The Supervisor called the meeting to order having the clerk take the Roll Call, Mary Boles & Doug Volbrecht, represei with the Board and reviewed the lighting wi Board would like Mary Boles to go back lighting districts at the Town Barn, Triphammer and Peruville Roads, Asbury and Lansing School Districts (Wildman Road), Station Road and 34B. These districts would of Lansing at Large District. 7tatives from NYSEG met thin the Town. The Town and look into forming intersection of North North Triphammer Roads, and the new Milliken be included in the Town Mrs. Bonnie Teeter met with the Board in regards to her water unit charge on her tax bill. Her property is located at 98 Farrell Road, tax parcel #39. -1 -18 and is within Water District #9. She is being charged for two units at a cost of $420.27 and can not afford to hook up. She is requesting relief from the Board and asking to be excluded from the district or to have her units reduced to one. Mrs. Kirby informed them that the time to have asked to be out of the District is when the District was being formed. At that time the Board did not hear from anyone requesting to be excluded from the District. Mr. Herrick explained that the two unit charge is for one, their home and one, their property. This formula is used in every Water District. Sharon Bowman explained that each year the unit charge will be reduced as the bonds are paid on and if any additional growth in the district occurs. The Board sympathized with them but at this point they could not be taken out of the District. Mr. John suggested that Mrs. Kirby approach Bolton Point to see if an exemption or payment plan could be provided to low income families wishing to hook up within a Water District. Dave Herrick, Town Engineer reported on the following: LANSING SCHOOL DISTRICT INTERSECTION AND ROADS - Mr. Herrick met with the DOT Traffic Engineer in regards to the Ludlowville Road being one way and turning the school entrance into a Public Road. Mr. Tvaroha had asked if a right turn lane could be constructed at the intersection. The engineer replied yes. The school and town could propose and construct this. In order to turn the intersection into a Town Road the pavement will need to be reconstructed to the States current standards, along with the right turn lane. Mr. Beckwith stated with the reduced speed limit he did not see the need to make Ludlowville Road one way. Mr. Herrick and Mrs. Kirby will now meet with Andrea Price and decide what direction the Town and the School Board would like to take. January 19, 1994, continued 1993 HUD GRANT APPLICATION FOR WATER MAIN EXTENSION TO SERVE PROPOSED WATER DISTRICT NO. 7 - EXTENSION NO. 9. - Mr. Herrick passed out and gave the following report in regards to the grant. It should be noted that three of the four rating categories (215 out of 615) are virtually independent of the application. Two of the categories representing 75 points each are based solely on the number and percentage of poverty persons in the Town. The other category representing 65 points is based on efforts the Town has made to provide fair housing, minority contracting, and equal opportunity employment. The fourth category 'Program Impact' representing 400 points is based on the application. This category evaluates how urgent a need there is for the project and how completely the project will mitigate the community's problem. In 1992 the Town received a moderate rating for Program Impact (200 points). In 1993 the Program Impact was upgraded to substantial (300 points). In an effort to determine if it is possible to improve the application thereby receiving the maximum point rating of 400 for Program Impact, we contacted Mr. Ken Naples of the Department of Housing. Mr. Naples indicated that the inclusion of the test well data and stronger letter of concern from the Tompkins County Health Department were key in upgrading the project impact from its moderate rating in 1992 (200 points) to its substantial impact rating in 1993 (300 points). Mr. Naples indicated that improving the following items might be enough for the application that was submitted in 1994. * 100 As you are aware the Town's 1993 Small Cities Grant Application letter to fund a water main extension project in the North Myers Road community did not receive funding from the United States Department of Housing and Urban Development (HUD). He indicated that the letters received were beneficial to the application but comparatively other applications had more community involvement and cited more specific concerns in their letters. * Eliminate the