The Supervisor called the meeting to order having the clerk take the Roll Call,
Dave Herrick reported on the following:
1. Dave contacted Swearingen on the changes the Board made on Water District
#7, Extension #'7. Swearingen wanted to contact his lawyer and will get
back to Dave at a later date.
2. Dave informed the Board that they are still searching for the water leak
on Buck Road.
Rich John informed the Board that the Thompson Deed was filed on
December 04, 19900

Dear Town Board Members:
Concerning the above referenced roads which appear on our Local
Highway System listing (copies and map attached); For many years a
difference of opinion has existed as to whether these are town roads
or private roads, prompting a search of town records. A thorough
search has failed to produce any documentation proving town owner-
ship.
Since the town has performed little or no maintenance on these
roads for several years, and since there is no proof of town owner-
ship, we respectfully request that the Town Board pass a resolution
to remove them from our 1990 Local Highway System Certification
report.

FINAL ORDER OF THE TOWN BOARD, TOWN OF LANSING
ESTABLISHING EXTENSION #5 OF LANSING WATER DISTRICT NO. 7
An Engineer's Report dated June 16, 1989 and revised October
19, 1990 having been prepared by George Schlecht, P.E., L.S.,
Dryden, New York and a map, plan and report for providing the
facilities, improvements and services in a portion of the Town of
Lansing wherein extension #5 of Water District No. 7 hereinafter
described was proposed to be established, and said revised map,
plan and report having been duly filed in the Office of the Town

Clerk on October 19, 1990 and an Order having been duly adopted by
the Town Board of the Town of Lansing on October 24, 1990 reciting
the description of the boundaries of the proposed district, the
maximum amount proposed to be expended for the improvement, the
fact that no cost for the improvement would be incurred :by the
Town, the fact that a plan, map and report describing the same are
on file in the Town Clerk's Office for public inspection specifying
that said Town Board shall meet at the Town Hall in the Town of
Lansing on the 7th day of November, 1990 at 7:55 p.m. for the
purpose of conducting a public hearing on such proposal to
establish extension #5 of Water District No. 7 with the specified
improvements and to hear all persons interested in the subject
thereof concerning the same, and a hearing having been duly held by
said Board at such time and place, and it having been duly resolved
and determined
following such hearing
that the
notice
of hearing
was published
and posted as required
by law
and
otherwise
sufficient that
all of the property and property
owners
within the
proposed district were benefited thereby, that all property and
property owners benefited were included within the limits of the
proposed district and that it was in the public interest to grant
in whole the relief sought, and it having been then and there
further resolved that the establishment of such district as
proposed be approved, subject to permissive referendum in the
manner provided in Article 7 of the Town Law, and that the
permission of the Comptroller for the extension of said district is
not a condition precedent for the establishment of Extension 5 of
Water District No. 7, and that subsequently a Certificate of the
Town Clerk having been filed pursuant to Subdivision 4 of Section
209 -E of the Town Law certifying that no Petition was filed
requesting such referendum and permission of the State Comptroller
not being required, pursuant to Section 209 -F of the Town Law, it
is hereby
ORDERED, that Extension #5 of Lansing Water District 7 be
established in the Town of Lansing, Tompkins County, New York and
be designated as Extension #5 of Lansing Water District '7 of the
Town of Lansing and to be of the following description and
boundaries to wit:
All that tract or parcel of land situate in the Town of
Lansing, County of Tompkins, State of New York being described as
follows:
Beginning at a point in the center of Water Wagon Road 345
feet, more or less, from the centerline of North Triphammer Road,
and at the northeast corner of tax parcel 42- 1 -1.2, said point also
being. on the westerly boundary of the existing Lansing (T) water
district no. 7;
Thence, southerly along the east boundary of tai: parcel
42 -1 -1.2 a distance of 200 feet, more or less, to the southeast
corner thereof;

Thence, easterly along the centerline of Water Wagon Road a
distance of 1425 feet, more or less, to the southwest corner of tax
parcel 37.1- 6 -3.1;
Thence, northerly along the west boundary of tax parcel
37.1 -6 -3.1 a distance of 230 feet, more or less, to the northwest
corner thereof;
Thence, easterly along the north boundary of tax. parcel
37.1 -6 -3.1 a distance of 200 feet, more or less, to the northeast
corner thereof;
Thence, southerly along the east boundary of tax. parcel
37.1 -6 -3.1 a distance of 200 feet, more or less, to the southeast
corner thereof;
Thence, easterly along the centerline of Water Wagon Road
a distance of 90 feet, more or less, to the southwest corner of tax
parcel 37.1 -6- 3.31;
Thence, northerly along the west boundary of tax: parcel
37.1 -6 -3.31 a distance of 210 feet, more or less, to the northwest
corner thereof;

Thence, easterly along the north boundary of tax parcel
37.1 -6 -3.31, along the north boundary of tax parcel 37.1- 6 -3.5,
and in part along the north boundary of tax parcel 37.1- 6 -3.2, 505'
more or less to the west line of the existing water district #7;
Thence, southerly along the west boundary of the existing
water district #7 a distance of 210 feet, more or less, to the
point or place of beginning.
The above described parcel containing 52 acres, more or less.
And it is further
ORDERED, that the following improvements in said District be
constructed at no expense to the Town: the project consists of the
construction of approximately 4,250 feet of 8" diameter ductile
iron water main, together with valves, fire hydrants and other
related and necessary appurtenances; and it is further
ORDERED, that the proposed improvements, including- the costs
of right of way construction costs, legal fees and other expenses
shall be financed at no cost to the Town of Lansing, the cost of
said improvement to be paid by the subdivider and contribution by
other property owners; and it is further
ORDERED, that the Town Clerk of the Town of Lansing is hereby
authorized and directed to cause a certified copy of the Order to
be duly recorded in the Office of the Clerk of the County of
Tompkins in which the Town of Lansing is located within ten (10)
days after the adoption of this Order; and it is further
ORDERED, that the Town Clerk is hereby authorized and directed
to file a certified copy of this Order in the Office of the State
Department of Audit and Control, Albany, New York within ten (10)
days after the adoption of this Order.
