The Lansing Town Board met in a Special Meeting on August 31, 1988
at 8:00 P.M. at the Lansing Town Hall Board Room.

The Supervisor called the meeting to order having the clerk take
the Roll Call.
RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded
by Mr. Tvaroha:
RESOLVED that the Bookkeeper is hereby authorized to prepare the
request for funds on the total of the bills and
BE IT FURTHER RESOLVED that she is hereby authorized to pay said
bills once the funds are put in the HUD checking account.

Earl Peters, Mr. and Mrs. Dikeman and about 20 other people.
A discussion was held concerning the number of campers allowed into
Myers Park at one time. Mr. Anderson will be contacted and this matter
will be brought up at a later date.
After much discussion concerning the Orear subdivision, the following
Resolution was offered:
RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded
by Mr. Tvaroha:
RESOLVED, that based upon the statement by Steve Kern of the Tompkins
County Health Department that there is no present violation of the
public health law concerning the Hoi building permit, the Town Board
unaninously directed George Totman to reissue the building permit
for the Hoi's and for Mr. Thomas and Mr. Dikeman upon proper application
with a statement that the parcel of land upon which the structure is to
be built does not comply with the Town of Lansing Zoning Ordinance since
it is not part of a Major subdivision.
Carried.

WHEREAS, said map shows the
proposed water district, water i

WHEREAS, the boundaries of

scribed in Exhibit "A" at- .

WHEREAS, the improvements
proposed ore as follows:
SERVICE AREA - -As shown on
the attached mop and de-
scribed in Exhibit A the pro-
posed water district will in-
clude approximately .73 r
existing residences and op
proximotely 230 acres of un-
developed land. The area of
the proposed district is 375
plus /minus acres and the cur -,
rent assessed valuation of all t
property included is about 6.8 j
million dollars.
POPULATION TO BE SERVED — I
With ultimate development, 1,
I the maximum population to
be served i n the proposed dis-
trict is estimated at approxi-
mately 620 persons. The pre-
s e n t p o p u l a t i o n is,
approximately 200.
WATER SUPPLY -- Treated wa-
ter requirements, estimated
not to exceed on average of )
62,000 gallons per day, will
be purchased from the South- i
ern Cayuga Lake Intermunici
pal Water Commission (Bolton I
Point Water Supply). The Town
Of Lansing is a member of the ;
Commission and the capacity
of the Bolton Point supply is
considered more than ad-
equate to serve this district.
FACILITIES TO BE CON -
STRUCTED —As shown on the
attached Map and Plan of the
proposed water district, the
facilities to be constructed will
consist of approximately 13,- I
400 feet of 8 inch and 6 inch
diameter ductile iron water - I
mains together with valves,
fire hydrants, services to street
R.O.W.'s and other related
and necessary appurtenances.
CONSTRUCTION CONDI-
TIONS —The watermains will `
be constructed within existing
road right of way or acquired
easements. No unusual soil
and /or construction conditions
are anticipated to be encoun-
tered in the construction. Traf-
fic will not be interrupted. Test
borings will be taken to deter-
smine the extent and depth to
rock and this information will
be made available to bidders;
and
WHEREAS, the estimate of pro-
ject cost are as shown below:

WHEREAS, the operation will
be as follows:
METHOD OF,OPERATION- -The
proposed 'water main exten-
sion will connect at two loca-
tions to the existing Town of
Lansing Water District No. 7
- distribution system on North-,
Triphammer Road. Pressure
will be provided by the 1 MG
capacity Town water lank, ap-
proximate overflow elevation
1189, located at Village Circle
South to the east of Warren
Road. Water is pumped to this
tank by the Town pumping
station located at Burdick Hill
and North _Triphommer Roads.
The source of supply is the
SCLIWC water tank which is
located near the pumping sta-
tion.
Due to changing topography
and a wide variation in
ground surface elevations,;
water main pressures in the-1
existing Lansing Water system f
at lower elevations are con-
trolled by main line pressure
reducing stations. Ground sur- i
' face elevations in the pro-
posed water district vary by 1
approximately 120 feet and
static water main pressures )
will range between 30 and 80'
,p.s.i. Individual pressure re-
ducing valves will be required 1
to be installed on each house
service so pressures can be
,maintained in the 30 to 60;
p.s.i. range; and
WHEREAS, the method of fi-
nancing will be as follows:
METHOD OF FINANCING
PROJECT COST —The $550,000
project cost of the water dis-
trict improvement is planned
to be financed by the issue of
serial bonds to mature in an-
nual installments, and that
said, annual installments,
which include repayment of
principal and interest, shall be
assessed by a proposed for-
mula as follows:
I.. Existing Dwellings Fronting
on Water Mains
a: Parcels 2 acres or less: As-
sessed one (1) unit per dwell-
ing and one (1) unit for the
dwelling lot.
b. Parcels greater than 2
acres: Assessed one (1) unit
'for the dwelling and one (1)
'�unit for the dwelling lot. If
enough frontage exists, addi-
tional one acre lots with a
minimum of 150 foot frontage
will be assessed one (1) unit
for each lot. Any remaining
unimproved rear land will be
assessed one -sixth (1/6) unit
per acre.
12. Vacant Lots /Unimproved
Land Fronting on Water Mains

a. General: For the purposes
of assessment, vacant lots
'fronting on water mains will
be divided into one acre lots
with a minimum of 150 foot
,frontage and assessed one (1 )
unit for each lot. Remaining
