HomeMy WebLinkAbout1990-07-18continued July 11, 1990 WHEREAS, on May 2, 1990 at a Regular Town of Lansing Board Meeting, the proposal was discussed and a resolution was passed indicating the Town Board's opposition to Tompkins County's proposed Local Law No. 5 for the year 1990. NOW THEREFORE, after further discussion of said proposal, BE IT RESOLVED, that the Lansing Town Board remains opposed to any proposal for the collection of taxes by the County of Tompkins on two dates for the reasons previously stated. Carried. RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded by Mr. Tvaroha: RESOLVED that the EXECUTIVE SESSION be terminated at 10:29 p.m. and the Regular Meeting be reconvened. The Town Board of the Town of Lansing invites bids for the construction of a basement ac- cess-ramp -for handicapped -at the, Cansing Town Hall.: Plans, specifications and instructions to bidders are available at the' office of the Town Clerk of.thel ]own of Lansing Lansing Town Hall, 29 in Rood, Lansing, ;New York between the hours of 8 a.m. to 4 p.m., Monday through Thursday and B a.m. to 12 p.m. on Friday. ROLL CALL Jeannine Kirby Supervisor Present Herbert Beckwith Councilman Absent Jeffrey Cleveland Councilman Present Louis Emmick Councilman Present Larry Tvaroha Councilman Absent Bonita Boles Town Clerk Absent Debbie Crandall Deputy Town Clerk Present Richard Thaler Town Attorney Present VISITORS: Peter Larson, Highway Superintendent, David Herrick, Tom Todd, Cal Warren, Fred Spry, and Dirk Galbraith. The Supervisor call the meeting to order, having the clerk take the Roll Call, Tom Todd, County Representative reported on the following: 1. TomTran - Dwight Mingel would like to have a meeting with the Town Board, tentatively on September 5th to set up a schedule for the Town of Lansing. 2. Airport - gave an update on the new terminal. 53.- 5 4 July 18, 1990, continued 3. Tom has been contacted on the security of the airport, he will update this at a later date. 4. Tom informed the Board that Danby & Caroline has a reading room open to the public with a collection of best sellers. He recommended to the Board that this would be an excellent idea for the Town. 5. Tom gave an update on the recycling program and the dump situation. 6. Anyone that would like to have their assessment reviewed for 1991 should have it put in writing and get it in as soon as ossible to the. Assessment Department. The Assessment Department excepted 80,000.00 in state monies to do:the reappraisals. Tom recommended that this information be included in the next Town newsletter. Dave Herrick, Town Engineer, reported the following to the Town Board: The following letter was prepared and approved by all Board. Members and. delivered to the S.C.L.I.W.C. RE: Town of Lansing Water District No. 9, Morningside Manor Apartments To the Commissioners: The Town of Lansing has recently completed the installation of municipal water mains on Springbrook Circle which will serve the Morningside Manor apartment complex owned by Mr. William Edelman. The complex consists of 12 buildings on one tax map parcel with each building containing 4 apartment units. The owner is anxiously pursuing connections to the mains. Paragraph 9(d) under Section I of the S.C.L.I.W.C. Rules and Regulations requires one meter installation for the premises. However, the construction of distribution piping to the 12 buildings from one master meter connection has been shown to be economically infeasible for the owner due to the relatively long distances between buildings and shallow bedrock. Since the complex is the only tax map parcel served by the loop main, a proposal was considered to permanently close one of two main valves serving Springbrook Circle and install a master meter at the second main valve. This alternative would create a dead end main, reduce available fire flows at hydrants within the complex and eliminate the Town's potential for emergency service to adjacent neighborhoods through the loop._To make practical use of the Town's main, ensure the ability to obtain maximum available fire flows and derive a connection scheme feasible for the owner, the Lansing Town Board would request that a maximum of 5 master meter settings be approved for Morningside Manor Apartments. The owner will be responsible for connecting any series of buildings from the 5 connections. The Town Board recognizes the policy of one meter per premises, as regulated in Paragraph 9(d), and will endeavor to adhere to it when appropriate. Your timely acceptance of the proposal for 5 master meters would be appreciated. Dave gave an update on Water District #12 and a letter he received from the Department of Agriculture & Markets. RESOLUTION offered by Mr. Emmick who moved its adoption, seconded by Mr. Cleveland: RESOLVED that under the recommendation of Dave Herrick, Town Engineer, F. Supervisor.Kirby reminded the Town Board of the' 'sewer meeting at.Bolton Point Conference Room at 7:00 P.M. on July 30, 1990. She urged all members to attend as this is the main presentation. Highway Superintendent, Pete Larson reported on the following: 1. The school approached him to stone and oil the bus garage. It was the consensus of the Board that the school furnish the materials and the Town furnish the labor and the equipment. 2. Pete has approached Pilon concerning Stormy View Road and the Grandview area concerning about 1.2' mile of: roads. Pete will report back to the board with figure amounts and an,a update on August lst. 3. Wilson Road has been stoned and oiled with a double coat. 4. Maple Ave. and Franklin Drive have been completed. 5. The culvert is 90% complete on Lansing Station Road. ...i5:5 July 18, 1990, continued 6. The rough ditch work is completed on Dates Road. 7. The permit from the County was received to dump the materials from the ditch at the Town Highway Barns. Highway employee., Stan .Reeves dedication and experience will be greatly missed by the Town of Lansing upon his unexpected death on July 7, 19900 Fred Spry reminded the Board that the Lansing Town Justice Court is not accessible to handicapped individuals. RESOLUTION: At a regular Board Meeting of the Town Board of the Town of Lansing held on July 18, 1990, present: Jeannine Kirby, Town Supervisor, Louis Emmick, Councilman and Jeffrey Cleveland, Councilman, the following resolution was duly made and unanimously passed. BE IT RESOLVED, that the Town Board has set the 15th day of August 1990 at 8:00 Town Hall to p.m. as consider the date for the public the amendment to Local hearing to be held at the Ordinance 5 of 1966 as amended amending the same to provide for changes on tax forgiveness for the elderly. The schedule being as follows: ANNUAL INCOME OF OWNER OR COMBINED ANNUAL INCOME OF OWNERS PERCENTAGE ASSESSED VALUATION EXEMPT FROM TAXATION Up to $12,025.00 50% More than $12,025.00, but less than $12,625.00 45% $12,625.00 or more, but less than $13,225.00 40% $13,225.00 or more, but less than $13,825.00 35% $13,825.00 or more, but less than $14,425.00 30% $14,425.00 or more, but less than $15,025.00 25% $15,025.00 or more, but less than $15,625.00 20% Dated July 18, 1990. An update was given on the Autumn Ridge Development. Dick Thaler, Town Attorney, wrote a letter July 18th to the Village of Lansing concerning the road maintainence agreement and a contract as to the supply of water. Cal Warren asked the Board why building permits can't be issued? Dick Thaler informed Cal Warren and Attorney, Dirk"Galbraith,that the only thing that was needed was the Dedication of the Road. AUDIT RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded by Mr. Emmicka RESOLVED that Highway Fund Bills # 188 through # 222 totalling $ 49,541.42 and General Fund Bills # 399 through # 469 totalling $ 63,197.91 are hereby approved for payment.
