RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded by Mr. Beckwith. RESOLVED that the Town Board hereby adopts the 1990 Rules and Regulations and the 1990 fee schedule for the Lansing Town Park in Myers. Vote of Town Board . . . . O RESOLUTION offered by Mr. Tvaroha, who moved its adoption, seconded by Mr. Beckwith, RESOLVED that the new Rules aid Regulations for the Lansing Town Park read as follows: PROPOSED TOWN OF LANSING FEE SCHEDULE FOR THE 1990 SEASON LANSING RESIDENTS NON- RESIDENTS Minimum fee for boats up to 19' in length $ 240.00 $ 460.00 Over 19' up to 30' Maximum per foot _ 13.00 23.00 Electricity where available per dock 85900. 140.00 Launching Fees: - Per Launch 2.00 4.00 Season Permit 25,00 45.00 Camping per night 5,00 10000 ( $5.00 extra for water b electricity) NO DRY DOCK STORAGE Admittance to Park (Per Car) Free 3.00 Windsurfing (per launch RULES AND REGULATIONS 2.00 3.00 (Season) 20.00 30.00 In accepting a boat slip or seasonal permit, the holder agrees to waive any right or claim against the Town of Lansing from any and all liability arising from any cause, and agrees to hold harmless and indemnify the Town of Lansing from any and all liability with respect to any claim for damages occurring to a boat and /or its contents, a person, persons, property, or others while in or about said slip, or the Town of Lansing Park property, and additionally agrees to abide by the rules and regulations for the Town Parks in the Town of Lansing as specified in the Ordinances and herein. 10 No person shall. launch, moor, or tie any boat to or from any park lands except in the properly designated areas, and unless granted a permit from the Town of Lansing. (This includes Salmon Creek). 20 The permit holder agrees to keep his assigned area clean and neat at all ftimes, and shall store all waste materials in receptacles provided by the Town. 3. The permit holder shall supply all necessary mooring and "antiscuff" equipment, such equipment being subject to the approval of the Superintendent of the Town Park, 4. The permit holder shall keep the boat equipped with all of the safety equipment required by the State of New York and the United States Coast: Guard, 5. Only one boat shall be berthed per slip. Small boats of any type will be charged slip rental if in the water. 60 -,Boat trailers may not be stored in., the park. 7. No campers of any type may be stored in the park, or utilized on park premises except -by special- permit in designated areas. 8. No operation of boats for hire will be permitted without the specific approval of the Town. 90 The permit holder of the slip agrees that at all times free access will. be given to the representatives of the-Town of Lansing, State or Federal officials, for inspection purposes. 100 Any boat having summer dockage must comply with the anti - pollution law. to the extent that toilet's through hull fitting must be removed and the hold seal at the time the boat is returned to the water and must be kept sealed when in the waterways so designated. 11. A permit holder who changes boats or home address or telephone number must register the new statistics with the Town Highway Department within ten days of the change. 12. Any boat, or boat and motor for which such service has been provided may be recovered by the owner upon payment of all storage and other charges, plus a 20% service charge. 13. The Town of Lansing shall have the right to sell at public auction any boat, motor, or accessories not recovered by the owner by July .15 following such winter storage. 140 Boat slips are not transferrable. Sale of a boat terminates the boat slip rental permit for the owner of the boat at the time of the sale. The new owner of the boat must obtain a new permit from the Town for dockage. No subleasing of slips is permitted. 15. Sailboats must paddle or motor out of the marina and channel. Sailing in the channel is expressly prohibited. 16. Boats with integral gas tanks are not allowed to gas at the docks. 179 The Town of Lansing will not be responsible for any damage occuring to a boat or its contents while said boat is in its slip, or on Town of Lansing park property. 18. The ordinances of the Town of Lansing adopted for the regulation of Town Parks, are, in addition to these rules and regulations applicable to the Lansing Marina, 198 The Town of Lansing reserves the right to reject any application for a slip or sesonal storage, and to terminate without prior notice any permit issued when in the opinion of the Town, questions of safety or public interest are involved, or whenever any of the rules and regulations have been violated. 20. Permanent or semi - permanent improvements or modifications of the docks or surrounding structures, including the placement of applances or storage containers, are not permitted without the express written permission of the Superintendent of the park. 219 To assist in the elimination of vandalism, and to ensure public safety, boat owners are requested to limit access to their boats, especially during times when the park is officially cloced to other than special use permit holders, i.e., 10 P.M. toy 6 a.m. 22. No renting of boats of any type, boating lessons, or other commercial enterprise of any type is permitted in the Town Parks. 