The Supervisor called the meeting to order having the clerk take the
Roll Call.
Proof of Notice having been furnished, the Public Hearing concerning
an Amendment to Ordinance No. 22 pertaining to the Lansing Park was called to
order at 7:30 P.M. by Supervisor Kirby.
All persons desiring to be heard, having been heard, the Public Hearing
was terminated at 7:56 F.M.
RESOLUTION offered by Mr. Tvaroha, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED that the Lansing Town Board hereby adopts all amendments to
Ordinance No. 22 as advertised.

Town Board of the Town of -
Lansing will hold a Public
Hearing at the Lansing Town
Hall, Lansing, New York at
7:30 P,M. on June 1, 1988 to
consider a proposed Amend-
ment to Ordinance No. 22, I
dated August 109 .1976,
amended May 24, 1977 and
March 14, 1978. Proposed
amendments read as follows:
Ordinance No. 22 adopted
August 10, 1976, as amended,
is hereby further amended to
read as follows:
Section 9: from this day for-
ward no person shall operate,
launch, moor, or tie any jet
skis or jet board from or to any
park lands. Any person, firm,
corporation or other violating
this ordinance shall be I
deemed guilty of an offense
and upon conviction thereof
shall be subject to a fine not
exceeding $250 for a first of-
fense, or imprisonment not
exceeding 15 days or both, .
such fine and imprisonment .
for each and every violation.
,.For a second or subsequent of-
fense, the violator shall be

At a meeting of the Town
Board of the Town of Lansing
held at the Town Hall in the
Town of Lansing, Tompkins
County, New York, on the
18th day of May, 1988, at 8:00,

