The Supervisor presented her monthly report.
Mr. Donald Reynolds from the New York State Electric and Gas explained
the procedures of setting up a lighting district to the Board members.
Dave derrick and John Kaminsky gave updated water district reports.
RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded by
Mr. Emmick:
RESOLVED that a Public Hearing for the proposed Lansing Water District
No. 14 will be held on September 7, 1988 at 7:30 P.M. at the Lansing High
School in Room 101, Lansing Tompkins County, New York and
BE ITjFURTHER RESOLVED, that the Town Clerk is hereby authorized and
dirested to publish notice of such Hearing in the Ithaca Journal and to post
it on the Town Hall Bulletin Board,
Said Order and Resolution attached hereto and made a part thereof.

RESOLVED that the Town Board hereby establishes the extension of
Lansing Water District No. 6.
Said Resolution attached hereto and made a part thereof.
Carried.
Mr. Philip Munson Sr. asked the Town Board to consider the purchase
of a new mini bus in the future. He also asked if the bus could be kept at
Woodsedge., The question of insurance was brought up. No action was taken
at this time.

RESOLUTION AND ORDER
ESTABLISHING WARREN ROAD BUSINESS PARK LIGHTING DISTRICT
I

WHEREAS, a Petition dated July 7, 1988, pursuant to law,
having been duly presented to the Town Board of the Town of Lansing
requesting that a lighting district be established in the Town of
Lansing within the area described in Exhibit A attached hereto; and
WHEREAS, the Town Board, having duly adopted an Order on July
20, 1988 setting forth in general terms the filing of said
Petition,) the boundaries of the proposed district, improvements
proposed,; the fact that there would be no capital expenditure
required by the Town to be expended for the improvements and
specifying that the Town Board would conduct a public hearing at
the Town Fall, 29 Auburn Road, Lansing, New York on August 3, 1988
at 7:30 1p.m. to consider said Petition and hear all persons
interested in the subject matter thereof; and

hearing having been duly published and posted according to law, and
the Town Board having met at said time and place to hear all
persons interested in the subject matter and to consider the
establishment of said lighting district; and
the evidence offered, together with

RESIILVED, that the Town Board of the Town of Lansing, Tompkins
County, New York has, and it is hereby determined as follows.
10 That the Petition dated July 7, 1988 is signed,
acknowledged and is otherwise sufficient as provided by law.
2. That all of the property and property owners within the
the proposed district are benefited by said proposed lighting
district,
3. That all of the property and property owners benefited
are included within the proposed lighting district.
4. I That it is in the public interests to establish the
proposed lighting district as hereinafter described in Exhibit A
attached; and be it further
RESOLVED, that the Town Board does hereby approve the
establishment of a lighting district as hereinafter described in
Exhibit A to be known as the Warren Road Business Park Lighting
District;iand be it further
RESOLVED, that the boundaries of said Warren Road Business
Park Lighting District are as set forth on Schedule A attached
hereto; and be it further
RESOLVED, that the following improvements shall be constructed
in said district pursuant to the arrangements made with the New
York State Electric & Gas Corporation, the public utility servicing
said district, at no expense to the Town: nine (9) lights and
associated poles, brackets, wiring and cable; and be it further
RESOLVED, that the proposed improvements, including costs of
rights of way, if any, construction costs, legal fees, operating
expenses maintenance and other expenses shall be financed as
follows: each of the lot owners in said Warren Road Business Park
shall bel assessed a proportionate share of the annual cost of
operating and maintaining said lighting system, the Town Board
determining that each lot owner is benefited on an equal basis and
therefore), until otherwise determined by the Town Board, the cost
of installation, operation and maintenance of said lighting
district (shall be borne by each lot owner paying one - fourteenth
(1 /14th) or 7.143 percent of said cost annually; and be it further

RESOLVED, that the Town Clerk, and she hereby is authorized
and directed to file a certified copy of this Resolution in
duplicate) in the Office of the State Department of Audit and
Control at Albany, New York within ten (10) days after the

New York, ISection 194 and pursuant to the terms of the aforesaid

Lighting District and to have its existence within the boundaries

In the matter of the establishment of Lansing Water District
No. 14, Town of Lansing, County of Tompkins, State of New York,
pursuant to Article 12 -A of the Town Law,
a map, plan and report have been prepared in such
manner andl in such detail as has heretofore been determined by the
Town Boardl,of Lansing, relating to the establishment of a proposed
water district in the Town, and

the improvements proposed are as follows.
SERVICE AREA - As shown on the attached map and described
in Exhibit A the proposed water district will include
approximately 73 existing residences and approximately 230 acres
of undeveloped land. The area of the proposed district is 375 +
acres and the current assessed valuation of all property included
is about 6.8 million dollars.
POPULATION TO BE SERVED - With ultimate development, the
maximum population to be served.in the proposed district is
estimated at approximately 620 persons. The present population is
approximately 200.
WATER SUPPLY - Treated water requirements, estimated not to
exceed an average of 62,000 gallons per day, will be purchased
from the Southern Cayuga Lake Intermunicipal Water Commission
(Bolton Polnt Water Supply). The Town of Lansing is a member of
the Commission and the capacity of the Bolton Point supply is
considered more than adequate to serve this district.
FACILfTIES TO BE CONSTRUCTED - As shown on the attached Map
and Plan of the proposed water district, the facilities to be
constructea will consist of approximately 13,400 feet of 8 inch
and 6 inch diameter ductile iron watermains together with
valves, fine hydrants, services to street R.O.W.'s and other
related ands necessary appurtenances.

ION CONDITIONS - The watermains will be
construct',ed within existing road right of way or acquired
easementsi. No unusual soil and /or construction conditions are
anticipated to be encountered in the construction. Traffic will
not be interrupted. Test borings will be taken to determine the
extent and depth to rock and this information will be made
availablelto bidders; and

Water Dis rict No. 7 distribution system on North Triphammer Road.
Pressure will be provided by the 1 MG capacity Town water tank,
approximate overflow elevation 1189, located at Village Circle
South to ihe east of Warren Road. Water is pumped to this tank by
the Town umping station located at Burdick Hill and North
Triphammer, Roads. The source of supply is the SCLIWC water tank
which is located near the pumping station.
Due to changing topography and a wide variation in ground
surface elevations, water main pressures in the existing Lansing
Water system at lower elevations are controlled by main line
pressure reducing stations. Ground surface elevations in the
proposed water district vary by approximately 120 feet and static
water main pressures will range between 30 ad 80 p.s.i.
Individual pressure reducing valves will be required to be
installed on each house service so pressures can be maintained in
the 30 to 60 p.s.i. range, and

Fred King from the Ithaca Youth Bureau discussed handicapped programs
that the outh Bureau offers. He requested a donation of $6,000.00 from
the Town f Lansing to help support these programs. He stated that 22 people
from Lansing participated in these programs in 1987. The Town Board asked
Mr. King o give them a break down of how many were adults and how many were
childern. This will be discussed at a later date.

County ealth Department that there is no present violation of the
public ealth law concerning the Hoi building permit, the Town Board
unanino sly directed George Totman to reissue the building permit
for the Hoi's and for Mr. Thomas and Mr. Dikeman upon proper application
with a tatement that the parcel of land upon which the structure is to
be buil does not comply with the Town of Lansing Zoning Ordinance since
it is not part of a Major subdivision.
