VISITORS: ROLL CALL Supervisor As Present Councilman the Town Clerk's Present Councilman consumption Present Councilman Present Councilman Present Town Clerk is anticipated Absent Town Attorney will be Present The Supervisor called the meeting to order and took the Roll ORDER OF TOWN BOARD SPECIFYING TIME AND PLACE OF PUBLIC HEARING ON ESTABLISHMENT OF LANSING (T) WATER DISTRICT NO. 17, EXTENSION 3 At a special meeting of the Town Board of the Town of Lansing held at the Town Hall in the Town of Lansing, Tompkins County, New York, on the 8th day of May, 1996 at 7 :10 P.M. PRESENT: Jeannine Kirby, Supervisor Larry Tvaroha, Councilman Herbert Beckwith, Councilman Paul Butler, Councilman Jeffrey Cleveland, Councilman In the matter of the establishment of Lansing Water District No. 17, Extension 3, Town of Lansing, County of Tompkins, State of New York, pursuant to Article 12 -A of the Town Law. WHEREAS, a map, plan and report have been prepared in such manner and in such detail as had heretofore been determined by the Town Board of Lansing, relating to the establishment of a proposed water district in the Town; and, WHEREAS, such map, plan and report, dated May 8, 1996 having been duly filed in the Town Clerk's Office in said Town on May 8, 1996; and, WHEREAS, said map, plan and report were prepared by T.G. Miller & Associates, P.C., Engineers and Surveyors, Ithaca, New York duly licensed by the State of New York, showing boundaries of the proposed district, a general plan of the water system and a report of the proposed method of operation; and, WHEREAS, said map shows the proposed water district, water mains, fire hydrants and other related necessary appurtenances; and, WHEREAS, the boundaries of the proposed district are described in Exhibit "A" attached hereto and made a part hereof; and, WHEREAS, the improvements proposed are as follows: SERVICE AREA - As shown on the map filed in the Town Clerk's Office and described in Exhibit include approximately 82 acres presently 14 developed parcels which are within an established A, the proposed water district will of land, more or less. There are and 3 undeveloped parcels, none of Agricultural District. POPULATION TO BE SERVED - There are presently 14 consumption units in the District and it is anticipated that there will be a M; CZ� • May 08, 1996, continued maximum of 3 additional consumption units at the time the District has been fully developed. Assuming, for planning purposes, that the average number of persons per living unit is 3, the number of persons to be served upon full development will be approximately 51 WATER SUPPLY - Water use in the Town of Lansing is estimated at 325 gallons per average day for each single family residence. Treated water requirements, estimated not to exceed an average of 4,550 gallons per day presently, and 5,525 gallons per day upon full development, will be purchased from the Southern Cayuga Lake Intermunicipal Water Commission (Bolton Point Water Supply). The Town of Lansing is one of the municipalities which own the system. The capacity of the Bolton Point supply is considered more than adequate to supply this district. WATER SYSTEM TO BE CONSTRUCTED - As shown on the map, plan and report filed with the Town Clerk, the proposed district extension will be serviced from approximately 3,790 linear feet of 8 inch ductile iron pipe connected to the Water District 17, Extension 1 service main on Sperry Lane. Water District 17, Extension 3 will be served from the Town of Lansing's Storage Tank No. 4, which is currently being constructed as part of Water District No. 17, on Emmons Road. WHEREAS, the proposed method of financing is as follows: METHOD OF FINANCING - The project cost of construction of Water district 17 Extension 3 will be financed by the issuance of serial bonds to mature in annual installments and paid by the beneficiaries of the proposed district extension. A majority of the owners of property to be benefitted by the proposed extension elected to apportion the cost of the improvement based on the number of parcels of land located in the proposed extension. Thus, each parcel within the service area will be apportion 1/17 of the total project cost. 20 YEAR SERIAL BOND Assuming the project is financed with 20 year serial bonds at 6% interest the estimated annual payment is calculated as follows: Principal = $197,100.00 Interest = 6% Term = 20 years Capital Recovery Factor = 0.0872 Annual Payment = $197,100 x 0.0872 = $17,187 Estimated Annual Cost to Property Owner $17,187/17 parcels = $1,011 /parcel Cost per single family residence = Cost per parcel = $1,011 WHEREAS, the method and costs of operation is as follows: METHOD OF OPERATION, The proposed extension will be serviced from Town of Lansing Tank No. 4, which has a volume of 250,000 gallons and overflow elevation of approximately 994± USGS. Storage is adequate to meet the consumption and fire flow needs of the extension. Due to extremes in topography it will be necessary to provide a Pressure Reducing Valve Station (PRV) on Fiddlers Green. The proposed district extension will have roughly 130 psi± downstream of the PRV. All connections to the system will be required to install an individual pressure reducing valve to maintain moderate household pressures and protect against pressure surges in the transmission pipe. For lake front homes located substantially downhill from the water main, the individual PRV should be installed in a meter pit adjacent to the road right -of- way. Individual service line sizes will vary depending on the U E. u May 08, 1996, continued total distance from the main to the home and will be verified by Bolton Point staff. The recommended range for household pressure is between 40 and 60 psi. WATER USE FEES, MAINTENANCE AND OPERATING COST - The costs of maintenance and operating and system -wide improvement cost are recovered in the per - gallon price charged to all water users in the Town, which is estimated at $32.00 per quarterly billing for a single family residence. ONE TIME CONNECTION CHARGE For each household: Bolton Point Water Connection Fee 3/4" Meter 3/4" PVR Supply Meter Pit (may be lines Inspection Fee required for service in excess of 100 feet) Water service line from curb box to structure (cost will vary depending on length of service line and depth to bedrock, if encountered) estimated average 400 if @ $10 /lf Total Charge ONE TIME BUY -IN FEE $250.00 50.00 60.00 850.00 125.00 4,000.00 $ 5,335.00 The one time buy -in fee of $112.30 is calculated as follow: (a) Average yearly unit assessment of all bonded districts for 1996= $224960 (b) Number of years the district being extended has been bonded = 1 (c) One -half the product of items (a) and (b) $112.30 NOW, Councilman on motion Jeffrey of Councilman Paul Butler, seconded Cleveland, it is hereby by public 1996, plan ORDERED, that the hearing at the at 7 :00 p.m., and and report and to Town Board of the Town Lansing Town Hall in said on that date to consider hear all persons interested of Lansing hold a Town on May 22, said revised map, in the subject thereof concerning the same and to take the such action thereof as is required or authorized by law.
