questionaires at the price of $5.00 per questionaire. Total cost to be

Board Members beforehand, the Supervisor asked for a motion to propose
corrections or to accept same as submitted.
RESOLUTION offered by Mr. Cleveland who moved its adoption, seconded by
Mr. Emmick:
RESOLVED that the minutes as submitted by the clerk are hereby approved.
Carried.
Mr. Tom Kirby brought the board up to date on the progress of the
restroom facilities being built on the Lansing ball fields.
RESOLUTION offered Mr. Emmick who moved its adoption, seconded by
Mr. Cleveland:
RESOLVED that the Hishway Superintendent is hereby authorized to
advertise for bids for one 10 wheel heavy duty truck chassis with said bids
to be opened at the February 10th, 1988 Regular Board Meeting.

SION OF LANSING WATER DISTRICT NO. 7 - TOWN 01 LANSING
At a meeting of the Town Board of the Town of Lansing held at
the Town Hall, Town of Lansing, Tompkins County, New York,
on the 27th day of August, 1987, of 5:00 p.m. PRESENT:

i In the matter of the extension of Lansing Water District No. 7,
Town of Lansing, County of Tompkins, State of New York, pur-
suant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report relating to the extension of
y Lansing Water District No. 7 prepared by T.G. Miller, P.C, and
Associates, Engineers and Surveyors, duly licensed by the
State of New York, in manner and in such detail as has been
i determined by the Town Board of Lansing, having been duly
filed with the Town Clerk in accordance with the requirements
of Article 12 -A'of the Town Law, and
WHEREAS, an order was duly adopted by the Town Board of
the Town of Lansing on the 12th day of August, 1987, reciting
and filing of said map, plan and report, the improvements pro -
posed, the boundaries of the proposed extension to said water
i district, the plan of the water system extension, reports of the
proposed method of operation, the estimated expense there=
of, the fact that the map, plan and report describing the some
are on file in the Town Clerk's office for public inspection, and
stating all other matters required by law to be stated, and
specifying the 27th day of'August, 1987, at 5:00 p.m. 'on that
(jay, as the time, and the Town Hall in said Town as the place
where the Town Board would meet to consider said map, plan
and report, and to hear all persons interested in the subject
thereof and concerning the same, and to take such action
i thereon as required and authorized by law, and
WHEREAS, such order was duly published and posted as re-
quired by law, and
WHEREAS, a hearing on the matter was duly held by the Town
Board on the 27th day of August, 1987, commencing at 5:00
p.m. on that day at the Town Hall in said Town, and full dis-
cussion of the matter having been had, and all persons desir-
ing to be heard, have been duly heard,
NOW, upon the evidence given upon such hearing and upon I
motion of Louis Emmick, seconded by Jeannine Kirby, it is
RESOLVED AND DETERMINED:
a) That the notice of hearing was published and posted as re
quired by law and is otherwise sufficient.
b) That ali of the property and property owners within the fro -1'
posed extension of Lansing Water District No. 7 ore benefited
thereby.
c) That all the property and property owners benefited are in-
chided within the limits of the proposed extension of Lansing
Water District No.7.
d) That it is in the public interest to extend Lansing Water Dis-
trict No. 7 as hereinafter described, and be it further
RESOLVED AND DETERMINED that the extension of Lansing Wa-
ter District No. 7 as set forth in said map, plan and report be
approved; that the improvements therein mentioned be con -
structed, and the necessary easements and lands be acquired,
upon the funds being made available and provided for; and
the extension of said water district shall be known and desig-
nated as the Extension of Lansing Water District No. 7 in the
Town of Lansing and shall include the premises described in
Exhibit "A" attached hereto and made a part hereof, and be it
further
RESOLVED that the following improvements in the extension of
said Lansing Water District I qu ed funds being made alvailable and provided f the re-
or:
a) Water Systems Extension to New York State Division for
Youth Lansing Residential Center:
SERVICE AREA - This'project will provide public water service to
tax map parcels and frontage portions of larger parcels, in-
cluding New York State Division for Youth Lansing Residential 1
Center. Water mains will be constructed along Auburn Road, 1
North Triphammer Road, and Peruville Road.
WATER SUPPLY - Treated water requirements, estimated not to
exceed an average of 18,100 gallons per day, will be pur-
chased from the Southern Cayuga Lake Inter unicipal Water
Supply Commission (Bolton Point Water Supply 1� The Town of
Lansing is a member of the Commission and the capacity of
the Bolton Point.Woter Supply is considered more than ad-
I equate to serve this project.
WATER SYSTEMS TO BE CONSTRUCTED - As shown on the plans,
the facilities to be constructed will consist of approximately 5,-
725 plus or minus feet of 8 -inch ductile iron water mains to-
ether with valves, hydrants, and related appurtenances. 1

