WHEREAS, the purpose of the hazard communication standard is to advise
public employees working in the Lansing Town Hall of the potentially
hazardous properties of chemicals they work with and measures they should
take to protect themselves from these chemicals.
WHEREAS, the Federal and State requirements include preparation of a
hazard communication program and designation of a occupational safety and
health manager for the facility.
BE IT RESOLVED, that the Town of Lansing adopt a Hazard Communication
Written Program as attached to these minutes•and that the Lansing Town Clerk
be desighated as the occupational safety and health manager for the Lansing
Town Hall.

A copy of the minutes of June 21•, June 28 and June 30th having been
furnished to Board Members beforehand,, the Supervisor asked for a motion to
make any corrections or to accept the same as submitted.

RESOLVED that Highway Fund bills # 193 through # 229 totalling $ 469279868
and General Fund bills # 366 through # 445 totalling $ 649419.32
with the exceptionof Voucher No. 405 which should be changed from Jeffrey
Cleveland to Johnson Boatyard and Marina and Voucher No. 375 in the
amount of $ 470.00 to Dennis Eisenmann, which is to held until further
notice, are hereby approved for payment.

Mr. Totman discussed his job duties and performance with the Board Members.
He was asked to write up a proposal to finish out 1989 and bring it back to the
Board.

The Lansing Town Board met in Special Session at the Lansing Town Hall

The Supervisor called the meeting.to order having the clerk take_
the .roll call.
Dave Herrick informed the Board that Parratt Wilf, Inc. will be doing
test borings on Water Districts MID, #14 015. He also informed the Board
that he is working with the County to provide better shoulders along the North
Triphammer Road.;Also,they will replace at the County's expense,,the road culverts
within their right of way on Warren Road and North Triphammer Road. David will
prepare a letter stating this and bring it back to the Board on August 16th,

Louis Emmick informed the Board that the Autumn Ridge Subdivision
plan includes a Double Wide Road. He asked the backing of the Town Board
to go back to the Planning Board and inform them that the Double Wide
Road is not acceptable. Permission was granted.

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded
by Mr. Cleveland:
RESOLVED that the Town Board reaffirms the appointment of Carol Kamen
to the Lansing Planning Board effective January 1, 1989 - December 31, 1995.
Carried.
Andy Sciarabba and Dave Taube gave a lengthy discussion and presented
a sketch plan on the Lansing Coummunity Center (hocky rink) facility.
It was the consensus of the Board to give them permission to proceed
with the site behind the Town Hall.
A copy of the minutes of July 19, 1989, having been furnished to all
Board Members beforehand, the Supervisor asked for a motion to make any
corrections or to accept same as submitted.

FINAL ORDER OF THE TOWN BOARD, TOWN OF LANSING
ESTABLISHING EXTENSION #3 OF LANSING WATER DISTRICT NO. 7
An Engineer's Report dated June 7, 1989 having been prepared
by the Town of Lansing Engineer and a map, plan and report for
providing the facilities, improvements and services in a portion of
the Town of Lansing wherein extension #3 of Water District No. 7
hereinafter described was proposed to be established, and said map,
plan and report having been duly filed in the Office of the Town
Clerk on June 7, 1989 and an Order having been duly adopted by the
Town Board of the Town of Lansing on June 7, 1989 reciting. the
description of the boundaries of the proposed district, the maximum
amount proposed to be expended for the improvement, the fact that
no cost for the improvement would be incurred by the Town, the fact
I that a plan, map and report describing the same are on file in the
Town Clerk's Office for public inspection specifying that said Town
Board shall meet at the Town Hall in the Town of Lansing on the
28th day of June, 1989 at 8:15 p.m. for the purpose of conducting a
public hearing on such proposal to establish extension #3 of Water
District No. 7 with the specified improvements and to hear all
persons interested in the subject thereof concerning the same, and
a hearing having been duly held by said Board at such time and
place, and it having been duly resolved and determined following
such hearing that the notice of hearing was published and posted as
required by law and otherwise sufficient that all of the property
and property owners within the proposed district were benefited
thereby, that all property and property owners benefited were

included within the limits of the proposed district and that it was
in the public interest to grant in whole the relief sought, and it
having been then and there further resolved that the establishment
of such district as proposed be approved, subject to permissive
referendum in the manner provided in Article 7 of the Town Law, and

district is not a condition precedent for the establishment of
Extension 3 of Water District No. 7, and that subsequently a
Certificate of the Town Clerk having been filed pursuant to
Subdivision 4 of Section 209 -E of the Town Law certifying that no
Petition was filed requesting such referendum and permission of the
State Comptroller not being required, pursuant to Section 209 -F of

of right of way construction costs, legal fees and other expenses

authorized and directed to cause a certified copy of the Order to
be duly recorded in the Office of the Clerk of the County of

shall be financed at no cost to the Town of Lansing, the cost of
said improvement to be paid by funds availabile from a grant made
