A short discussion was held concerning the Lansing Town Park. It was
decided that a meeting would be held at a later date to go into further
discussion about the park. No action was taken.
Different aspects of the budget were discussed. No action was taken.
Steve Colt spoke on behalf of the Lansing Recreation Department. It was
felt that the ball fields should be equipped with permanent restrooms and
drinking faucets. The board will consider this in the 1988 budget figures.

The Lansing Town Board met in an adjourned meeting at the Lansing Town
Hall on October 5, 1987 at 8 :00 P.M. to discuss the proposed 1988 budget and
to discuss and act on any other business that may come before said board.

The Supervisor called the meeting to order, having the clerk take Roll Call.
The Town Clerk presented the tentative budget to the Supervisor.
Discussion was held on said tentative budget. The following was discussed:
Highway Salaries, the Deputy Highway Supertindent's salary will be
raised 4 %. Howard Groat discussed his budget in detail. Discussion was held
on the possibility of charging non - residents an entry fee into Myers Park.
Howard also stated that $36,000.00 of the money in his budget will go into the
Highway Reserve Fund.
The date for the Public Hearing on the proposed budget was set for
November 5, 1987.
On motion, meeting adjourned at the call of the Supervisor.

The Supervisor called the meeting to order at 8:00 P.M., having
the clerk take the Roll Call.
William Heffner asked the board to consider a new program for youth in
the 1988 Budget. He explained the program to the board members and asked if
the board would consider putting in either $3,700.00 or $5,000.00 in the budget
to support this program. No action was taken.
Helen Howell spoke on the equalization rates and the progress on the
proposed landfill. She also stated.that the County was looking into a grant
to enable Tomtron to service Lansingo'an-_i Danby: _.

Lucy Bergstrom invited the Town Board and Town post people to a party
in Ludlowville to celebrate the coming water line. She also stated that all
candidates would be alowed to speak with a question and answer period to follow.
This party will be held in the old post office building on October 29th '..at 7:00 P.M.

RESOLVED, that the Town Board will meet on October 28, 1987 to discuss
and make any changes on the tenative budget. This meeting will take place at
the Lansing Town. Hall board room at 8:00 P.M. Be it further
RESOLVED that the Town Board will hold a Public Hearing on the
preliminary budget on November 5, 1987 at 8:00 P.M. in the Lansing Town Hall
board room and be it further
RESOLVED, that the Town Clerk give notice of such Public Hearing in a manner
provided in Section 108 of the Town Law, and that such notice be published and

Mr. Howell stated that a survey form concerning Tomtron will be sent out

Tom Miller gave an ?update on the Water Districts. In general, things are
looking good.

Tom also stated that Ludlowville and Buck Road people are starting to get
their permits.
Mr. Howell stated that he had received a letter from John Anderson (Tompkins
County Health Department) concerning sewer along East Shore Drive. He stated that
the Town of Ithaca is bringing sewer out East Shore Drive to the Town line and
Mr. Anderson would like this taken further up the hill and into the Town of Lansing.
Mr. Howell stated that he sent letters saying he believes further research
should be done in this matter before residents are contacted.

RESOLVED, that the Town Board hereby appoints Philip Munson to L.O.A.P.
(Lansing Older Adults Program).

Mr. Howell stated that he received notification of an application filed
by Munson Farms to spread Syracuse Sludge on their farms in Lansing. This application
has been filed with the D.E.C. office. Mr. Howell urged everyone to write letters
to the D.E.C. office stating that the citizens of Lansing do not want Sludge
in Lansing.

PURPOSE
The purpose of thi

DEFINITIONS
local law is to protect health, safety, and general
of the Town of Lansing.
Definitions used in the administration of this Local Law are found in 6 NYCRR
Part 360(c) b M. The definitions found there include the following:'
(a) SOLID WASTE : any garbage, refuse, sludge, or other waste material
which is not excluded under paragraph 360.1(c)(6) of 6 NYCRR Part 360.
Excluded materials include domestic sewage, industrial wastewater,
irrigation return flows, radioactive materials, etc.
(b) CONSTRUCTION AND DEMOLITION DEBRIS. wastes resulting from construction,
remolding, repair, and demolition of structures, road building, and
land clearing. Such wastes include bricks, concrete, and other masonry
materials, soil, rock, lumber, road spoils, paving material, and true
and brush stumps.
(c) INDUSTRIAL WASTE: wastes in liquid, c.emisolic, or solid form that
result from industrial or commercial processes including factoriest
processing plants, and repair and cleaning establishments.
(d) LANDFILL: means a disposal facility or part of a facility where solid
waste is placed in or on land, and which is not a land treatment
facility, a surface impoundment, or an injection well. I
(e) SANITARY LANDFILL: a land disposal site
of disposing of solid wastes on land in a