23. Boat slip will be assigned by the Town of Lansing, and may be reassigned at any time to ensure maximum utilization of facilities. 24. Boat slips are assigned on a first come, first serve renewable basis, for a three (3) year period. Slips may not be reserved. •Y- 25. Boat slips may not be occupied until the appropriate fee has been paid in full, and a permit has been issued, which acknowledges that the permit holder has read, and agrees to.abide by the Town Ordinances and the regulations herein. 26. Any and all launches will be charged, including all rafts. 27. Violations and Penalties: Any p&rson, firm, corporation, or other violating any provision of this ordinance shall be deemed guilty of an offense and upon conviction thereof shall be subject to a fine not to exceed $ 100.00, or to imprisonment not to exceed 15 days, or both, such fine and imprisonment for each and every violation. 28. Boats occupying slips after October lst, shall be entirely at the owners risk. 29. No boat slip fees will be refunded after June lst.. i U4 ORDINANCE of the Town of Lansing, County of Tompkins, State of New York, setting forth RULES AND REGULATIONS FOR THE TOWN PARKS in the Town of Lansing. The Town Board -of the Town of Lansing, by virtue of the authority vested in it by law, does hereby ordain and enact as follows: 16 All public parks in the Town of Lansing (town park at Myers, Ludlowville, and Lansing Recreation Field) shall be closed to the public between 10 :00 p.m. and 6:00 a.m. daily. The only exceptions shall be for specifically permitted users such as campers and users of boat slips under current assignment. 2. No person shall ride, drive or cause to be propelled any vechile in the town parks at a speed greater than ten (10) miles per hour, nor be driven or parked on or over any path, lawn, flower bed or other improvement.' 3. No littering or abandonment of trash shall be permitted anywhere on the grounds of the town parks other than the placement of trash in designated receptacles. 4. No dog shall be permitted in the parks unless held on a leash. 5. Violations and Penalties: Any person, firm, corporation or other violating any provision of this ordinance shall be deemed guilty of an offense and upon conviction thereof shall be subject to a fine not exceeding $ 100.00, or to imprisionment not exceeding fifteen (15) days, or both fine and imprisionment for each and every violation. 6. The use of loudspeakers or public address systems shall be prohibited in any Lansing Town Park area without prior permission from the Town of Lansing Park Superintendent., This will include the use of any device whether electronically or mechanically operated which is capable of amplifying sound. 7. There shall be no standing, loitering or parking in any area designated by the sign, NO STANDING nor shall any person stand or rest upon a memorial monument on the roof of a building or shelter at any time. This Ordinance shall be in force and effect upon publication and posting as required by law. ORDINANCE N0, 22 AN ORDINANCE OF THE TOWN OF LANSING, COUNTY OF TOMPKINS, STATE OF NEW YORK, AMENDING THE ORDINANCE - RULES AND REGULATIONS FOR THE TOWN PARKS, ADOPTED BY THE TOWN BOARD AUGUST 109 1976 AND AMENDED MAY 249 1977 AND MARCH 149 19789 'Y Ordinance No. 22 adopted August 10, 1976, as amended, Section 3 thereof, is hereby further amended to read as follows: Section 3: No littering or adandonment of trash shall be permitted anywhere on the grouns of the town parks other than the placement of trash in designated receptacles: No glass container shall be brought to any bathing beach area or athletic field. There shall be added Section 8 to the Ordinance to read as follows: Section 8: From this day forward there shall be no monuments erected as a memorial to any person or event in any town park without written approval of the Town Board. The Town will accept a gift or contribution in the name of, or as a memorial to, persons living or deceased, which gift or contribution is an enhancement to the park. (Examples of said memorials or contributions would be landscaping, equipment and /or facilities. In all other respects, the Ordinance adopted August 10, 1976, as amended, shall remain in full force and effect. This Ordinance shall be in force and effect immediately. BY ORDER OF THE TOWN BOARD OF THE TOWN OF LANSING y ORDINANCE floe 2" AN ORDINANCE FOR THE TOWN OF LANSING, COUNTY OF TOMPKINS, STATE OF NEW YORK, AMENDING THE ORDINANCE - RULES AND REGULATIONS FOR THE TOWN PARKS, ADOPTED BY THE TOWN BOARD AUGUST 109 1976 AND AMENDED MAY 24, 1977 AND MARCH 149 1978. Ordinance No. 22 adopted August 10, 1976, as amemded, Section 9 thereof, is hereby further amended to read