HomeMy WebLinkAbout1995-10-251®4 October 25, 1995 The Lansing Town Board met in Special Session at the Lansing Town Hall Board Room at 7:00 p.m. with Supervisor Kirby presiding. Jeannine Kirby Herbert Beckwith Paul Butler Jeffrey Cleveland Larry Tvaroha Bonita Boles Richard John ROLL CALL Supervisor Present Councilman Absent Councilman Present Councilman Present Councilman Present Town Clerk Absent Town Attorney Present VISITORS: David Herrick, Kim Davis, Bea Davis, Amy Howell, William Schemp, Tricia VanEvery, Mr. and Mrs. Albert Linderberry, John Marrabella, Michael Gaines, Ali Keskin, Hans DeBruijn and two other representatives from Terre Hill Concrete Products, The Supervisor called the meeting to order and took the Roll Call. Discussion was held on the water tank to be located off Emmons Road in the Town of Lansing. A group from the Emmons Road area asked the Board how they could receive water from the line that would run to the proposed tank which may be located on Emmons Road. The Town Board told the interested parties to contact the Tompkins County Health Department and ask for permission to install pressure tanks in their own homes to provide the needed pressure of 35 pounds. Mr. Herrick will do a feasibility study to see how expensive a district extension would cost after a petition is brought in by the concerned residents. Mr. Herrick and Mr. John will visit the proposed site with Mr. Linderberry at a later date. Representatives from Statewide Aquastore and from Terre Hill Concrete Products presented and explained proposals for a water storage tank to the Board. -Mr. Herrick will perform a life cycle cost study for the two tanks before making a decision on who the Town will purchase the tank from. He will get back to the Board with his recommendation. RESOLUTION offered by Mr. Tvaroha and seconded by Mr. Cleveland: WHEREAS, the Town Engineer for the Town of Lansing in connection with the construction of Water District No. 17, and Alternative One to the project has prepared a Project Manual containing instructions, specifications, proposed contracts, general conditions and supplemental conditions for the construction projects, and WHEREAS, the construction of Wat, project, has advert for the construct I mprovements, and Town of Lansing in connection with the :r District No. 17, and Alternative One to the ised an Invitation To Bid and soliciting bids ion of the above mentioned water system WHEREAS, the Town received sixteen bids for the work to be completed, the low bidder being Highlander Construction, Inc., of P.O. Box 155, Memphis, New York in the amount of One Million Three Hundred Twenty Seven Thousand Nine Hundred Thirty Four and 00 /100 Dollars ($ 1,327,934.00) and a bid of Five Thousand ($ 51000.00) for Alternate One, it is RESOLVED, that the Town Board of the Town of Lansing makes a Notice of Award and accepts the bid proposal received from Highlander Construction, Inc., of P.O. Box 155, Memphis, New York, in the amount of One Million Three Hundred Twenty Seven Thousand o continued October 25, 1995 Nine Hundred Thirty Four and 00 /100 Dollars ($ 1,327,934.00) and a bid of Five Thousand ($ 5,000.00) for Alternate One, for the construction work to be completed in Water District No. 17, and Alternative One to the project, subject to the completion of contract documents and presentation of proof of insurance and bonding satisfactory to the Town Engineer and Attorney, and it is FURTHER RESOLVED, that the Town Board of the Town of Lansing authorizes the Town Supervisor to execute the contract documents on behalf of the Town of Lansing. Vote of Town Board (Aye) Paul Butler, Councilman Vote of Town Board (Aye) Jeffrey Cleveland, Councilman Vote of Town Board (Aye) Larry Tvaroha, Councilman Vote of Town Board (Aye) Jeannine Kirby, Supervisor Discussion was held regarding Duck Hunting in Myers Park and the following Resolution was adopted: RESOLUTION, offered by Mr. Tvaroha and seconded by Mr. Butler: WHEREAS, the Town of Lansing owns parks which are used by the residents of the Town of Lansing and others, and WHEREAS, hunters have been entering upon Town park land for purposes of hunting, and WHEREAS, the discharge of firearms, bows and other weapons in the Town parks create a danger and disturbance to other users of the park, it is RESOLVED, that the Town Recreation Director is directed and authorized to post Town park lands to prevent hunting, trapping and trespassing on the posted areas for such purpose or purposes, pursuant to Section 11 -2111 of the Environmental Conservation Law of the State of New York. It was the consensus of the Board to write an answer to said letter which will be printed in the Ithaca Journal under Letter To The Editor. RESOLUTION offered by Mr. Cleveland and seconded by Mr. Tvaroha:- RESOLVED, a round table that Supervisor discussion with Kirby is other hereby authorized to host municipalities at noon on November 2, 1995 at Manos Restaurant, BE IT FURTHER RESOLVED, that all expenses are to be a Town charge.
