Pete Larson, Highway Superintendent reported on the following:
Per Mr. Tvaroha's request Mr. Larson looked into minimizing
the affects of the Winter Budget.
The bid with Cargill on salt was only through April 1994. Mr.
Larson called Cargill and had the bid extended to August 31, 1994.
Sometime between now and August 31st he will have the salt bin
• filled. There is a balance between $2,000.00 and $3,000.00 left in
materials for winter maintenance. The 1993 - 1994 season went into
the season with the bin full, approximately 350 ton. After that
another 1,686 ton was hauled in for a total of 2,036 tons. There
is approximately 100 ton in stock now so 1,936 ton was used for the
'93 -'94 season. Between now and fall another 350 ton will have to
be used by the first of the year provided things go as they have in
the past. We are looking at a cost of $8,000.00 between now and
fall.
Also needed for the '94 -'95 season is $26,000.00 of sand from
Lewbro. Lewbro is the low County bid on sand. Lewbro is willing
(if the Town hauls the sand in the summer) to hold the billing and
bill us after the first of the year. Mr. Larson suggested that we
get an opinion from the auditor. Mr. Larson indicated that there

is a bill before Congress to spread the cost of this winter over
two to three years.
Mr. Larson received his requirement letter from the State on
the salt. It was the consensus of the Board to have Mr. Larson put
out his own bid in regard to road salt.

Mr. Larson asked for direction from the Board on the Crooked
Hill Road Project. A grant in the amount of $209,898.00 was
received and will be used for this project. Additional right -of-
ways need to be obtained. He would like to set a plan at this
point at what the Town is going to do. Mr. Tvaroha would like to
review the document. Mr. Larson indicated that there were no
limitations or time frame as to how you expend the money on the
project. They do require that you keep records for auditing. It
was the Board's and Mr. Larson's goal to have it open by this fall.
Mr. Larson's biggest down fall will be to obtain the necessary
easements. Mr. Larson, Mr. Herrick and Mr. Cleveland will be
meeting with Orchard in regards to this project. The project will
then go out to bid.
Mr. Larson has had a problem with the parking down at Milliken
Station. Mr. Larson has had correspondence with NYSEG to keep the
lower guard shack open and the Town used it to turn around. NYSEG
then closed the gate off. The County and NYSEG put a cable fence
down at the bottom so the Town did not have room to turn around.
After the County posted a No Parking for Emergency Use Only, the
fisherman started parking on the opposite side of the road. A
solution of asking the Board to pass a resolution to have the
County post No Parking on the south side of the road from the
railroad tracks to the crest of the hill should give the Town room
enough to turn around.
Mr. Tvaroha understands that NYSEG is going to be building a
parking lot for the fisherman. Mr. Tvaroha stated that now the
plowing season is over, that the Board give the situation more
thought and look at other options.
Mr. Larson's intent is to have the signs posted in the winter
maintenance season. It is not his intent to create a problem for
the fisherman in the summer months. His intent is to create a
working solution for plowing the roads.
Mr. Beckwith will meet with Dennis O'Dea from NYSEG and Ward
Hungerford, County Highway Superintendent and get back to the Board
at a later date.
David Herrick, Town Engineer handed out and reviewed the
following breakdown and preliminary project cost on the
Intersection Design at the High School.

WHEREAS, said map shows the proposed area of the water
district, water mains, and other related and necessary
appurtenances, and
WHEREAS, the boundaries of the proposed district are described
in Exhibit "A" attached hereto and made a part hereof; and
WHEREAS, the improvements proposed as follows:
SERVICE AREA - As shown on the attached map and described in
Exhibit. A the proposed water district consists of 227 acres of
land, more or less, which includes 7 parcels of land or portions
thereof, the water main proposed being along Portland Point Road.
Two parcels are owned by Cargill, Inc., three parcels by Cayuga
Crushed Stone, Inc. and two parcels are privately owned. Two
residential units will currently be served along with the
commercial facilities. None of the land lies within an established
agricultural district. The current assessed valuation of the
property within the district is $4,801.000.00
POPULATION TO BE SERVED - With ultimate development, the
maximum population to be served in the proposed district is
estimated at approximately 3 personal residences and 128 employees
together with the commercial enterprises operated by Cargill, Inc.
and Cayuga Crushed Stone.
WATER SUPPLY - Treated water requirements are estimated
currently at 13,500 gallons per average day and estimated growth
over a twenty year period requiring 47,500 gallons per average day,
which will be purchased from the Southern Cayuga Lake
Intermunicipal Water Commission (Bolton Point Water Supply). The
Town of Lansing is a member of the Commission and the capability of
the Bolton Point supply is considered more than adequate to serve
this district.
CONSTRUCTION
FACILITIES
CONSTRUCTED -
As shown
on the attached Map and Plan
of
the proposed
water district, the facilities to be constructed

beneath the road shoulders. In the event that polyethylene casing
is warranted, the same shall be used to protect the ductile iron
pipe.
COST OF CONSTRUCTION - The total cost of construction is
estimated to be $2451000.00
WHEREAS, the operation will be as follows:

installation
and acceptance of
the water main

appurtenances
the water district will be responsible for
the
operation and maintenance of the system.
WHEREAS, the method of financing will be as follows:

All benefitted parcels in the water district will be assessed
a share of the annual payment. Collectively, the landowners have
established and agreed per an agreement between the parties to the
individual payment shares over the life of the bond.
The share of all parcels, with the exception of one owned by
Cargill Incorporated (tax map parcel 36 -1 -1) will be a fixed
amount. Tax map parcel 36 -1 -1 will be responsible for the
difference between the total annual payment and the combined fixed
shares of the other parcels. It should be noted that the proposed
fixed annual amount assessed for a particular parcel will remain as
originally agreed irrespective of future use or development of said
parcel. Further, the proposed fixed annual amounts are
irrespective of whether the actual project cost and actual bond
interest rate is higher or lower than that assumed. If higher, tax
map parcel 36 -1 -1 will incur the difference, if lower, tax map
parcel 36 -1 -1 will receive the benefit.
The sharing of the annual payment for each property included
within the boundaries of proposed Water District No. 18 is as

Mr. Herrick also passed out maps that the Board requested. He
also showed the as built drawings and what the pressures are
suppose to be at the ground elevations.
Mr. Herrick reported that the tanks most of the winter were
not operating at full level. ,lack Ruckheim at Bolton Point took a
hydrant. reading and discovered the hydrant reading was coming up
low. Jack then asked Paul Tunison who controls the tank level what
the level was at and it was 61'. This is 7' below what it should
read therefore reflecting a 5 pound pressure loss.
Mr. Herrick put together a high water level and low water
level showing the actual drawings of the profiles and elevations of
the hydrants.
Mr. Tvaroha asked Mr. Herrick to compile a chart showing the-
different readings, tank levels and when they were taken for the
past six months. Also to report on the water pressure, date, time
and tank level with the tanks full.