S RVICE AREA - Under this project, public water service will be
provided to the 72 residences (100 living unfits), and 7 lots

hamlet of Ludlowlle. Water
mains will be constructed along Ludlowville Road, Maple Ave -
nue, Mill Street, Green Avenue, Dug Road and Salmon Creek
Road.
WATER SUPPLY - Treoted water requirements, estimated not to
exceed 25,000 gallons /day overage with ultimate devel-
opment in Ludlowville, will be purchased from the Southern
Cayuga Lake Intermunicipal Water Supply Commission (Bolton
Point Water Supply) via the existing Town system. The Town of
Lansing is o member of the Commission.
WATER SYSTEMS TO BE CONSTRUCTED - As shown on the ac-
componying plan, the water system proposed consists of ap-
proximately 7,000 feet of 8 -inch ductile iron pipe together with
=ate
hydrants, and related appurtenances.
Due to changing topography, static main pressures along the
route would naturally vary from 100 to 150 P.S.I. By use of
main line pressure reducing stations and pressure reducers on
household services where appropriate, service pressures will
be maintained in a 35 to 60 P.S.I. range. Hydrants will be in -'II
stalled at appropriote.intervals along the route for fire.protec-
tion, and
WHEREAS, the method of operation will be as follows: Water'
will be drawn from the existing Lansing Town Water System by I
connecting at Woodsedge Drive for the extension to
IN. Y. S. D. F: Y. and at Ludlowville Road for the extension to the
hamlet of Ludlowville. Pressure and volume, including stor-
age, will be provided by a pumping station and 1:0 Mg gallon
tank previously installed under Water Districts 4 and 5. As
mentioned above, hydrants for fire protection will be provided
along the route, and
WHEREAS, the proposed project for the extension of water
mains and appurtenances to Lon sing Department oNo. 7 are
being completely a
financed by U.S. pa ent
r and Urban Development grant and pursuant to contract be- !
�l tween the Town of Lansing and the State of New York totaling

$391,100.00, and () N.Y.S.D.F.Y. Contract totalling
208,000.00, and
WHEREAS, no capital costs will have to be financed by bonding
or be paid by annual debt service assessments by those prop -
erties included in the district for the facilities.
Maintenance and operating costs will be financed by metered
water revenues. The overage annual costs per house unit is I
estimated between $120.00 and $150.00, and be it further
RESOLVED that this resolution is subject to permissive referen-
dum as provided in Section 209 -e of the Town Low.

hereby certify as follows.
1. That on the 27th day of August, 1987, the Town Board in
the Town of Lansing duly adopted a resolution establishing the
extension of Lansing Water District No. 7.

tion aforesaid, I did, in the same manner as provided for a
notice of special election, post and publish a notice setting
forth the date of the adoption of the aforesaid resolution

was adopted subject to a permissive referendum.
4. That more than thirty days has elapsed since the
adoption of said resolution and the posting and publication of
the aforesaid notice,and no petition protesting against the
resolution and requesting that it be submitted to the owners of

IN THE TOWN OF LANSING, COUNTY OF TOMPKINS,
STATE OF NEW YORK
An order having been adopted by the Town Board of the Town
of Lansing reciting the filing of a map, plan and report in the
office of the Town Clerk of the Town of Lansing on the 12th day
of August, 1987, reciting the filing of said map, plan and
report, the improvements proposed, the boundaries of the proposed
extension of Lansing Water District No. 7, the plan of the water
system extension, the reports on the proposed method of
operation, the estimated expense thereof and the fact that the
map, plan and report describing same were on file in the Town
Clerk's office for public inspection, and specifying that the
Town Board would meet at the Lansing Town Hall, Town of Lansing,
Tompkins County, New York, on the 27th day of August, 1987, at
5:00 p.m. in the evening thereof for the purpose of conducting a
public hearing on the proposal to extend Lansing Water District
No. 7 with the specified improvements, and to hear all persons
interested in the subject thereof concerning the same, and a
hearing having been duly held by the Town Board at the aforesaid
time and place, and it having been duly resolved and determined
following such hearing that the notice of hearing was published
and posted as required by law and otherwise sufficient, that all
the property and property owners within the proposed extension of
Lansing Water District No. 7 were benefited thereby, that all

property and property owners benefited were included within the
limits of the proposed extension of said Lansing Water District
No. 7, and that it was in the public interest to grant and hold
the relief sought, and it having been then and there further duly
resolved that the extension of Lansing Water District No. 7 as
proposed be approved, subject to permissive referendum in the
manner provided in Article 7 of the Town Law, and a certificate
of the Town Clerk having been filed pursuant to Subdivision 4 of
Section 209(e) of the Town Law, certifying that no petition was
filed requesting such a referendum, it is
ORDERED, that the extension of Lansing Water District No. 7
be established in the Town of Lansing, Tompkins County, New York,
to be of the description and boundary shown in Exhibit "A"
attached hereto and made a part hereof, and it is further
ORDERED, that the following improvements in said extension
of Lansing Water District No. 7 be constructed upon the required
funds being made available or provided for as shown on the map
and plan of the proposed extension of Lansing Water District No.
7 on file with the Town Clerk, the facilities to be constructed
and to consist of.
a) Water System Extension to New York State Division for
Youth Lansi-nq Residential Center.
SERVICE AREA - This project will provide public water
service to tax map parcels and frontage portions of larger
parcels, including New York State Division for Youth Lansing

