Butler, Mr. Teeter, Mr. and Mrs. Roy Moore, Mr. Robert Lynch and sister,
Susan Kym, Jack Rogers and daughter and about six other residents.
The Supervisor called the meeting to order having the clerk take the
Roll Call.
Proof of Notice having been furnished by the Town Clerk, the Public
Hearing on Proposed Lansing Water District No. 12 was called to order at
8:00 P.M.
John Kaminsky gave a presentation of the proposed water district.
Mr. Jack$Rogers stated that approximately six to eight properties south
of the Orrear property would like to be included in the district. The
possibility of this was discussed and it was decided that the only way
these property owners could receive water would be to do an extension of a
water district. This would have to include 100% of the property owners. It
was felt that Mr. Orrear would refuse to be included in such an extension.
Mr. Robert Lynch also asked to be included in the proposed district.
The Board Members felt this would be-too:-muth= .of- "a`cost increase for the
residents in said district.
Mr. Lynch also made the following statement " I should be allowed the
opportunity for my property be included in this water district, that the cost
of running the lines up there should be borne by the entire district, and that if
the Board feel fit not to include this property, that I should be allowed to
seek an extension that would only extend as far east along Teeter Road as I
would need to make the necessary c�onnett•ionsfor homes and /or businesses ".
Mr. Kaminsky stated that the developers are paying 90% of this district.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Beckwith:
RESOLVED that the Public Hearing on Proposed Lansing Water District No. 12
be terminated at 8:14 P.M.

Hearing on Proposed Lansing Water District No. 7 - Extension 3 was called to
order at 8 :15 P.M.
No one. %appeared voicing any objection to the Proposed District Extension, and
all persons desiring to be heard, having been heard, the Public hearing was
terminated at 8:29 P.M.
Proof of Notice having been furnished by the Town Clerk, the Public
Hearing on Proposed Lansing Water District No. 7 - Extension 4 was called to
order at 8 :30 P.M.
No one appeared voicing any objection to the Proposed Lansing Water; °District
No. 7 - Extension No. 4, and all persons desiring to be heard, having been
heard the Public Hearing was terminated at 8:33 P.M.
RESOLUTION offered by Mr. Tvaroha who moved its adoption, seconded by

RESOLVED that the Town Board hereby approves Lansing Water District No. 7-

ORDER AND RESOLUTION OF THE TOWN BOARD ESTABLISHING
EXTENSION 3 OF THE WATER DISTRICT NO. 7 OF THE TOWN OF LANSING
At a meeting of the Town Board of the Town of Lansing held at
the Lansing Town Hall on June 28, 1989 at 8:15 p.m.
Present: Jeanine Kirby, Supervisor
Louis Emmick, Councilman
Jeffrey Cleveland, Councilman
Larry Tvaroha, Councilman
Herbert Beckwith, Councilman
In the matter of the establishment of Extension 3 of the Water
District No. 7 of the Town of Lansing, County of Tompkins, State of
New York, pursuant to Article 12 -A of the Town Law.
- WHEREAS, a map, plan and report have been prepared in such
manner and in such detail as has heretofore been determined@ by the
Town Board of the Town of Lansing, relating to the establishment of
a proposed water district in the Town; and
WHEREAS, such map, plan and report have been duly filed in the
Town Clerk's Office in said Town; ands
WHEREAS said map plan and report was prepared by T. G.
Miller & Associates, P. C., Engineers and Surveyors, Ithaca, New
York, who are duly licensed by the State of New York, which showed
the boundaries of the proposed district, a general plan of the
water system and a report of the proposed improvements, the
estimated expense of these improvements, the proposed method of
financing, which map, plan and report are on file in the Town
Clerk's Office for public inspection, and all other matters
required by law to be stated; and
WHEREAS, the map shows the proposed water district, water
mains, fire hydrants and other related and necessary appurtenances;
and
WHEREAS, an Order was passed on June 7, 1989, designating June
28, 1989, at 8:15 p.m. at the Town Hall in Lansing, New York, to
consider the plan, map and report and to hear ail persons
interested in this matter and to take action as required by law; and
WHEREAS, the said Order was published and posted as required
by law; and -
.WHEREAS, a public hearing on the matter was held by the Town
Board on June 28,1989 at the Lansing Town Hall as aforesaid, at
8:15 p.m. and the 'matter was fully discussed and all interested
parties and persons were heard. `
Upon the evidence given at the hearing and upon a motion duly
made by Councilman - seconded by Councilman the
following resolution was unanimously adopted.
It is hereby determined that:
(a) The notice of hearing was published and postecl as
required by law, and it is otherwise sufficient.
(b) All the property and property owners within the proposed
district are benefited thereby.
(c) All the property and property owners benefited are
included within the limits of the proposed district.
(d) The establishment of this--,, district is in the public
ro interest.

