HomeMy WebLinkAbout1991-12-04December 04, 1991 The Lansing Town Board met in Special Session at the Lansing High School, Room 101 at 7:00 P.M. with Supervisor Kirby presiding. ROLL CALL Jeannine Kirby Supervisor Present Herbert Beckwith Councilman Present Jeffrey Cleveland Councilman Present Louis Emmick Councilman Present Larry Tvaroha Councilman Present Bonita Boles Town Clerk Absent Debbie Crandall Deputy Town Clerk Present Richard Thaler Town Attorney Present Visitors: Tom Jerram & Bill Bement, Water Board Members. The Supervisor called the meeting to order and had the clerk take the Roll Call. Proof of Notice having been furnished, the Public Hearing to discuss the establishment of a water storage & distribution district and for funding of the cost thereof and the payment for any bonds of the Town which are used for the capital improvement in said district. Copies of the proposed methods of payment having been provided in the newsletter and were on file in the Town Clerk's Office prior to the meeting. The district would include all properties within the benefit area and the benefit would include only those areas of the Town now served by public water as well as any water district to be formed in the future. The Public Hearing was called to order at 7:07 P.M. Dave Herrick gave the following report and presentation of the following: Recommended Capital Improvements and Associated Costs to the Proiect Burdick Hill Pump Station - Phase I Storage Tank #2 Storage Tank #3 Relocation of PRV & Construction of Increased Annual Costs to $ 343000 3352000 245,000 Main 83,000 Total Cost $ 697,000 Average Homeowner County Representative discussed the Locerkby Hill bridge for County Budget with the Board. Recommended Capital Improvements Increase in Water Surcharge Ad Valorem Real Property Tax $ $ 24.00 20.00 or Unit Charge of $12.00 /unit $ 24.00 $ 44.00 or $48.00 * *Dependent on whether the Village of Lansing contributes to storage tank No. 2 and the new pump. * A single family residence & lot would generally be considered 2 units. No one appeared voicing any objections to the establishment of a water storage and distribution district and funding as described above. Motion made by Mr. Beckwith, seconded by Mr. Tvaroha to close the Public Hearing at 7:19 P.M. Carried. Meeting adjourned to the Lansing Town Hall Board Room at 7:30 P.M. Tom Todd, County Representative discussed the Locerkby Hill bridge and the County Budget with the Board. Proof of Notice having been furnished, the Public Hearing to discuss the implementation of a change in the policy of the Southern Cayuga Lake Intermunicipal Water Commission concerning cross connection control between private & public water supplies to residential and commercial properties within established water districts, was called to order at 8:30 P.M. No one appeared voicing any objections to the change in policy, all persons motion, desiring to seconded by be heard, having been Mr. Beckwith to close heard Mr. Emmick made the the Public Hearing at 8:40 P.M. Carried. 193 i94. December 04, 1991, continued The Board discussed the plan to provide systematic improvements of Town water system as a Town function. Three alternatives to pay for the bond were discussed with the following options being: 1. Pay all as a surcharge out of usuage. 2. Pay part out of the surcharge out of usuage and part on ad valorem 3. Pay part out of usuage and part out of unit charge. Mr. Tvaroha stated he would like to see option #3. RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded by Mr . Beckwith t: RESOLVED that the Town Board authorize David Herick, Town Engineer, to finalize the Plan to Provide Systematic Improvements of Town Water System as a Town Function including alternative #3.