Residential Center. Water mains will be constructed along Auburn
Road, North Triphammer Road, and Peruville Road.
WATER SUPPLY - Treated water requirements, estimated not
to exceed an average of 18,100 gallons per day, will be purchased
from the Southern Cayuga Lake Intermunicipal Water Supply
Commission (Bolton Point Water Supply).
WATER SYSTEM TO BE CONSTRUCTED - As shown on the plans,
the facilities to be constructed will consist of approximately
5,725 + feet of 8 -inch ductile iron water mains together with
valves, hydrants, and related appurtenances.

Water Main Extension to Hamlet of Ludlowville:
SERVICE AREA - Under this project, public water service
will be provided to the 72 residences (100 living units), and 7
lots which are located along the 1.6 miles of proposed water
mains to be constructed in the hamlet of Ludlowville. Water
mains will be constructed along Ludlowville Road, Maple Avenue,
Mill Street, Green Avenue, Dug Road and Salmon Creek Road.
WATER SUPPLY - Treated water requirements, estimated not
to exceed 25,000 gallons /day average with ultimate development in
Ludlowville, will be purchased from the Southern Cayuga Lake
Intermunicipal Water Supply Commission (Bolton Point Water
Supply) via the existing Town system. The Town of Lansing is a
member of the Commission.

WATER SYSTEM TO BE CONSTRUCTED - As shown on the plan,
the water system proposed consists of approximately 7,000 feet of
8 -inch ductile iron pipe together with valves, fire hydrants, and
related appurtenances.
Due to changing topography, static main pressures along
the route would naturally vary from 100 to 150 P.S.I. By use of
main line pressure reducing stations and pressure reducers on
household services where appropriate, service pressures will be
maintained in a 35 to 60 P.S.I. range. Hydrants will be
installed at appropriate intervals along the route for fire
protection, and it is further
ORDERED, that the proposed project for the extension of
water mains and appurtenances to Lansing Water District No. 7 are
being completely financed by a U.S. Department of Housing and
Urban Development grant and pursuant to contract between the Town
of Lansing -and the State of New York totaling the following sums.
(1) HUD Hamlet of Ludlowville Project, $391,100.009 and (2)
N.Y.S.D.F.Y. Contract totaling 208,000.00, and no capital costs
will have to be financed by bonding or be paid by annual debt
service assessments by those properties included in the extension
of Lansing Water District No. 7 for the aforesaid facilities, and
it is further
ORDERED, that the Town Clerk of the Town of Lansing is
hereby authorized and directed to cause a certified copy of this

order to be duly recorded in the Office of the Clerk of the
County of Tompkins in which the Town of Lansing is located within)
ten days after the adoption of this order, and it is further
ORDERED, that the Town Clerk is authorized and directed to
file a certified copy of this order in the Office of the State
Department of Audit and Control in Albany, New York, within ten
days after the adoption of the order.

The Lansing Town Board met in an Adjourned Meeting at the Lansing Town
Hall on January 8, 1988 at 5 :00 P.M. with Supervisor Kirby presiding. Meeting
called to consider a chairperson for a seat on the Town Board and to consider
and act on any other business that may come before said board.

The Supervisor called the meeting to order at 5:07 P.M. having the clerk
. take the Roll Call.
Mrs. .ir_by asked for nominations .to fill the vacancy of Council seat beacuse of

1, 1988. The following nominations and votes were taken to fill Mrs. Kirby's

RESOLVED that the nomination of Mr. Clark be tabled until January 12, 1988
at 5:00 P.M. to allow Attorney Kelleher to research the possibility of having
a Special Election.
Carried.
A discussion was held concerning the Health Insurance issue with
Town Employees. Said issue was tabled until Mr. Kelleher could research the
legal aspects of the matter.
Mrs.' Kirby stated that she had met with Bolton Point officials and
the reason there was a $ 30,000.00 increase in their 1988 budget was because
• that was the amount their insurance company had raised their premium for the
year 1988. She also stated that Bolton Point would be looking into other
Insurance Policies.
The matter of the Town Board making appointments to the Lansing Zoning
Board of Appeals was brought up. This matter was tabled until a later date.
Mrs. Kirby discussed the possibility of having the pay phone at Myers
Park turned off the 7 months that the park is closed. This was tabled to allow
her to check into the cost of this matter.
