Mr. Donald Reynolds from the New York State Electric and Gas explained the procedures of setting up a lighting district to the Board members. Dave derrick and John Kaminsky gave updated water district reports. RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded by Mr. Emmick: RESOLVED that a Public Hearing for the proposed Lansing Water District No. 14 will be held on September 7, 1988 at 7:30 P.M. at the Lansing High School in Room 101, Lansing Tompkins County, New York and BE ITjFURTHER RESOLVED, that the Town Clerk is hereby authorized and dirested to publish notice of such Hearing in the Ithaca Journal and to post it on the Town Hall Bulletin Board, Said Order and Resolution attached hereto and made a part thereof. Said Resolution attached hereto and made a part thereof. Carried. Mr. Philip Munson Sr. asked the Town Board to consider the purchase of a new mini bus in the future. He also asked if the bus could be kept at Woodsedge., The question of insurance was brought up. No action was taken at this time. r� u 1 RESOLUTION AND ORDER ESTABLISHING WARREN ROAD BUSINESS PARK LIGHTING DISTRICT I i WHEREAS, a Petition dated July 7, 1988, pursuant to law, having been duly presented to the Town Board of the Town of Lansing requesting that a lighting district be established in the Town of Lansing within the area described in Exhibit A attached hereto; and WHEREAS, the Town Board, having duly adopted an Order on July 20, 1988 setting forth in general terms the filing of said Petition,) the boundaries of the proposed district, improvements proposed,; the fact that there would be no capital expenditure required by the Town to be expended for the improvements and specifying that the Town Board would conduct a public hearing at the Town Fall, 29 Auburn Road, Lansing, New York on August 3, 1988 at 7:30 1p.m. to consider said Petition and hear all persons interested in the subject matter thereof; and S, certified copies of the Order directing said public hearing having been duly published and posted according to law, and the Town Board having met at said time and place to hear all persons interested in the subject matter and to consider the establishment of said lighting district; and the evidence offered, together with provides the Town with a sufficient basis determinations hereinafter made. NOW THEREFORE BE IT, the Petition to make the RESIILVED, that the Town Board of the Town of Lansing, Tompkins County, New York has, and it is hereby determined as follows. 10 That the Petition dated July 7, 1988 is signed, acknowledged and is otherwise sufficient as provided by law. 2. That all of the property and property owners within the the proposed district are benefited by said proposed lighting district, 3. That all of the property and property owners benefited are included within the proposed lighting district. 4. G. sociates, P. C., Engineers and Surveyors, Ithaca, New licensed by the State of New York, showing the of the proposed district, a general plan of the water system andja report of the proposed method of operation, and =V said map shows the proposed water district, water mains, fire hydrants and other related and necessary appurtenances, and WH describ and WH the boundaries of the proposed district are in Exhibit "A" attached hereto and made a part hereof, the improvements proposed are as follows. SERVICE AREA - As shown on the attached map and described in Exhibit A the proposed water district will include approximately 73 existing residences and approximately 230 acres of undeveloped land. The area of the proposed district is 375 + acres and the current assessed valuation of all property included is about 6.8 million dollars. POPULATION TO BE SERVED - With ultimate development, the maximum population to be served.in the proposed district is estimated at approximately 620 persons. The present population is approximately 200. WATER SUPPLY - Treated water requirements, estimated not to exceed an average of 62,000 gallons per day, will be purchased from the Southern Cayuga Lake Intermunicipal Water Commission (Bolton Polnt Water Supply). The Town of Lansing is a member of the Commission and the capacity of the Bolton Point supply is considered more than adequate to serve this district. FACILfTIES TO BE CONSTRUCTED - As shown on the attached Map and Plan of the proposed water district, the facilities to be constructea will consist of approximately 13,400 feet of 8 inch and 6 inch diameter ductile iron watermains together with valves, fine hydrants, services to street R.O.W.'s and other related ands necessary appurtenances. 0 CON: ION CONDITIONS - The watermains will be construct',ed within existing road right of way or acquired easementsi. No unusual soil and /or construction conditions are anticipated to be encountered in the construction. Traffic will not be interrupted. Pressure will be provided by the 1 MG capacity Town water tank, approximate overflow elevation 1189, located at Village Circle South to ihe east of Warren Road. Water is pumped to this tank by the Town umping station located at Burdick Hill and North Triphammer, Roads. The source of supply is the SCLIWC water tank which is located near the pumping station. Due to changing topography and a wide variation in ground surface elevations, water main pressures in the existing Lansing Water system at lower elevations are controlled by main line pressure reducing stations. Ground surface elevations in the proposed water district vary by approximately 120 feet and static water main pressures will range between 30 ad 80 p.s.i. Individual pressure reducing valves will be required to be installed on each house service so pressures can be maintained in the 30 to 60 p.s.i. range, and WHEREiS, the method of financing will be as follows: METHOD OF FINANCING PROJECT COST The $550,000 project cost of the water district i7►provement is planned to be financed by the issue of serial bon s to mature in annual installments, and that said annual ins allments, which include repayment of principal and interest, shall be assessed by a proposed formula as follows: 1. He requested a donation of $6,000.00 from the Town f Lansing to help support these programs. He stated that 22 people from Lansing participated in these programs in 1987.