In the matter of the establish-
ment of Lansing Water District ,
No. 6, Town of Lansing, Coun- .
ty of Tompkins, State of New
York, pursuant to Article 12 -A
of the Town Law.
WHEREAS, a map, plan and
report have been prepared in
such manner and in such de-
tail as has heretofore been
determined by the Town
Board of Lansing, relating to
the establishment of a pro-
posed water district in the
Town, and
WHEREAS, such map, plan
and report have been dulyy
filed in the Town .Clerk's Of-
fice in said Town, and
WHEREAS, said map, plan and
report vvere prepared by T. G.
Miller 8 Associates, P.C., Engi-
neers and Surveyors, Ithaca,
New York, duly licensed by
the State• of New York, show -
ing the boundaries of the pro-
posed district, a general plan
of the water system and ore_ port of the proposed method
of operation, and
WHEREAS, said map shows the
proposed water-district, water
imains, fire hydrants and other
related and necessary appur-
tenanoes, and
WHEREAS, the boundaries of
the proposed district are de-
scribed in -Exhibit "A" at-
tached hereto and made a
Part hereof; and
WHEREAS, the improvements
proposed are as follows:
SERVICE AREA - As shown on
the attached map and de-
scribed in Exhibit A the pro-
Posed extension to existingg
Lansing (T) Water District No. 6
will include 56.87 acres of
land located in the Town situ-
ated adjacent to, and north of,
the Village of Lansing at the
bend in Bush Lane. The pro -
posed District No. 6 extension
is also bounded by existing
Town Water District Nos. 4 and
7. There are two existing resi-
dences in this area.
POPULATION TO BE SERVED -
The maximum population to,
be served in•the proposed dis-
trict is 150.
WATER SUPPLY - Treated water
requirements, estimated not
to exceed an average of 15,-
000 gallons per day, will be
purchased from the Southern
Cayuga Lake Intermunicipol
Water Commission (Bolton'
Point Water Supply). The Town
of Lansing is one of the munic-
iPolities who own the system.
The capacity 'of the Bolton
Point supply is considered
more than adequate to supply
this district.
SEWAGE DISPOSAL - The pro -
�osed water district extension
lies within an established
Town of Lansing Sewer District
and sanitary sewers will be in-
stalled in the subdivision by
the subdividers. However, a
new sewer connection mora-
torium policy now in effect by
the Village of Cayuga
Heights, who owns the sew - '
age treatment facility serving
the project, precludes the use
of these sewers for the pre -
sent. In the meantime, the
subdivision will be served by
on site disposal systems ap-
proved by the Tompkins Coun-
ty Health Department.
FACILITIES TO BE CO'N ,
STRUCTED - As shown on the
accompanying Map and Plan
of the proposed water district
extension, the facilities to be
constructed at this time will
consist of some 4,200 feet of 8
inch ductile iron watermains,
valves, hydrants and appurte-
nances; And
WHEREAS, the operation will
be as follows:
METHOD OF OPERATION - The
mains to be constructed will
operate as a part of the exist-
ing Town of Lansing water sys-
tem. Connections will be
made to the Town system at
Rosina and Horizon Drives.
Static water Pressure in the
district, provided by the 1MG
Town water storage tank at
Village Circle South, will aver-
age 80 -100 p.s.i., Individual
pressure reducers will be in-
stalled in the homes to be con-
structed to maintain operating
pressures in the 40 -60 p.s.i.
range. Fire protection will be
available from hydrants lo-
cated at intervals throughout
the subdivision; And
WHEREAS, the project cost will
be financed by the subdivider.
No temporary or permanent
financing by the Town is
planned for this district. The
cost of these facilities esti-
mated at $160,000 will be
borne entirely by the subdi-
viders, who will recover their
cost as the lots are sold, and
,any future watermain exten-
sions within the proposed dis-
trict will also be financed by
subdividers; And
WHEREAS, the maintenance
and operating costs are as fol-
Iows:
MAINTENANCE AND OPERAT-
ING COSTS - It is recommend-
ed that all costs for mainte-
nance and operating be
financed by charging users
based on metered water con-
sumption and collected as a
part of metered water billings.
These costs, together with the
cost of purchasing water from
the Bolton Point supply are es-
timated at approximately
$130 -$160 per household per '
year; and
WHEREAS, no capital costs will
have to be financed by bond-
ing or be paid by annual debts
service assessments by those
properties included in the dis -
trict for the facilities; And
WHEREAS, the proposed pro -
ject for the extension of water
mains and appurtenances -to
Lansing Water District No. 6
are being completely fi-
nanced by a U.S. Department
of Housing and Urban Devel-
opment Grant and pursuant to
contract between the Town of
Lansing and the State of New
York totaling the following
sums: (1) HUD Hamlet of Lud-
lowviile project $391,100.00
and (2) N.Y.S. D.F.Y. Contract
totaling $208,000.00; And
WHEREAS, said map, plan and
report -describing the etften-
sion of the said water district
No. 6 are on file in the Town
Clerk's Office for public in-
spection;
NOW, on motion of Herbert
Beckwith, seconded by Louis
Emmick, it is hereby
ORDERED, that the Town Board
of the Town of Lansing hold a I
public hearing at the Lansing
Town Hall in said Town of Lan-
sing on the 1st day of June,
1988, at 7:15 P.M. on that date

Mr. Cleveland:
RESOLVED that the Town Board hereby appoints Mr. Roger Hagin to the
Lansing Planning Board effective immediately and said term to expire
December 31, 19940

RESOLUTION offered by Mr. Tvaroha, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED that the Town will continue to carry their insurance with the
Ithaca Agency and
BE IT FURTHER RESOLVED that it is the census of the Board that the
insurance should be reviewed bi-annualy on even numbered--years.

• RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Cleveland:
RESOLVED that the Supervisor be allowed to enter into a contract with
Ithaca Agency to renew the insurance policy that expires June 1, 1988.

Barbara Barry discussed a new youth program, after which, the following
Resolution was made:
RESOLUTION offered by Mr. Tvaroha, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED that the Supervisor be allowed to enter into a contract with
Family and Childern'sServices of Ithaca, New York on behalf of the Youth
Advisory Board subject to the Supervisor being satisfied that the insurance
coverage was present for the activities that could be obtained and
BE IT FURTHER RESOLVED that the funds budgeted are authorized to be
disbursed pursuant to the agreement.

Discussion was held on changing the hours of the Lansing Park but no
action was taken.
Mr. Kelleher went over the proposed amendments to the Solid Waste Law.
He will continue to work on these and will present them to the Board at a
later time.
On motion, meeting adjourned at the call of the Supervisor.
