The Lansing Town Board met in Special Session at the Lansing
Town Hall Board Room with Supervisor Kirby presiding.

The Supervisor called the meeting to order and had the Clerk
take the Roll Call,
The Town Board discussed the County Model Watershed Rules and
Regulations for Public Water Supplies within Tompkins County.
Attorney Rich John passed out a memorandum in regards to the
subject. Mr. John advised that depending on the size of the zones
and degree of enforcement, these regulations could severely impact
just - about all land use within the Town. The regulations would
impact coal delivery and storage at NYSEG, salt mining, storage and
transportation at Cargill, as well as many aspects of farming,
housing developments and commercial operations.
Mr. John advised the Board to -find out if the County is going
to pursue the proposal. If the County is proceeding, the Town
should request a map from the County of the proposed zones and
determine when the County intends to hold public hearings so that
Lansing residents may be advised.
County Board Representative Tom Todd met with the Town Board.
Mr. Todd discussed the County Budget. The County Budget will be
available in a week to 10 days and consists of 600 pages. The
Budget Committee put an automatic 3% increase for every department
which all passed. Then they asked each department to submit a
special request list. The Budget Committee cut these requests back
and are now looking at a 8.7% increase in County Taxes.
The Public Works Department asked for $900,000.00 in special
requests and were awarded $185.000.00. The Sheriff's Department
asked - for-$759,000.00, they were awarded $300,000.00.
Mr. Todd asked the Board how they felt about the cuts that the
Public Works Department and the Sheriff's Department received.
Mr. Tvaroha stated that the services that are provided to the
Towns outside the city are taking the biggest hit. The rest of the
Board agreed with Mr. Tvaroha,
Mr. Todd stated that the Public Hearing for the budget will be
held on November 14, 1994 with the final vote being on November 22,
1994. 1 -
The Town Board asked Mr. Todd if the County Board had been
informed of the County Model Watershed Rules and Regulations for
the public water supplies within Tompkins County. Mr. Todd
informed the Board that the County Board had not received a copy of
the rules and regulations at their meetings. The Board let Mr.
Todd know that they are greatly opposed to these rules and
regulations..
RESOLUTION, offered by Mr. Tvaroha who moved its adoption and
seconded by Mr. Beckwith-.
RESOLVED, that this Town Board does hereby prepare and approve
as the preliminary budget of this Town for the fiscal year
beginning January 01, 1995 the itemized statement of estimated
revenues and expenditures, and be it
FURTHER RESOLVED, that such preliminary budget shall be filed

in the Office of the Town Clerk where it shall be available for
inspection by any interested persons at all reasonable hours, and

FURTHER RESOLVED, that this Board shall meet at 7:00 p.m. on
the 2nd day of November, 1994, for the purpose of holding a Public
Hearing in the manner provided in Section 113 of the Town Law, and
that such notice be published in substantially the following form:

RESOLUTION
At a Regular Meeting of the Town Board of the .Town of Lansing
held in and for the Town of Lansing at the Town Hall on October 05,
1994, the following members were present: Jeannine Kirby,
Supervisor; Herbert Beckwith, Councilman; Paul Butler, Councilman;
Larry Tvaroha, Councilman; Jeffrey Cleveland, Councilman; the
following Resolution was duly made by Larry Tvaroha, seconded by
Paul Butler and the vote was unanimous:
WHEREAS, the Town of Lansing is in need of office space, and,
until a new Town Hall can be built, the present Town Hall is
inadequate to meet the needs of the Town, and

the Town Supervisor to enter into a lease on behalf of the Town for
the premises located at 159 Auburn Road, Lansing, New York, in
accordance with the terms of the proposed lease.
