HomeMy WebLinkAbout1989-11-01NOVEMBER. 1, 1989 The Lansing Town Board met in Special Session at the Lansing Town Hall at 8:00 P.M. with Supervisor Kirby presiding. ROLL CALL Jeannine Kirby Supervisor Present Herbert Beckwith Councilman Present Jeffrey Cleveland Councilman Present Louis Emmick Councilman Present Larry Tvaroha Councilman Present Bonita Boles Town Clerk Present . Richard Thaler Town Attorney Present Visitors: David Herrick, George Totman, Andy LaVigne and Sharon Bowman. The Supervisor called the meeting to order having the clerk take the Roll Call. Proof of Notice having been furnished by the Clerk, the Public Hearing on the Special Districts, Lansing Water No. 2, No. 8, No. 9, No. 13, No. 14 and No. 15 and the Lansing Sewer District No. 2 was called to order by the Supervisor at 8:00 P.M. as advertised in the Ithaca Journal and posted according to law. The Assessment Rolls for the year 1990 were offered for inspection and discussed. All persons desiring to be heard, having been heard, the Hearing on the Special Districts was terminated at 8:14 P.M. David Herrick gave an update on the water districts. He stated that the contract for Water District No. 13 was signed with Rizzo Construction and work was expected to begin on Monday, November 6, 1989. Hopefully all other contracts for the remaining districts will be signed the first part of next week. David Herrick informed the Board that the easements on the Holden property in Myers were finished. He asked if the Highway men could do the excavating work and then Bolton Point would put in the service. The Board saw nothing wrong with this. Mrs. Kirby pxesent.ed Lorraine Bard's dog reports for the months of March through September of 1989. Gene Tobey approached Mrs. Kirby concerning the purchase of land owned by the Lansing Fire Company on Ridge Road. He also wants the Town Highway Dept. to dig out a stream located on this property. The Board Members felt this matter was between Mr. Tobey and the Fire Commissioners. They did not feel this was a Town problem., Mrs. Kirby will inform Mr. Tobey of the Boards feelings. George Totman informed the Board that from now on he will be giving the Board members the SEQR application as soon as he receives them and in turn will inform the Town Planning Board that they cannot approve anything until they receive approval from the Town Board, Mr. Totman asked the Board for backing in a situation at 36 Mill Street in the Town of Lansing. Many neighbors have expressed concern about junk cars, garbage and cruelty to animals at this property. Mr. Thaler sugested that Mr. Totman review his findings with Richard John and in turn have Mr. John look into this matter. RESOLUTION offered by Mr. Beckwith who moved its adoption,seconded by Mr. Cleveland: RESOLVED that the Town Board of the Town of Lansing herby accepts 1,640 feet of HORIZON DRIVE, 2,069 feet of ROSINA DRIVE and 882 feet of ESTATES DRIVE as outlined in David Herrick's letter of October 27, 1989 subject to proper documentation being given to the Town Attorney for recording and a letter of approval from Howard Groat. Carried On motion, meeting adjourned at the call of the Supervisor. NOTICE OF PUBLIC HEARING ON SPECIAL DISTRICTS PLEASE TAKE NOTICE that the Town Board of the Town of Lansing has prepared the As- sessement Rolls of parcels of ; land included in Lansing Wo- ter District No. 2, No. 84 No. 9, No. 13, No. 14; and No. 15 and Lansing Sewer District No. 2, and hos apportioned and assessed upon such.porcels of land In proportion in the amound of benefits the im- provements shall confer upon the some the cost chorgeoble to said districts in connection with the construction of the public water and sewer sys- tems therein which are paya- ble in the year 1990 and, therefore, pursuant to.Sectlon 239 of the Town Law, the Town Board sholl, hold a Public Hearing at the Lansing Town Hall, Lansing, New York on the 1 st day of November, 1989 at 800 P.M. in the evening thereof, to hear and consider any objections which may be made to said Rolls.
