The Lansing Town Board met in Special Session at the Lansing
Town Hall Court Room on May 04, 1994 at 7:00 P.M. with Supervisor
Kirby presiding.

The Supervisor called the meeting to order having the clerk
take the Roll Call.
Mrs. Kirby opened the informational meeting to the landowners
of the large parcels along Ridge Road in proposed Water District
No. 17 by introducing Valeria Coggin from the Tompkins County
Assessment Department and David Herrick, Town Engineer with T.G.
Millers, p.c.
Mr. Herrick gave a presentation summarizing the proposed
district. Stating that the district will construct a water main
along Ridge Road from the Hamlet of Ludlowville to the NYSEG
Milliken Station. Nothing has changed from the presentations that
were given last spring and last summer. The cost of all
improvements will be paid entirely by NYSEG.
There has risen a concern from County and State Government
that this formed water district and presence of the water mains may
have a negative impact on the viable farm lands along Ridge Road.
The Town Board is interested in hearing your opinion of the
positive and negative impacts that the proposed water district will
have on your parcel of land.

The opportunity is here now to establish the district
boundaries to include the frontage if you so choose. No one is
going to be asking you to hook up to water. If the frontage is not
in the district boundary then you would have to come back to the
Town Board to ask that a district extension be considered. At that
time there is an expense associated with doing this.
Mr. Herrick stated that he can not come up with any negatives
by having the property frontage in the water district.
Mr. Herrick stated that the property will still qualify for
the Ag District and part of the Ag exemption while still being in
the Water District. The only-condition is you can not hook up any
parcels in the Ag District until the Ag District Boundaries are
revised in 1996, (every eight years after that). If you want to
continue to farm your land until 1996 and then have other plans for
the property then you need to contact the County to exclude the
frontage strip it from the Ag District.

Mr. Herrick stated that the adverse effect of the Agriculture
District may allow opportunities for people to turn the property
into lots or the concern over urban sprawl. As long as your
property is in the Ag District you can not hook up to water. This
is a State Law.
Valeria Coggin, representative from the Tompkins County
Assessment Department answered questions on the Ag District, Ag
Land Exemptions and the effects the water district will have on
their property.
Ms. Coggin stated that the assessment would not increase
• because you are now in the water district. The Assessment
Department waits for sales in the area. It takes about two years
to accumulate enough sales to indicate that the property is selling
for more then they are assessed at. The next re- evaluation will be
in 1996 or 1997. That is the time the Assessment Department
establishes the land table. The first acre is the primary site.
For a rural area in Lansing it is assessed at $8,000. This does
not include lake property, etc.
The farm land will not change. Subdivisions are not
comparable to vacant rural land. The subdivision is a planned
community which makes it a lot more valuable. This will not affect
vacant farm lands.
Mr. Herrick was asked to explain what was needed for a Water
District Extension. He stated that you would need to petition the
Town Board, put together an engineers report that would be used
for a Public Hearing. You would have to go through the Public
Hearing Process, then complete several State, DEC and County forms.'
After everything has been approved and the permissive referendum
date has passed, then you go ahead and undertake extending the
water lines. This is all at the expense of the owner.
Mr. Donald Worsell asked Mr. Herrick if he could include 100
acres of his land in the Water District at this time instead of
just the 300' frontage. Mr. Herrick stated that you could ask the
Town Board to modify the boundaries at this time.
Mr. Beckwith stated that you could include the 100 acres in
the Water District. You still could not extend water until the
land is excluded from the Ag District.
Mr. Tvaroha stated when the land was taken out of the Ag
District then you did not have to go through all the additional
approval process.
It was stated that you still have the option at this time to
be included or to be excluded from the Water District. The water
will run in the State Road right -of -way.
The Town Board advised the residents that they have until May
18, 1994 to let the Town Board know whether they want their

John Bailey from the Bailey Insurance.gave his presentation on
the municipal insurance. Mr. Bailey presented two different
options, the traditional approach and the New York Municipal
Insurance Reciprocal. Mr. Bailey briefly ran through the current
coverage of the Town of Lansing.

proposal to the Board.
The Town Board will review it and get back to Mr. Bailey with
their decision.
Mr. Herrick advised the Board that they would have to hold
another Public Hearing to accommodate the changes in Water District
#17.

The bookkeeper will then send a bill to Mahool & Tallman in
the amount of $2,008.00 for their portion of the above bill on
Reach Run.
A copy of the minutes of March 23, 1994 having been given to
the Board members beforehand, the Supervisor asked for a motion to
make corrections or to accept the same as submitted.

Mrs. Kirby informed the Board that Matt Dedrick would like to
pay half of the rent on the land now and half in six months. It

The Town Board discussed Tom Neiderkorn's draft letter. Mr.
John will prepare a resolution for the Town Board and bring it to
the next meeting.
Cheryl Nickel is in the process of writing up required final
reports for New York State Arts Council and New York Planning
Federation. She would like to design and produce these so that
• they will also be useful communications for other purposes as well,
such as communicating with interested businesses, background
material for other Town grant possibilities, etc. Cheryl is
requesting an additional $400.00 to pay for photographic materials,
quality copying, and some professional writing and layout
assistance.
