the dogs within the Town of Lansing. SEWER COMMITTEE Mr. Tvaroha reported on the Sewer Committee meeting that was held this morning. The Committee is waiting for more of the income surveys back to see if they will qualify for any HUD grants. MYERS BRIDGE The Town Board discussed the Myers Bridge situation. The Town will pursue the negotiation if the agreement can be reached with the County. Mr. John will inform Mr. LaVigne. .................................. ...............................
