OF THE TOWN BOARD OF THE TOWN OF
LANSING AMENDING LANSING WATER DISTRICT NO, 9
At a meeting of the Town Board of the Town of Lansing
held at the Town Hall in the Town of Lansing, Tompkins
County, New York, on the 21st day of March, 1989, at 7:30
p.m.

In the matter of the establishment of Lansing Water

District No, 9, Town of Lansing, County of Tompkins, State
of New York, pursuant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report have been prepared
in such manner and in such detail as has heretofore been
determined by the Town Board of Lansing, relating to the
establishment of a proposed water district in the Town, and
WHEREAS, such map, plan and report was amended and the
original and amendment have been duly filed in the Town
Clerk's Office in said Town, and
WHEREAS, said map, plan and report and amendment
thereto were prepared by T. G. Miller & Associates, P. C.,
Engineers and Surveyors, Ithaca, New York, duly licensed by
the State of New York, showing the boundaries of the
proposed district, a general plan of the water system and a
report of the proposed method of operation, and
WHEREAS, said map as amended shows the proposed water
district, water mains, fire hydrants and other related and
necessary appurtenances, and

WHEREAS, the boundaries of the proposed district are
described in Exhibit "A" attached hereto and made a part
hereof, and
WHEREAS, the improvements proposed are as follows:
SERVICE AREA - As shown on the attached map and
described in Exhibit A the proposed water district will
consist initially of some 60 individual residences, two
apartment complexes totalling 168 living units, a recently
developed 13 lot light industrial /commercial subdivision,
together with approximately 88 vacant residential lots and
77 acres of vacant land. The service area is generally
located along Farrell Road and Warren Road between
Hillcrest and Asbury Roads. The area of the proposed
district is 310 + acres and the current assessed
valuation of all property included is about 5.5 million
dollars.
POPULATION TO BE SERVED - The present equivalent
residential population to be served in the proposed
district is estimated at 665 persons. With ultimate
development, the maximum future equivalent population is
estimated at 1300 persons.
WATER SUPPLY - Treated water requirements, estimated
not to exceed an average of 66,500 gallons of water per day
presently and 130,000 ultimately, will be purchased from
the Southern Cayuga Lake Intermunicipal Water Commission
(Bolton Point Water Supply). The Town of Lansing is a
member of the Commission and the capacity of the Bolton

Supply is considered more than adequate to serve this
district.
FACILITIES TO BE CONSTRUCTED - As shown on the Map
and Plan of the proposed water district, the facilities to
be constructed will consist of some 17,200 feet of•10, 8
and 6 inch diameter ductile iron watermains together with
valves, fire hydrants, water services to street R.O.W.'s
and other related and necessary appurtenances.
The existing 16 inch diameter water mains and 1 MG
storage tank shown on the plan are part of the townwide
distribution system previously constructed by the Town with
grant funds from Federal and County agencies, private
industry and a private university. The existing 8 inch
diameter water main serving the-industrial /commercial
subdivision was also constructed completely with private
funds and will be deeded to the Town for ownership and
maintenance. There are no capital costs associated with the
existing water mains and storage tank to be financed by
Lansing (T) Water District No. 91
CONSTRUCTION CONDITIONS _ The watermains will be
constructed within existing road right of way or acquired
easements. No unusual soil and /or construction conditions
are anticipated to be encountered in the construction.
Traffic will not be interrupted. Test borings will be taken
to determine the extent and depth to rock and this
information will be made available to bidders.

PRELIMINARY ESTIMATE OF PROJECT COST - As shown
below, the preliminary estimate of project cost, including
an allowance for contingencies, engineering, technical,
legal, and administrative costs is $735,000. This estimate
is based on prices received by the Town for other water
projects bid during the past two years.

WHEREAS, the operation will be as follows:
METHOD OF OPERATION - The proposed water main
extension will be connected to the existing Town of
Lansing water distribution system at Warren Road and
Village Circle South. Pressure will be provided by the 1
MG capacity Town water tank, approximate overflow

elevation 1189; located at Village Circle South to the
east of Warren Road. Water is pumped to this tank by the
Town pumping station located at Burdick Hill and North
Triphammer Roads. The source of supply is the SCLIWC water
tank which is located near the pumping station.
Due to changing topography and a wide variation in
ground surface elevations, water main pressures in the
existing Lansing water system are controlled by main line
pressure reducing stations. However, since ground surface
elevations in the proposed water district, which is
located in the proximity of the town standpipe, vary only
by approximately 70 feet and static water main pressures
will range between 30 and 60 p.s.i.; And
WHEREAS, the method of financing will be as follows:
METHOD OF FINANCING - The $735,000 project cost of
the water district improvement is planned to be financed by
the issuance of serial bonds to mature in annual
installments, and that said annual installments, which
include repayment of principal and interest, shall be
assessed by a proposed formula as follows:
1. Existing Residential Dwellings and
Industrial /Commercial Properties Fronting on Water Mains
A. Residential Parcels 2 acres or less: Assessed one
(1) unit per dwelling and one (1) unit for the dwelling lot.

one acre lots with a minimum of 150 foot frontage will be

tax map parcel and one (1) unit for each dwelling within
the complex.
D. Industrial /Commercial Parcels: Assessed one (1)
unit for the tax map parcel and two (2) units for each
industrial /commercial business on the parcel.

2. Vacant Lots/Unimproved Land Fronting on Water
A. General: For the purposes of assessment, vacant
lots will be divided into one acre lots with a minimum of
150 foot frontage and assessed one (1) unit for each lot.
Remaining unimproved rear land will be assessed one -sixth
(1/6) unit per acre.
3. Newly Built Houses and Apartments
A. When additional houses and apartments or other
buildings are built on an existing vacant or new
subdivision lot, they will be assessed as per the above
formulae.
ESTIMATED REVENUE REQUIRED - Assuming the project
is financed with 20 year serial bonds at 8% interest and a
minimum principal repayment at 80% of the average, the
first year payment is calculated as follows:

$88,200/416 units = $212 /assessment unit

ESTIMATED COST TO PROPERTY OWNER FIFTH YEAR- With 20
new units of growth in the District, the estimated annual
cost above would be reduced by approximately 1/5 to
$175 /assessment unit (living unit or vacant lot) or $350
for house and lot; And
WHEREAS, the maintenance and operating costs are as
follows:
MAINTENANCE AND OPERATING COSTS - The costs of
maintaining and operating the Town system, including the
cost of treated water supplied by Bolton Point, are
recovered in the per - gallon price charged to water users.
Metered water charges, using the current Town per - gallon
pricing schedule, are estimated to be $130 to $160 per
average single family household per year and are in
addition to the annual capital repayment cost.
ONE TIME CONNECTION CHARGES - For each household:
Bolton Point Water Supply connection fee, water meter,
pressure reducer, etc. $ 4750

WHEREAS, as amended, the said map, plan and report
describing the said Water District No. 9 are on file in the
Town Clerk's Office for public inspection during the thirty
(30) day period following the adoption of the plan.
NOW, on motion of Herbert Beckwith, seconded by Larry
Tvaroha, it is hereby
ORDERED, that the Town Board of the Town of Lansing
hold a public hearing at the Lansing Town Hall Annex
(Community Center) in said Town of Lansing on the 5th day
of April, 1989, at 6:30 p.m. on that date and consider said
maps, plans and reports and to hear all persons interested
in the subject thereof concerning.the same and to take such
action thereof as is autorized or required by law.
The .adoption of the foregoing order and resolution was
duly put to a vote and upon call the vote was as follows:

WHEREAS, the boundaries of the proposed district are

approximately 53 existing residences and approximately 30 acres of
undeveloped land located along Asbury and Horvath Drives and
Triphammer Terrace from Asbury Drive north to a point about 1000
feet north of Horvath Drive. The area of the proposed water
district is 81.5 + acres.
POPULATION TO BE SERVED - With ultimate development, the
maximum population to be served in the proposed district is
estimated at approximately 220 persons.
WATER SUPPLY - Treated water requirements, estimated not to
exceed an average of 22,000 gallon's per day, will be purchased
from the Southern Cayuga Lake Intermunicipal Water Commission
(Bolton Point Water Supply). The Town of Lansing is a member of
the Commission and the capacity of the Bolton Point supply is
considered more than adequate to serve this district.

WHEREAS, the operation will be as follows:
METHOD OF OPERATION - The proposed water main extension
will connect at two locations to the existing Town of Lansing
Water District No. 7 distribution system on North Triphammer Road.
Pressure will be provided by the 1 MG capacity Town water tank,
approximate overflow elevation 1189, located at Village Circle
South to the east of Warren Road. Water is pumped to this tank by
the Town pumping station located at Burdick Hill and North
Triphammer Roads. The source of supply is the SCLIWC water tank
which is located near the pumping station.
Due to changing topography and a wide variation in ground
surface elevations, water main pressures in the existing Lansing
Water system at lower elevations are controlled by main line
pressure reducing stations. Ground surface elevations in the
proposed water district vary by approximately 70 feet and static
water main pressures will range between 75 and 105 p.s.i.
Individual pressure reducing valves will be required to be
installed on each house service so pressures can be maintained in
the 40 to 60 p.s.i. range; and
WHEREAS, the method of financing will be as follows:

PROJECT COST - The $250,000 project cost of the water
district improvement is planned to be financed by the issue of
serial bonds to mature in annual installments, and that said
annual installments, which include repayment of principal and
interest, shall be assessed by a proposed formula as follows:

dwelling and one (1) unit for the dwelling lot.
b. Parcels greater than 2 acres: Assessed one (1) unit

unit per acre.
2. Vacant Lots /Unimproved Land Fronting on Water Mains
a. General: For the purposes of assessment, vacant lots
fronting on water mains will be divided into one acre lots with a
minimum of 150 foot frontage and assessed one (1) unit for each
lot. Remaining unimproved rear land will be assessed one -sixth
(1/6) unit per acre.
3. Newly Built Houses and Apartments
a. When additional houses and apartments or other
buildings are built on an existing vacant or new subdivision
lot, they will be assessed as per the above formulae.
Assuming the project is financed with 20 year serial bonds at
8% interest and a minimum principal repayment at 80% of average,

Assuming 20 of a potential 44 new units of growth in the
District is realized in five years, the estimated annual cost
above would be reduced by approximately 1/4 to $197 /assessment
unit or $394. for house and lot; and
WHEREAS, the maintenance and operating costs are as follows:
MAINTENANCE AND OPERATING COSTS - The costs of maintaining
and operating the Town system, including the cost of treated
water supplied by Bolton Point, are recovered in the
per - gallon price charged to water users. Metered water charges,
using the current Town per - gallon pricing schedule, are
estimated to be $130 to $160 per average single family household

In the matter of the establishment of Lansing Water District
No. 15, Town of Lansing, County of Tompkins, State of New York,
pursuant to Article 12 -A of the Town Law.
WHEREAS, Maps, Plans, including two alternatives and a report
including the two alternatives have been prepared in such manner
and in such detail as have heretofore been determined by the Town
Board of Lansing, relating to the establishment of a proposed
water district in the Town, and
WHEREAS, such maps, plans and report have been duly filed in
the Town Clerk's Office in said Town, and
WHEREAS, said maps, plans and report were prepared by T. G.
Miller & Associates, P. C., Engineers and Surveyors, Ithaca, New
York, duly licensed by the State of New York, showing the
boundaries of the proposed district, a general plan of the water
system and a report of the proposed method of operation, and
WHEREAS, said maps show the proposed water district, water
mains, fire hydrants and other related and necessary
appurtenances, and
WHEREAS, the boundaries of the proposed district are
described in Exhibits "A" and "B" attached hereto and made a part
hereof, and
WHEREAS, the improvements proposed are as follows:
SERVICE AREA - As shown on the attached maps the service
area is generally located along North Triphammer Road between
Asbury Road and Peruville Road (NYS Route 34B) and also includes
all of Sharon Drive. Two alternative water main routes and
associated district boundaries have been considered. Alternate "A"
will include Sharon Drive and all of North Triphammer Road between
Asbury and Peruville Roads. Alternative "B" will include Sharon
Drive and North Triphammer Road from Asbury Road to the southern
intersection with Sharon Drive, then from the northern
intersection of Sharon Drive to Peruville Road. Water mains
installed in Alternate "A" will serve some 48 existing residences,
3 commercial properties and approximately 8 acres. of undeveloped
land. Water mains installed in Alternate "B" will serve 6 less
existing residences.
POPULATION TO BE SERVED - With ultimate development, the
maximum population to be served in the proposed district is
estimated at 150 persons.
ATER SUPPLY - Treated water requirements, estimated not to
exceed an average of 15,000 gallons of water per day, will be
purchased from the Southern Cayuga Lake Intermunicipal Water

Commission (Bolton Point Water Supply)
The Town of Lansing is a
member of the Commission and the capacity of the Bolton Point
supply is considered more than adequate to serve this district.
FACILITIES TO BE CONSTRUCTED - As shown on the attached
Maps and Plans of the proposed water district, for the water main
route of Alternate "A" the facilities to be constructed will
consist of some 4,300 feet of 10 inch and 2,300 feet of 8 and 6
inch diameter ductile iron water mains together with valves, fire
hydrants, services to street R.O.W.'s and other related and
necessary appurtenances. For the water main route of Alternate "B"
the facilities to be constructed will consist of some 3,570 feet
of 10 inch and 2,300 feet of 8 and 6 inch diameter ductile iron
water mains and related appurtenances.
CONSTRUCTION CONDITIONS - The watermains will be
constructed within existing road right of way or acquired
easements. Construction adjacent to an existing gas main is
possible but will not create any unusual conditions. Traffic will
not be interrupted. Test borings will be taken to determine the
extent and depth to rock and this information will be made
available to bidders; and
WHEREAS, the estimate of project cost are as shown below:
PRELIMINARY ESTIMATE OF PROJECT COST - The preliminary
estimate of project cost for water main routes Alternate "A" and
Alternate "B" are as follows and include water pipe, valves,
hydrants, services, excavation, surface restoration and other
incidentals. These estimates are based on prices received by the
Town for other water projects bid during the past two years.

WHEREAS, the operation will be as follows:

METHOD OF OPERATION - The proposed water main extension
will connect at two locations to the existing Town of Lansing
Water District No. 7 distribution system. One connection will be
to the existing 10 inch main at the intersection of Asbury and
North Triphammer Roads and the other to the existing 8 inch main
at the intersection of Peruville and North Triphammer Roads. Main
pressure.will be provided by the 1 MG capacity Town stand pipe,
approximate overflow elevation is 1189, located at Village Circle
South.
The topography within the proposed district is fairly
consistent with ground elevation varying from 940 to 965. Static
water main pressure will range between 108 ad 96 psi with house
service pressure maintained at 60 psi by individual pressure
reducing valves; and
WHEREAS, the method of financing will be as follows:
METHOD OF FINANCING
ASSESSMENT FORMULA _ The total project cost of the water
district improvement is planned to be financed by the issuance of
serial bonds to mature in annual installments, and that said
annual installments, which include repayment of principal and
interest, shall be assessed by a proposed formula as follows:
1. Existing Dwellings Fronting on Water Mains
a. Parcels 2 acres or less: Assessed one (1) unit per
dwelling and one (1) unit for the dwelling lot.
b. Parcels greater than 2 acres: Assessed one (1) unit
per dwelling and one (1) unit for the dwelling lot. If enough
frontage exists, additional one acre lots with a minimum of 150
foot frontage will be assessed one (1) unit for each lot. Any
remaining unimproved rear land will be assessed one -sixth (1/6)
unit per acre.

AMENDED FINAL ORDER OF THE TOWN BOARD, TOWN OF LANSING
ESTABLISHING EXTENSION #1 OF LANSING WATER DISTRICT NO. 6
HEREINAFTER REFERRED TO AS LANSING WATER DISTRICT 6 EXTENSION
An Engineer's Report dated April 15, 1988 having been prepared
by the Town of Lansing Engineer and a map, plan and report for
providing the facilities, improvements and services in a portion of
the Town of Lansing wherein extension #1 of Water District No. 6
hereinafter described was proposed to be established, and said map,
plan and report having been duly filed in the Office of the Town
Clerk on April 15, 1988 and an Order having been duly adopted by
the Town Board of the Town of Lansing on May 18, 1988 reciting the
description of the boundaries of the proposed district, the maximum
amount proposed to be expended for the improvement, the fact that
no cost for the improvement would be incurred by the Town, the fact
that a plan, map and report describing the same are on file in the
Town Clerk's Office for public inspection specifying that said Town
Board shall meet at the Town Hall in the Town of Lansing on the
first day of June, 1988 at 7:15 p.m. for the purpose of conducting
a public hearing on such proposal to establish extension #1 of
Water District No. 6 with the specified improvements and to hear
all persons interested in the subject thereof concerning the same,
and a hearing having been duly held by said Board at such time and
place, and it having been duly resolved and determined following
such hearing that the notice of hearing was published and posted as
required by law and otherwise sufficient that all of the property
and property owners within the proposed district were benefited
thereby, that all property and property owners benefited were
included within the limits of the proposed district and that it was
in the public interest to grant in whole the relief sought, and
that at a further meeting of the said Town Board held in and for
the Town of Lansing on' December 7, 1988, the matter having been
brought on before the Board to confirm the findings previously
found as aforesaid, and it having been then and there further
resolved that the establishment of such district as proposed be
approved, subject to permissive referendum in the manner provided
in Article 7 of the Town Law, and that the permission of the
Comptroller for the extension of said district is not a condition
precedent for the establishment of such extended District No. 6,
and that subsequently a Certificate of the Town Clerk having been
filed pursuant to Subdivision 4 of Section 209 -E of the Town Law
certifying that no Petition was filed requesting such referendum
and permission of the State Comptroller not being required,
pursuant to Section 209 -F of the Town Law, it is hereby
ORDERED, that Extension #1 of Lansing Water District 6 be
established in the Town of Lansing, Tompkins County, New York and
be designated as Extension #1 of Lansing Water District 6 of the
Town of Lansing and to be of the following description and
boundaries, to
wit.
All that tract or parcel of land situate in the Town of
Lansing, County of Tompkins, State of New York being described as
follows:

ORDERED, that the following improvements in said District be
constructed upon the required funds being made available or
provided for: the facilities to be constructed at this time will
consist of some 4,200 feet of 8 inch ductile iron watermains,
valves, hydrants and appurtenances; and it is further

of right of way construction costs, legal fees and other expenses
shall be financed at no cost to the Town of Lansing but shall be
financed by the subdivider; and it is further

be duly recorded in the Office of the Clerk of the County of
Tompkins in which the Town of Lansing is located within ten (10)
