The Lansing Town Board met in Special Session at the Lansing Town
Hall Boardroom at 7:00 P.M. on April 04, 1991 with Supervisor Kirby
presiding.

The Supervisor called the meeting to order having the clerk take the
Roll Call.
PUBLIC HEARING
Proof of Notice having been furnished by the Town Clerk, the Public
Hearing on the Proposed Increase in the Local License Fees for dogs was called
to order at 7:00 P.M.

RESOLUTION offered by Mr. Emmick who moved its adoption, seconded
by Mr. Beckwith:
RESOLVED that the Town Board of the Town of Lansing hereby approves
the Amendment to Local Law No. 2 of 1979 - Annual Dog License Fees,
establishing Local Law No. 2 of 1991 as follows:
Section 1.
The annual fee for each dog license issued pursuant to Subdivision 1 of Section
109 of Article VII of the Agriculture and Markets Law shall be as follows:
(a) Five dollars and fifty cents for each spayed or neutered dog.
(b) Ten dollars and fifty cents for each unspayed or unneutered dog.
Section 2.
The annual
fee
for
each purebred license issued pursuant to Section 2 of
Section 109
of
the
Agriculture and Markets Law shall be as set forth in
Section 110
of
the
Agriculture and Markets Law.
Section 3.

Town

There shall
be
no
fees for any license issued for any guide dog, war dog, or
police work
dog.

This Local Law and Public Hearing precedes the previous one held on March 06, 19910

April 03, 1991, continued
David Herrick, Town Engineer reported on the following:
1. Water District #14 - Dave will prepare a change order for this District
and bring it to the next meeting. The change order to consist of the
installation of two check valves and a sanitary manhole. The Board suggested
to Dave that he look into the Town Highway Department for labor.
2. Bolton Point - Dave reviewed Bolton Point's annual letter of items that
need maintenance within the Town. Dave has met with Pete and have addressed
the eight items that were presented. Everything should be cleared up within
the next month.
3. Water Board Meeting - The Board met on April 01, 1991 and discussed
the storage tank improvements and water consolidation. There was a
priliminary agreement that the previous plans should be adopted by the
Board. A recommendation should be coming from the Water Committee after
their meeting on April 04, 19910
4. Sewer - Dave prepared potential questions from Developers on the new
sewer access fee proposal. The meeting to be held at the Holiday Inn
at 7:00 p.m. on April 04, 1991.
5. Water District #2 - Proto Water Extension - The Water Board Committee
did approve the extension of that District and also the calculation of
the buy in per the adopted formula. The Town Board will act on this
when it is received in writing from the Water Board.
6. Termina Subdivision - Armstrong Road - The Board reviewed the outlay
of the Subdivision. Dave informed the Board that they have had final
approval.
7. Adams Subdivison - West side - They are still working on the easement
for drainage. Dick Thaler, attorney is still waiting for proper documentation
concerning the road dedication.
8. Highway Specs - Dave has prepared an outline of highway specs. The Board
will review these on April 10, 1991 with Dave and Pete Larson.
RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded
by Mr. Beckwith:
RESOLVED that the Town Board hereby accepts the Road Maintenance Agreement
for AUTUMN RIDGE and hereby gives Supervisor Kirby power to execute said
agreement.

RESOLUTION offered by Mr. Beckwith who moved its adoption, seconded
by Mr. Emmick:
RESOLVED that the Town Board hereby accepts Water District #16-agreement
for Autumn Ridge and hereby authorizes Supervisor Kirby to execute said
agreement.
BE IT FURTHER RESOLVED that a copy of the agreement be provided to
each of the purchasers of a lot. George Totman, Code Enforcement Officer
will provide them with said copy when they apply for a Building Permit and
no water will be supplied to that lot until we have received back exhibit A.

1. Changing Rules & Regulations at Bolton Point.
2. Backflow situation.
3. James Bower situation.
4. Eastlake Road.
5. Policy concerning use of Town vehicles.

RESOLVED that the Town Board_ authorizes,. Supervisor Kirby to write a letter
to Mrs. Kim concerning the items needed for the road dedication in her
subdivision.

RESOLUTION offered by Mr. Beckwith who moved its adoption, seconded
by Mr. Emmick:
RESOLVED, that Brent Larsen, a thirteen year old Lansing resident has
been selected as the State 1991 muscular dystrophy poster child. The
Town Board, on behalf of all of the citizens in Lansing, congratulate
Brent for his courage, his determination and his wonderful outlook on
life which is recognized by this designation. We wish him well; we
support him in his endeavor to overcome his affliction and recommend
to all of the citizens of Lansing that Brent's example shows that in
the face of adversity, strength of character can make life worth living.

make changes or to accept the same as submitted.

RESOLVED that the minutes of March 20, 1991 are hereby accepted as
submitted.