IT IS FURTHER RESOLVED that the district as set
forth in the map, plan and report. be' approved, that the requested
improvement be constructed and that the necessary- easements and
lands be acquired upon the required funds being made available and
provided for
IT IS FURTHER RESOLVED that this district shall be know as
Extension 3 of the Water District No: 7 of the Town of Lansing and
shall be bounded and described as follows: see Exhibit A attached.
IT IS FURTHER RESOLVED that the proposed improvements,
including the cost of right of way construction costs, legal fees.
and other expenses shall be financed at no cost to the Town of
Lansing but shall be financed by the subdivider.
It is further resolved that this resolution is subject to

permissive referendum as provided in Town Law, Section 209 -E in the
manner provided in Article 7 of the Town Law.
It is further resolved that establishment of Extension 3 of
the Water District No. 7 of the Town of Lansing is not subject to
approval by the New York State Deparment of Audit and Control.

lands be acquired upon the required funds being made available and
provided for.
IT IS FURTHER RESOLVED that this district shall be know as
Extension 4 of the Water District No. 7 of the Town of Lansing and
shall be bounded and described as follows: see Exhibit A attached.
IT IS FURTHER RESOLVED that the proposed improvements,

It is further resolved that this resolution is subject to
permissive referendum as provided in Town Law, Section 209 -E in the

the Water District No. 7 of the Town of. Lansing is not subject to
approval by the New York State Deparment of Audit and Control.

permissive referendum as provided in Town Law, Section 209 -E in the
manner provided in Article 7 of the Town Law.
IT IS FURTHER RESOLVED that establishment of Water District 9
is subject to approval by the New York State Deparment of Audit .and
Control.

The issue of the cost of health insurance was discussed. Mr. Thaler
suggested that the Town look into other insurance companies before the
Blue Cross /Blue Shield increase becomes effective.
Mr. Lucente's attorney will get in touch with Mr. Thaler and a contract
will be written up for Mr. Lucente to contract for water with Water District
No. 5.
Mrs. Kirby informed the Board that Bolton Point will not let Mr. Schlather
contract for'-water. He will have to apply for an extension in order to
receive water at his residence behind Bucky's on Ridge Road.

No. 7, Extension 5, Town of Lansing, County of Tompkins, State of
New York, pursuant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report have been prepared in such
manner and in such detail as has heretofore been determined by the
Town Board of Lansing, relating to the establishment of a proposed
water district in the Town, and
WHEREAS, such map; plan and report dated June 16, 1989, have
been duly filed in the Town Clerk's Office in said Town, on June
16, 1989; and
WHEREAS, said map, plan and report were prepared by George
Schlecht, P.E., L.S., Dryden, New York, duly licensed by the State
of New York, showing the boundaries of the proposed district, a
general plan of the water system and a report of the proposed
method of operation, and

mains, fire hydrants and other related and necessary
appurtenances, and
WHEREAS, the boundaries of the proposed district are
described in Exhibit "A" attached hereto and made a part hereof,

WHEREAS, the improvements proposed are as follows:.
SERVICE AREA - As shown on the map filed in the Town
Clerk's Office and described in Exhibit A the proposed extension
No. 5 to existing Lansing (T) Water District No. 7 will include
approximately 51 acres of land along the south side of Water Wagon
Road and two parcels on the north side. There are presently 4
residential living units to be included within the service area.
POPULATION TO BE SERVED - The present population to be
served in the proposed area is 12 persons with the total potential
upon the development of the subdivision to be 84.
WATER SUPPLY - Treated water requirements, estimated not to
exceed an average of 7,000 gallons per day initially and 8,400
gallons per day ultimately, will be purchased from the Southern
Cayuga Lake Intermunicipal Water Commission (Bolton Point
Water Supply). The Town of Lansing is a member of the Commission
and the capacity of the Bolton Point supply is considered more
than adequate to supply this area.
FACILITIES TO BE CONSTRUCTED - The project consists of the
construction of approximately 4,250 feet of 8" diameter ductile
iron water main, together with valves, fire hydrants and other
related and necessary appurtenances along Water Wagon Road and

along the interior of the subdivision roadways to connect with the
existing Water District 7 line located at the intersection of
Water Wagon Road and Triphammer Road.
CONSTRUCTION CONDITIONS - The watermains will be
constructed within existing road right of way or proposed road
right of ways. No unusual soil and /or construction conditions are
anticipated to be encountered in the construction. Traffic will
not be interrupted; And
WHEREAS, the project cost will be as follows:
PRELIMINARY ESTIMATE OF PROJECT COST - The preliminary
estimate of project cost, including an allowance for
contingencies, engineering, technical, legal and administrative
costs is $100,000.00; And
WHEREAS, the operation will be as follows:
METHOD OF OPERATION - This main will be part of the Town of
Lansing water system. Static pressures in the new main will
range from 90 to 138 p.s.i. Each home will be provided with a
pressure reducing valve to maintain more moderate pressures within
each unit (40 -60 p.s.i. anticipated). The average main pressure
will be 115 p.s.i. in the subdivison; And
WHEREAS, the method of financing will be solely from the
owner of the subdivision less $2,000.00 per lot for the owners of
the two lots in the district lying north of Water Wagon Road. No
annual assessments for the repayment of initial capital cost will
be levied to benefitted property owners; And
WHEREAS, the maintenance and operating costs are as follows:
