The Supervisor called the meeting to order having the clerk take the
Roll Call,
Tom Miller gave the Board an update on the Water Districts.
RESOLUTION offered by Mr. Emmick who moved its adoption, seconded by
Mr. Cleveland:
RESOLVED that the Town Board hereby authorizes T.G. Miller Assoc. to bid
the installation of the water line entitled " Emergency Intermunicipal Water
Connection - East Shore Drive ".HUD CDBG Project #B- 85 -DH -36 -0012, B- 86 -DH -36 -0305,
and he is also hereby authorized to advertise for said bid.

Mrs. Kirby stated that Helen Howell informed her that the Land fill will
not be accepting any trash from any spring clean -ups.

RESOLVED that the rules and regulations of Town roads be amended to read
as follows:
Specifications For Roads To Be Accepted On Town Highway System
RIGHT OF WAY - 60 feet minimum in level terrain. Additional right of way
may be specified where deep cuts or fills exist.
WIDTH OF ROAD METAL - 20 Feet minimum
SHOULDER WIDTH - 6 Feet minimum
CONSTRUCTION SPECIFICATIONS:
1. Before placing any gravel, the subgrade shall be crowned to inch
per foot and well compacted.
2. Adequate ditches shall be provided by builder. The minimum ditch
grade shall be 0.5 %. Town will run ditches.
3. Culverts shall be placed in natural waterways, at low spots in
grade and in other spots where required. Builder will furnish
culverts and install head walls if needed or requested by Highway
Superintendent. All culvert sizes and lengths shall be determined
by Highway Superintendent before installation.
4. Under drains shall be placed in low wet areas where side hill seepage
is encountered or in other areas where required.
5. Approved gravel shall be placed 12 inches deep,(or at discretion
of Highway Superintendent), from ditch to ditch on first lift and well
compacted.

follows:
Section 1. No civil action shall be maintained against the
Town of Lansing (hereinafter referred, to as "the Town ") or the Town
Superintendent of Highways of the Town, or against any improvement
district in the Town for damages or injuries to person or
property (including those arising from the operation of
snowmobiles) sustained by reason of any highway, bridge, culvert,
highway marking, sign, .-device, parks, playgrounds, any stream or
body of water or any building or other structure, or any other
property owned, operated or maintained by the Town of any property
owned, operated or maintained by any improvement district therein,
being defective, --out-.of repair, unsafe, dangerous or obstructed
unless written notice of such defective, unsafe, dangerous or
z. %obstructed condition of such highway, bridge, :..culvert, highway
....marking, sign, ...device, ...parks,.... playgrounds, any stream or .body of
water or any building or other structure, or any other property
owned, operated or maintained by the Town, or any property owned,
j operated or maintained by any ,improvement district, was actually
! - given to the Town Clerk of the Town or the Town Superintendent of
Highways of the Town, and there Was a failure or neglect within a
reasonable time after the giving of such notice to repair or remove
the defect, danger or obstruction complained of; and no such action
shall be maintained for damages or injuries to persons or
property sustained solely as a consequence of the existence of
snow or ice upon any highway, bridge, culvert or any other property
owned by the Town or any property owned by an improvement district
in the Town unless written notice thereof, specifying. the
particular place, was. actually gile'n to the Town Clerk of the Town
or the Town Superintendent of Highways of the Town and there was a
failure or neglect to cause such snow or ice to be removed or to
make the place otherwise reasonably safe within a reasonable time
j after the receipt of such notice.
BE IT FURTHER RESOLVED, that there be a public hearing on said
amendment on November 2 1988 and that the Town Clerk
publish notice of said public hearing and of this Resolution
pursuant to Law.

SPECIFYING TIME AND PLACE OF
PUBLIC HEARING ON ESTABLISHMENT
OF LANSING (T) WATER DISTRICT NO. 9
At a meeting of the Town Board of the Town of Lansing
held at the Town Hall in the Town of Lansing, Tompkins
County, New York, on the 19th day of October, 1988, at 7030:
p.m.

In the matter of the establishment of Lansing Water
District No, 9, Town of Lansing, County of Tompkins, State
of New York, pursuant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report have been prepared
in such manner and in such detail as has heretofore been
determined by the Town Board of Lansing, relating to the
establishment of a proposed water district in the Town, and
WHEREAS, such map, plan and report have been duly
filed in the Town Clerk's Office in said Town, and
WHEREAS, said map, plan and report were prepared by
T. G. Miller & Associates, P. C., Engineers and Surveyors,
Ithaca, New York, duly licensed by the State of New York,
showing the boundaries of the proposed district, a general
plan of the water system and a report of the proposed
method of operation, and
WHEREAS, said map shows the proposed water district,
water mains, fire hydrants and other related and necessary
appurtenances, and
WHEREAS,
the boundaries of the proposed
district
are
described in
Exhibit "A" attached hereto and
made a
part
hereof, and
WHEREAS, the improvements proposed are as follows:
SERVICE AREA - As shown on the attached map and
described in Exhibit A the proposed water district will
consist initially of some 70 individual residences, two
apartment complexes totalling 1,68 living units, a recently
developed 12 lot light industrial /commercial subdivision,
together with approximately 86 vacant residential lots and
77 acres of vacant land. The service area is generally
located along Farrell Road and Warren Road between
Hillcrest and Asbury Roads. The area of the proposed
district is 300 + acres and the current assessed
valuation of all property included is about 5.2 million
dollars.
POPULATION TO BE SERVED - The present equivalent
residential population to be served in the proposed
district is estimated at 650 persons. With ultimate
development, the maximum future equivalent population is
estimated at 1300 persons.
WATER SUPPLY - Treated water requirements,
estimated not to exceed an average of 65,000 gallons of
water per day presently and 130,000 ultimately, will be
purchased from the Southern Cayuga Lake Intermunicipal
Water Commission (Bolton Point Water Supply). The Town of
Lansing is a member of the Commission and the capacity of

FACILITIES TO BE CONSTRUCTED - As shown on the
attached Map and Plan of the proposed water district, the
facilities to be constructed will consist of some 16,300
feet of 10, 8 and 6 inch diameter ductile iron watermains
together with valves, fire hydrants, water services to
street R.O.W.'s and other related and necessary
appurtenances.
CONSTRUCTION CONDITIONS _ The watermains will be
constructed within existing road right of way or acquired
easements. No unusual soil and /or construction conditions
are anticipated to be encountered in the construction.
Traffic will not be interrupted. Test borings will be
taken to determine the extent and depth to rock and this
information will be made available to bidders.
PRELIMINARY ESTIMATE OF PROJECT COST - As shown
below, the preliminary estimate of project cost, including
an allowance for contingencies, engineering, technical,
legal, and administrative costs is $700,000. This estimate
is based on prices received by the Town for other water
projects bid during the past two years.

WHEREAS, the operation will be as follows:
METHOD OF OPERATION - The proposed water main
extension will be connected to the existing Town of
Lansing water distribution system at Warren Road and
Village Circle South. Pressure will be provided by the 1
MG capacity Town water tank, approximate overflow
elevation 1189, located at Village Circle South to the
east of Warren Road. Water is pumped to this tank by the
Town pumping station located at Burdick Hill and North
Triphammer Roads. The source of supply is the SCLIWC water
tank which is located near the pumping station.
Due to changing topography and a wide variation in
ground surface elevations, water main pressures in the
existing Lansing water system are controlled by main line
pressure reducing stations. However, since ground surface
elevations in the proposed water district, which is

of the town

vary only
by approximately
70 feet
and static
water main
pressures
will range between 30 and 60 p.s.i.; And
WHEREAS, the method of financing will be as follows:
METHOD OF FINANCING - The $700,000 project cost of
the water district improvement is planned to be financed
by the issuance of serial bonds to mature in annual
installments, and that said annual installments, which
include repayment of principal and interest, shall be
assessed by a proposed formula as follows:
1. Existing Dwellings Fronting on Water Mains
A. Parcels 2 acres or less: Assessed one (1) unit
per dwelling
and one (1) unit for
the dwelling lot.
B.

acres: Assessed one (1)

the dwelling

unit for the dwelling
lot. If enough frontage exists, additional one acre lots
with a minimum of 150 foot frontage will be assessed one
(1) unit for each lot. Any remaining unimproved rear land
will be assessed one -sixth (1/6) unit per acre.

A. General: For the purposes of assessment, vacant
lots will be divided into one acre lots with a minimum of
150 foot frontage and assessed one (1) unit for each lot.
Remaining unimproved rear land will be assessed one -sixth
(1/6) unit per acre.

formulae.
ESTIMATED REVENUE REQUIRED - Assuming the project
is financed with 20 year serial bonds at 8% interest and a
minimum principal repayment at 80% of the average, the
first year payment is calculated as follows:

20 new units of growth in the District, the estimated
annual cost above would be� reduced by approximately 1/5 to
$175 /assessment unit (living unit or vacant lot) or $350
for house and lot,. And
WHEREAS, the maintenance and operating costs are as
follows:
MAINTENANCE AND OPERATING COSTS - The costs of
maintaining and operating the Town system, including the
cost of treated water supplied by Bolton Point, are
0
recovered in the per - gallon price charged to water users.
Metered water charges, using the current Town per - gallon
pricing schedule, are estimated to be $130 to $160 per
average single family household per year and are in
addition to the annual capital repayment cost.
ONE TIME CONNECTION CHARGES - For each household:

WHEREAS, said map, plan and report describing the
extension of the said water district No. 9 are on file in

seconded by Mr. Beckwith , it is hereby
ORDERED that the Town Board of the Town of Lansing
hold a public hearing at the Lansing Town Hall in said
Town of Lansing on the 2nd�.day of November, 1988, at 8:00
p.m. on that date and consider said map, plan and report
and to hear all persons interested in the subject thereof
concerning the same and to take such action thereof as is
required or authorized by law.
The adoption of the foregoing order was duly put to a
vote and upon call the vote was as follows:

The top lift shall be crushed gravel or crusher run stone, 20 feet wide,
6 inches deep, centered on base and compacted. The total compacted depkCh of
gravel should be 18 inches. Gravel base will be compacted at 9 inch lifts, top
grade compacted at the 6 inch lift.
6. All depth measurements refer to compacted depths. All culverts shall be approved
by higjiway "Superintendent.

8. All curve radiuses shall be built to the Highway Supertindents approval.
REQUIREMENTS:
. No dead -end roads to be accepted.
Roads will be accepted only if they are free and clear of all liens,
encumbrances, easements and /or right of ways.
A written statement of acceptance must be filed by the Highway Superintendent
and Town Attorney before any road shall be accepted by the Town Board.

Mrs. Kirby was advised to find out what the Consumer Price Index quote was
for January 1, 1988, multiply that figure by 2,400 and send Vestal Asphalt a
notice of monies due to the Town of Lansing.

1988 having been furnished to the Board Members beforehand, the Supervisor asked
for a motion to propose corrections or to accept same as submitted.