as follows$ Section 9: From this day forward no person shall operate, launch, ,moor, or tie any jet skis or jet board from or to any park lands. Any person, firm or corporation or other violating this ordinance shall be deemed guilty of an offence and upon conviction, thereof shall be subject to a fine not exceeding $ 250.00 for a first offense, or imprisonment not exceeding fifteen (15) days or both, such fine and imprisonment for each and every violation. For a second or subsequent.offense, the violator shall be subject to a fine not exceedin $ 500.00 or imprisonment not exceeding 30 days, or both, such fine and imprisonment for each and every violation. Section 26 of the Rules and Regulations of the Town.of Lansing Marina is hereby amended to read as follows: Violations and Penalties: Any person, firm or corporation or other violating this ordinance shall be deemed guilty of an offense and upon conviction thereof shall be subject to a fine not exceeding $250.00 for a first offense, or imprisonment not exceeding 15 days or both, such fine and imprisonment for each and every violation. For a second or subsequent offense, the violator shall be subject to a fine not exceeding $ 500.00 or imprisonment not exceeding 30 days, or both, such fine and imprisonment for each and every violation. BY ORDER OF THE TOWN BOARD OF THE TOWN OF LANSING CAMPING Overnight camping is permitted in the Town of lansing Park at Myers Point subject to the following regulations, and all other appropriate Town Ordinances. 1. Camping is permitted in designated , individually numbered sites from May 23, through October 1. Maximum capacity - 30 campsites 2. Camping is permitted only for specific time periods, as indicated on the permit which is issued at the time of registration with the park attendant. 3. All campers must register, and pay the appropriate fee prior to occupying a cmapsite. Registration is conducted at the main building. 4. No seasonal permits are issued. The maximum allowable stay at a .campsite is 7 days. 5. No site may be reserved in advance. 6. All sites are rented on a first come, first served basis. 79 No permanent, semi - permanent structures or excavations of any kind are permitted in designated campsites, or in any other area of the park. 8. Campfires are restricted to designated areas. 90 Amplifiers and loudspeakers are prohibited. 100 Firearms are prohibited. 11. Excessive noise from whatever source is not permitted. Me 12. In accepting a camping permit, the holder agrees to waive any right or claim against the Town of Lansing from any and all liability arising from any cause, and agrees to hold harmless and indemnify the Town of Lansing from any and all liability with respect to any claim for damages occuring to camping equipment or its contents, a person, persons, property, or others while in or about the camping area, or on the Town of Lansing Park property, and additionally agrees to abide by the rules and regulations for the Town Parks in the Town of Lansing as specified in the Ordinances, and herein. Mr •r r 139 Equipment left in violation of the above regulations will be removed from the Town Park. The Town is not responsible for any damage to equipment arising from such removal or storage. WINDSURFING For the convenience and safety of all park - patrons, a new area has been designated for windsurfing activity. This area is on the North point of the park, at the entrance of Salmon Creek. During off season times, when utilization of the marina and swimmimng area is negligible, windsurfing is permitted in the previously utilized azea on the South point of the park. When traffic in the main access boat channel increases, ar at the latest, when the swimming area is opened, the South point will be closed to windsurfing activity by the placement of NO LAUNCHING signs. At the end of the season, when the swimming area is closed, and boat traffic in the channel has greatly decreased, the signs may be removed to once again allow this windsurfing activity from the South point. At all other times windsurfing is only permitted in the North point area. Windsurfers should attempt to avoid sailing in the areas adjacent to the main access boat channel. No boat is permitted within 10.9 feet of the marked,swimming area. The park superintendent is the only ' individual authorized to place or remove these signs. SWIMMING AREA No boat of any type is permitted within 100 feet of a properly designated swimming area according to N.Y.S. law. The swimming area is clearly marked by floating buoys. Within this area, swimmers must comply with regulations of the Recreation Commission, and with Park rules and regulations. No swimming is allowed in the Park, except in this designated area. PAVILIONS To reserve a pavilion in Myers Park, the Lansing Highway Department must be contacted. A fee of $ 50.00 will be charged for the large pavilion and $ 25.00 for each of the smaller ones. %No more than 200 people may occupy any pavilion at one time.
