RESOLUTION, offered by Mrs. Kirby, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that the Town Supervisor be and he hereby is authorized to enter
into an agreement with Tompkins County and the Town of Groton concerning the
hiring of an Attorney specializing .in. environmental matters to` challenge the --- D:E.C.
in issuing a permit to operate:, a_ Sblid' Waste Management'-Facility in -th-e T* wns of
Lranging' and Groton.

After some discussion, the Town Board decided to keep Local Law No. 3
in effect. The following Resolution was adopted concerning Local Law # 30
RESOLUTION offered by Mrs. Kirby, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the Town Board hereby tables an amendment to Local Law No. 3
but reserves the right to do so at a later date if the board so desires.

Supervisor Howell discussed the tentative Budget with all the changes
that were made.
Sherri Zifchock questioned the amount budgeted in the Highway Budget to
fix roads in the Town.
No action on the budget was taken.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mrs. Kirby:
RESOLVED, that the Town Attorney is hereby authorized and directed to
prepare an agreement and a deed between the Town of Lansing and the Thompson's
for the time period, August 1, 1987 through December 31, 1989, and
BE IT FURTHER RESOLVED, that the Supervisor is hereby authorized and directed
to sign said agreement on behalf of the Town,

The Lansing Town Board met in an Adjourned Meeting at the Lansing Town Hall
on November 5, 1987 at 8:00 P.M. with Supervisor Howell presiding. Meeting
called to conduct Public Hearing,s on Preliminary Budgets for the year 1988 and
to consider and act on any other business that may come before said board,

stations),and Bob Lynch.
The Supervisor called the meeting to order at 8:00 P.M. having the clerk
take the Roll Call.
Proof of Notice having been furnished, the Supervisor advise the board that the
Public Hearing was now open on the Preliminary Budget for the year 1988, as called

by the Town Board and so advertised in the Ithaca Journal and posted according
to Town Law 108.
The persons present were each presented with a copy of the 1988 General and
Highway Fund Preliminary Budgets. The Budgets were reviewed by the board and
persons present.
All persons desiring to be heard, having been heard, the Public Hearing on the
Preliminary Budgets was terminated at 8:30 P.M.
Proof of Notice having been furnished by the Clerk, the Public Hearing the
Special Districts and Lansing Sewer District # 2 was called to order by Supervisor
Howell at 8:30 P.M., as advertised in the Ithaca Journal and posted according to
law. The Assessment Rolls for the year 1988 were offered for inspection and
discussion.
j All persons desiring to be heard, having been heard, and no objections or
comments made to said rolls, the Hearing on the Special Districts was terminated at
8:45 P.M.
Proof of Notice having been furnished by the clerk, the Public Hearing on
Proposed Uses of Federal Revenue Sharing Funds for the calendar year of:.1988 was
called to order by Supervisor Rowell at 8:45 P.M., as advertised in the Ithaca
Journal and posted according to law.
Supervisor Howell stated that proposed uses of Federal Revenue Sharing
for the calendar year of 1988 would inclued Youth Projects and Highway Projects.
The amounts proposed to be allocated to the various projects were reviewed.
All persons desiring to be heard, having been heard, and no objections
made to said proposed uses of Federal Revenue Sharing Funds, the Hearing was
terminated at 9 :00 P.M.
Town Board Members discussed the Public Hearings just held, following
Resolutions were then offered:
RESOLUTION ADOPTING GENERAL FUND BUDGET offered by Mr. Emmick, who moved its
adoption, seconded by Mrs. Kirby:
WHEREAS, this Town Board has met at the time and place specified in the
notice of Public Hearing on the General Fund Preliminary Budget and heard all
persons desiring to be heard thereon, now therefore be it
IRESOLVED, that this Town Board does hereby adopt such General Fund Preliminary
Budget as originally compiled as the annual budget of this Town for the fiscal
year beginning on the lst day of January, 1988, and that such budget as so adopted
be entered in detail in the minutes of the proceedings of this Town Board, and be it
FURTHER RESOLVED, that the Town Clerk of the Town shall prepare and certify
in duplicate, copies of said annual budget as adopted by this Town Board, together
with the estimates, if any adopted pursuant to Section 202 -a, subd. 2 of the Town
Law and deliver one copy thereof to the Supervisor of this Town to be presented by
him to the Board of Representatives of this County.

its adoption, seconded by Mr. Emmick:
WHEREAS, this Town.Board has met at the time and place specified in the notice
of Public Hearing on the Highway Fund Preliminary Budget and heard all persons
desiring to be heard thereon; now therefore be it
RESOLVED, that this Town Board does hereby adopt such Highway Fund Preliminary

WHEREAS, the Tompkins County Division of Assessment filed an Assessment
Roll for the Town of Lansing Sewer District # 2 on and before September 15, 1987,
and
WHEREAS, after proper notice, a Public Hearing was held on November 5, 1987,
and all persons desiring to be heard, having been heard, and no one appearing
objecting to said Sewer District # 2 Assessment Roll, Now therefore be it
RESOLVED, that the Assessment Roll as prepared, be filed for Lansing Sewer
District # 2 and the same is approved, affirmed and adopted pursuant to Section
239 of the Town Law for the year 1988, and be it further

TOWN OF LANSING BUDGET HEARING ON FEDERAL REVENUE SHARING FUNDS
The Town of Lansing will hold a Public Hearing on November 5, 1987 at 8:45 P.M. at the Lansing
Town Hall, Lansing, New York. All citizens (especially Senior Citizens) are invited to attend and
provide the Lansing Town Board with written and oral comments and ask questions concerningg
the town's entire proposed budget and the relationship of Revenue Sharing Funds to that bud-
get. The entire proposed budget, a statement on the proposed uses of Revenue Sharing Funds,
and the proposed budget summarized below can be inspected by the public from 9:00 A.M.
until 5:00 P.M., Tuesday through Friday and Saturday from 9:00 A.M. until Noon.
