Visitors: Dave Herrick, Town Engineer, Pete Larson,
Town Highway Superintendent and George Totman, Code Enforce-
ment Officer.
The Supervisor called the meeting to order having the clerk
take the Roll Call,
The Supervisor presented her monthly report.
The Town Clerk reported to the Board Members that during
a Town Clerk's Meeting a Resolution was passed stating that all
Tompkins County Town Clerk's are against the double payment in
regard to Town and County tax bills. It also stated that the
Clerk's would rather see the income level raised for the elderly
exemption. She also stated that effective June 1, 1990 a state
law will go into effect requiring a tax receipt to be mail on all
paid taxes.
Mr. Tom Todd was unable to attend the meeting but asked the
Supervisor to inform the Board Members that the recycling center
on Pier Road in Ithaca is working well and encourages Lansing
people to use it. Pete Larson and Jeannine Kirby will inspect
said center in the near future. Mr. Thaler stated that he has
been unable to get ahold of Dan Winch in regard to a contract.
Mr. Thaler will send a letter to the Tompkins County Board of
Reps stating that the Town of Lansing is waiting for a response
and would like to get the issues cleared up so a contract may
be drawn up.
Dave Herrick, Town Engineer reported on the following:
1. Lansing
Water District No.
9 is
still
being pressure tested
and
they are hunting for a
leak
or
two in the Village Circle
area.
This water district
is 85
%
complete.
2. Springbrook Circle apartments which have 48 units are all
on one parcel, therefore Bolton Point will only allow them
one service. This means the owners would have to do the
piping from building to building with one master connection
to the Town main. Dave does not agree with their policy and
will speak to the Bolton Point Commission in hopes of
getting their policy amended.
3. In Water District No. 13, Rizzo is finishing up the
restoration work and will have a final check done shortly.
Rizzo has asked for about $19,000.00 in extras. Dave has
rejected his request and offered him $1,850.00 but he has
not received an answer as of yet. This project is about
95% complete.
4. In Water District NO. 14, Mr. Pilon has passed the pressure
test but hasn't disinfected or backwashed yet. Dave stated
that Victor Mancini had approached him in regard to installing
a main .;down +.Sky Acres Drive and.-connecting to Stormy View.
Dave stated that the original Engineers report did not show
this and he does not feel it to be necessary as this would
have to cover another 695 feet and would cost approximately
an additional $18,000.00 and would only benefit three families.
The Town Board agreed with Mr. Herrick in this matter.
Water District No. 14 is 90% complete and 0% on his
restoriation.
5. On Water District No. 15, the pressure testing and the
,disinfecting has been completed. This district is 90 to
95% complete.

FINAL ORDER OF THE TOWN BOARD, TOWN OF LANSING
ESTABLISHING EXTENSION #6 OF LANSING WATER DISTRICT NO. 7
An Engineer's Report dated March 21, 1990 having been prepared
by TG Millers & Associates, P.E., L.S., Ithaca, New York and a map,
plan and report for providing the facilities, improvements and
services in a portion of the Town of Lansing wherein extension #6
of Water District No. 7 hereinafter described was proposed to be
established, and said map, plan and report having been duly filed
in the Office of the Town Clerk on March 21, 1990 and an Order
having been duly adopted by the Town Board of the Town of Lansing
on March 21, 1990 reciting the description of the boundaries of the
proposed district, the maximum amount proposed to be expended for
the improvement, the fact that a plan, map and report describing
the same are on file in the Town Clerk's Office for public
inspection specifying that said Town Board shall meet at the Town
Hall in the Town of Lansing on the 11th day of April, 1990 at 8:00
P.M. for the purpose of conducting a public hearing on such
proposal to establish extension #6 of Water District No. 7 with the
specified improvements and to hear all persons interested in the
subject thereof concerning the same, and a hearing having been duly
held by said Board at such time and place, and it having been duly
resolved and determined following such hearing that the notice of
hearing was published and posted as required by law and otherwise
sufficient that all of the property and property owners within the
proposed district were benefited thereby, that all property and

proposed district and that it was in the public interest to grant
in
whole the relief sought, and it having been then and there
further resolved that the establishment of such district as
proposed be approved, subject to permissive referendum in the
manner provided in Article 7 of the Town Law, and that subject to
the permission of the Comptroller for Extension #6 of Water
District No. 7 pursuant to Section 209 -F of the Town Law, it is
hereby

ORDERED, that Extension #6 of Lansing Water District 7 be
established in the Town of Lansing, Tompkins County, New York and
be designated as Extension #6 of Lansing Water District 7 of the
Town of Lansing and to be of the following description and
boundaries to wit:

Beginning at a point in the northwest corner of tax parcel
30 -1- 16.12, said point being the northeast corner of tax parcel

District No, 7, Extension No. 2;
Thence, east along the north boundary of tax parcel 30 -1 -16.12 a
distance of 1266.5 feet, more or less, to the northeast corner
thereof;
Thence, south along the east boundary of said parcel a distance of
915 feet, more or less, to the northeast corner of tax parcel
30 -1 -21;
Thence,

The above described parcel containing an area of 26 acres, more or

ORDERED, that the following improvements in said Distract be
constructed in two phases upon the required funds being made
available or provided for: the first phase of the project consists
of the construction of approximately 1,000 feet of 8" diameter
ductile iron water main, together with valves, fire hydrants and
other related and necessary appurtenances and the second phase
consists of the construction of approximately 970 feet of 8"
diameter ductile iron water main, together with valves, fire
hydrants and other related and necessary appurtenances; and it is
further
ORDERED, that the proposed improvements, including the costs
of right of way construction costs, legal fees and other expenses
of phase one of the project shall be financed by the issuance! of a
bond anticipation note by the Town of Lansing, the cost of phase
two of the project shall be wholly financed by the owners of the
Crossroads Square Mall and at no cost to the Town or its tax
payers; and it is further

ORDERED, that the Town Clerk of the Town of Lansing is hereby
authorized and directed to cause an application for the approval of
extension #6 to Water District No. 7 together with the documents
required pursuant to Town Law Section 209 -F to be sent to the State
Department of Audit and Control at Albany, New York within ten (10)
days after the adoption of this Order.

the final payment to Pilon Construction in regard to
Lansing Water District No. 14.

Dave Herrick suggested that the Board modify Extension No. 5
of Water District No. 7 to include additional property owners
on Waterwagon Road. The Public Hearing will also have to be redone.

3. Dave Herrick, Pete Larson and Richard Thaler will get
together and draw up a deed from Cornell University to
the Town of Lansing in regard to Bill George Road.
4. Pete Larson stated that the approximate cost for the
construction of Dates Road would be $500,000.00
including engineer and surveying fees. This may be
done in thirds or may be included in a multi - purpose
bond at a later date.
5. Pete informed the Board that he will be planting trees
around the water tank in the Horizons per an agreement
from the Town of Lansing. The cost will be approximately
0$ 800.00 for 25 trees. The cost should come out of the
Water District No. 4 account.
6. Mr. Larson will get an approximate cost of what it
will cost to seed 2'2 acres of gravel bank in Myers.
He will bring the figures back to the Board.
7. Pete will sign the contract and will hold a public
auction on the 15th of September of 1990 at the
Town Highway Barns.

PROCLAMATION
WHEREAS, the drinking water that flows dependably through
our household tap results from the dedication of the men and
women who operate the public water systems of collection,k.storage,
treatment, testing and distribution that insures that drinking
water is available, affordable and of unquestionable high quality,
and I
WHEREAS, the substance, which the public uses with confidence
in so many productive ways, is without doubt the single most
important product in the world and a significant issue of the
future, and
WHEREAS, the public expects high quality drinking water
to always be there when needed, and continues to increase its
demand for drinking water of unquestionable quality,
NOW, THEREFORE, WE, the Lansing Town Board, in celebration
of National Drinking Water Week, do hereby proclaim the week of
May 6, 1990 to May 12, 1990 as
NATIONAL DRINKING WATER WEEK

RESOLVED that the Town Board hereby appoints Ronald Kordas
to the Tompkins County Economic Opportunity Council to replace
Mrs. Cruikshank for a term set by the County.

Mr. Totman, Ordinance Officer informed the Town Board that he
had met with Mr. Marty Ottenschott and will meet with him again
in June to make sure he is continuing to clean up his business
located on Ridge Road. Mr. Emmick will accompany Mr. Totman in
June.
Mr. Totman also informed the Board that Mr. John McLe'a.n has
applied for a Building Permit and it is being held up due-.to
Health�Department approval and there will also be a revaluation
in regard to the heights of his building. Mr Totman will keep
the Board informed.
Mrs. Kirby presented Mr. Totman with a certificate from the
Village of Lansing for his help in their time of need. The
Lansing Town Board also thanked Mr. Totman.
Mrs. Kirby will contact Tom Todd for a copy of all 7
sites explored in the Town of Lansing for a Landfill. The Board
will then look into this matter further.
On motion, meeting adjourned at the call of the Supervisor
at 10:22 P.M.