potential burden of the Supplemental Costs (Bolton Point connection fees and cooper service pipe installation) for those residents qualifying as having low to moderate incomes. This may be possible by eliminating the cost of the proposed Salmon Creek bridge crossing. Based on our discussion with Mr. Naples and our review of the 1993 project ranking, it is our recommendation to the Town Board that at a minimum they resubmit without changes the Application for the 1994 funding process, If the Town feels that they are in a position to encourage the residents of the North Myers Road community to continue their efforts on behalf of this Application, then we would recommend that the items prioritized above be pursued and the 1993 Application updated accordingly. (Aye) Jeannine Kirby, Supervisor It was the consensus of the Board to send a letter to the residents informing them of the outcome of the HUD Grant Application and that the Board intends to submit the Application again in 1994. WATER DISTRICT NO. 2 - EXT NO. 2 Easements have been sent out to the homeowners in this district. CROOKED HILL PHASE ONE INVESTIGATION: RESOLUTION, offered by Mr. Tvaroha who moved its adoption, seconded by Mr. Cleveland: RESOLVED, that the Town Board does hereby authorize the Town Engineer, David Herrick to compile a quick fix solution in opening the Crooked Hill Road (Crooked Hill Phase One Investigation). BE IT FURTHER RESOLVED, that the charge is not to exceed $1,500.00. General Municipal Law Article 5 -G, Section 119 -0 states that "any agreement entered into hereunder shall be approved by each participating Vote of Town Board . . . (Aye) Jeannine Kirby, Supervisor WATER DISTRICT NO. 17 & WATER DISTRICT NO. 17 - EXT NO. 1 There is still a major question among Bond Counsel whether one or both of these projects need to be funded through Industrial Revenue Bonding or through the regular Town Water District process. Also, the Agriculture Districts are still a problem. WATER DISTRICT No. 2 - Ext. No. 1 The Town Attorney needs a letter from the Town Clerk stating that there were no requests for a Public Referendum. AUTHORIZATION TO PARTICIPATE IN COOPERATIVE PURCHASING OF HIGHWAY SERVICES WITH TOMPKINS COUNTY By Resolution made by Mr. Cleveland and seconded by Mr. Beckwith at a meeting of the Lansing Town Board on January 19, 1994, the Town Board passed the following Resolution: WHEREAS, the Office of the State Comptroller has ruled that counties may no longer extend their bids for public work (services) to political subdivision, and WHEREAS, General Municipal Law Section 119 -0 provides that municipalities may enter into cooperative purchasing agreements to jointly bid needed services, andl. WHEREAS, General Municipal Law Article 5 -G, Section 119 -0 states that "any agreement entered into hereunder shall be approved by each participating municipal corporation or district by a majority vote of its governing body ". This falls within the quidelines of three written quotes. The cost will be in the range of $5,000.00 - $6,00.0.00. It will be a two way plow wi.th a right and left power angle. It was the consensus of the Board to purchase the plow and stay within the quotes of the budget. Mr. Larson stated that the above ground tank is freezing. A new pump is on order but it will take four weeks before it gets here. Mr. Larson informed the Board that he received information from Bob Briggs, (Ithaca Agency) that the insurance on the underground tank is mandatory. Mr. Totman passed out his monthly report. He also provided the Board with a statement from the Chairman of the County Board in regards to their goals and achievements for 1994. No. 2. The Town Board felt that it was appropriate to acknowledge the dedicated service of this Lansing citizen and the following resolution was duly made by Mr. Cleveland who moved its adoption, seconded by Mr. Tvaroha and unanimously passed. BE IT RESOLVED, that the Town Board recognizes the dedicated public service of Linda Hirvonen who served as a member of the Town Planning Board from September 13, 1979 to. December 31, 1993. In recognizing the ereforts of this citizen, the Town Board calls the attention to all residents of the Town of Lansing that the democratic working of Town government depends upon the time, effort and dedication of its citizens willing to act in a non -paid position. Democracy is only as good as the people who live within a community and it is like the old adage "you only get out what you put in it The Town Board wishes her well and thanks her for her efforts as a member of the Town Planning Board.
