HomeMy WebLinkAbout1995-05-032�a May 03, 1995 The Lansing Town Board met in Special Session at the Lansing Town Hall Board Room at 7:00 P.M. with Supervisor Kirby presiding. ROLL CALL Jeannine Kirby Supervisor Present Herbert Beckwith Councilman Present Paul Butler Councilman Present Jeffrey Cleveland Councilman Present Larry Tvaroha Councilman Absent Bonita Bales Town Clerk Absent Debbie Crandall Deputy Town Clerk Present Richard John Town Attorney Present The Supervisor called the meeting to order and had the clerk take the Roll Call. Mr. John informed the Board that Dave Herrick met with Skip Hardy concerning the easement on the property at Ladoga Park, Mr. Hardy wanted to have the easement for the line going to the north hook up to the HUD District straddle the line beyond the Burin and Hardisky property. This is not possible as there are improvements that come very close to the line. Mr. Hardy was going to go back to the partnership about putting the easement on their property. Mr. John and Mrs. Kirby met with John Dunkle concerning the water tank in Water District #17. They have an oral agreement at this time with Mr. Dunkle. Mr. Dunkle will except $10,000.00 with the Town preparing the legal documents and paying the filing fees. There will be a 60` wide right of way. Mr. Herrick will have a survey ready next week then Mr. John will prepare the legal documents. The Town Highway Superintendent Mr. John has written to Erankie Lechner of the Cemetery Board meeting Association on Ridge Road, sending a revised copy of the agreement by Mr. for the Water District pumping station. He has not heard back from her at this time. The Town Highway Superintendent Board reviewed the memorandum from Peter Larson, in regards to the culvert replacement on Milliken Station Road. The Board will discuss this with Mr. Larson at the Regular Board meeting on May 17, 1995. and special RESOLUTION, Beckwith: offered by Mr. Cleveland and seconded by Mr. RESOLVED, that the Town Board will hold a Public Hearing to consider an Amendment to the Town of Lansing Land Use Control Ordinance on May 24th, 1995, at 7:00 P.M. at the Lansing Town Hall as follows: TOWN OF LANSING ORDINANCE AMENDMENT An Ordinance of the Town of Lansing, County of Tompkins, State of New York, providing for the Amendment of the Land Use Control Ordinance adopted by this Town Board on the 4th day of June, 1973, is hereby amended to read as follows: Section 1501. In general, unless otherwise specified in this Article, signs shall be located on the premises they advertise and shall not flash or move, or have the appearance of flashing or moving. This provision shall not apply to those signs needed for public safety and traffic control. Section 1502. All land use activities permitted by this Ordinance, including variances and special permits, may provide signs if such signs are in accordance with the following specifications: May 03, 1995, continued 1. Signs required by law and official signs required by governmental agency are permitted as required. 2. Temporary signs for construction: One in number not to exceed 32 square feet in area. Such signs shall be removed after construction has been completed. 3. Multi- family dwellings, town houses, rooming houses and tourist homes: Identification signs shall not exceed one in number or be greater than nine square feet in area. 4. Professional office, studio or funeral home: One sign provided that such sign does not exceed nine square feet in area. 5. Home occupations: Identification signs shall bear only the name of the person residing on the premises and the profession or occupation being conducted on the premises. Such sign shall not exceed one in number and nine square feet in area. 6. Business establishment, retail stores, restaurants, banks and insurance companies: Identification signs shall not exceed two in number the aggregate of which shall not exceed fifty square feet in area. Identification signs may be freestanding or attached to, or part of, the facade of the building. 7. Commercial recreat indoor or outdoor automobile storage and warehouse facil activities: Identification aggregate of which shall not signs may be freestanding or a building, ion and amusement facilities whether sales establishments, wholesale, bulk ities, building supplies and similar signs not to exceed two in number the exceed 100 square feet in area. Motels: Identification signs not to exceed two in number each of which shall not exceed 100 square feet in area. 12. Billboards: Outdoor advertising billboards or signs greater than 120 square feet in area. Such signs shall not exceed 500 square feet in area. Such signs may be located on premises which they do not advertise with the permission of the owner. Additional Special Meetings will be held on all other Wednesday at 7:00 P.M. Carried. �r May 03, 1995, continued Mrs. Kirby discussed cleaning the carpet in the Town Annex and using rugs which would be changed on a weekly basis. RESOLUTION, offered by Mr. Beckwith and seconded by Mr. Cleveland: RESOLVED, that the Town Board of the Town of Lansing does hereby ask for a 30 day extension to review the Kingdom Farm Draft Environmental Impact Statement. The Board does hereby direct Attorney Rich John to notify the LA Group. Vote of Town Board . . RESOLUTION, offered by Mr. Butler and seconded by Mr. Cleveland. RESOLVED, that t Patterson, Municipal S1 will be reviewing the Town. Mr. John is looking into obtaining a map of the area involved. Mrs. Kirby informed the Board that Mr. Tal them on Monday, May 8, 1995 at 8:00 P.M. in review the Town Hall presentation. The Public will be held in Room 101 at Lansing High Schc Wednesday, May 10, 1995. lman will meet with the Court Room to Information Meeting col at 7:00 P.M. on Mrs. Kirby informed the Board that Dan Pace, owner of Hickory Hollow Golf Range and Pro Shop wanted the Town to shut down Ley's driving range on East Shore Drive. He claimed that the golf balls were being hit onto Town. property. Mrs. Kirby stated that the Lansing Housing Authority was their own entity. Woodsedge owns the 15 acres the Town does not own that. Mr. Butler stated that Ley's has a contract with Woodsedge to use that land. Mrs. Kirby informed the Board that Gay Nicholoson would like to meet with the Town Board on May 24th at 7:00 P.M. to further discuss the trailways. Mrs. Kirby discussed the recreation monies that the Town gives the Lansing Senior Citizens each year. She stated that a certain group of the long time members have requested that the Town stop giving the money to the organization. They now have a budget of over $7,000.00. Mrs. Kirby stated that the Board could give this money to LOAP. She suggested that the Board consider this at budget time. Meeting adjourned at the call of the Supervisor at 8:05 P.M.