(f) SOLID WASTE MANAGEMENT lACILITY: any facility employed beyond the
initial solid waste collection process including: storage areas or
facilities; transfer stations; rail -haul or barge -haul facilities;
processing facilities, including resource recovery facilities; sanitary
landfills; incinerators; land- spreading facilities; composting facilities;
surface impoundments; and waste oil storage, reprocessing, and refining
facilities.
(g) TREATMENT, STORAGE, OR DISPOSAL FACILITY or FACILITY: all contiguous
land, and structures, other appurtenances, and improvements on the land,
used for treating, storing or disposing of solid waste. A facility
may consist of several treatment, storage, or disposal operational
units (e.g., one or more landfills, surface impoundments, or combination
of them).
Section 3 Effect
A solid waste management facility may be established or expanded only with a
special permit issued by the Town Board in accordance with the provisions of this
Local Law.
Section 4 Procedure
Issuance of a Special Permit for a solid waste management facility is carried out
under the following procedures:
(a) APPLICATION: The owner of the site, or the owner's agent, applies to the
Town Board by filing with the Town Clerk a full statement of the proposed
action, including a site plan, proposed phasing of development and
Environmental Impact statement and any other studies, accompanied with a
request for approval of the proposed action. The application must be
accompanied by an application fee in the amount of $500.00 (five hunderd
dollars).
(b) SCHEDULING OF PUBLIC HEARING: Within 45 days of receiving an application
under this local law the Town Board schedules a public hearing at which
all parties for and against the proposed action may be heard. The Town
Board may schedule additional public hearings.-if it chooses.
(c) CONSULTATIONS: The Town Board may at its discretion refer the application
to regional or county agencies for their review and comment, and may also
require additional tests /or environmental studies to be paid for by
the applicant to assist the Town Board in evaluating the proposed action.
(d) ADVERTISEMENT OF PUBLIC HEARING: The time and place of the public
hearing is to be advertised in the official paper of the Town at least
10 days prior to the date of.the hearing: :The-Town Board mayl:also:post
the site of the proposed action and use other means to advertise the
public hearing.
(e) DECISION: Within 60 days after the final public hearing the Town Board
must render its decision: approval, approval with modifications, or
disapproval.
Section 5 Criteria
The Town Board, in rendering its decision, includes the following considerations:
(a) The overall impact of the proposed action on the community,
(b) Adequacy and arrangement of vehicular traffic access and circulation,
including intersections, road widths, pavement surfaces, dividers,
and traffic controls;
(c) Adequacy, type, and arrangement of trees, shrubs, and other landscaping
constituting a visual and /or noise buffer between the applicant's and
adjoining lands, including the maximum retention of existing vegetation;
and
(d) Protection of adjacent or neighboring properties against noise, glare,
odors, unsightliness, or other objectionable features.

INTERPRETATIONS
In their interpretation and application, the provisions of this Local Law
shall be minimum requirements necessary to accomplish its purpose. When
requirements of this Local Law conflict with the requirements of other lawfully
developed rules, regulations, laws, or ordinances, the more restrictive or that
imposing the higher standards governs.
Section 7
PENALTIES
Failure to comply with any provisions of this Local Law shall be deemed a
violation and shall be punishible by a fine not to exceed $250.00 or imprision-
ment not to exceed 30 days, or both, and each day such violation continues
shall constitute a seperate violation.

The Lansing Town Board met in an Adjourned Meeting at 7:30 P.M. on
October 28, 1987 to discuss Local Law No. 4 and to act on any business that
may come before said board.

Visitors: Deputy Town Clerk, Debbie Crandall and approximately 150
Lansing Residents.
The Supervisor called the meeting to order having the clerk take the Roll
Call.
Proof of Notice having been furnished by the Town Clerk, the Public Hearing
on the proposed Local Law No. 4 was called to order at 7 :30 P.M.
The Supervisor asked the Clerk to read the notice that was published in
the Ithaca Journal news paper.
Mr. Howell introduced the board members and Mr. Tom Richards from Cornell
University who is in charge of residuals and sludge management programs. Mr.
Howell stated that he would help in answering some questions from the audience.
Mr. Howell outlined the order of events that had come about in the
previous couple of weeks concerning the sludge problem.
Mr. Williamson summarized both Local Law No. 3 and proposed Local Law No. 4.
He also stated that you cannot stop refuse from out of State.
The meeting was then opened to a question and answer period.
Major
concerns of the people present were.
1)
The
contents of sludge - how it would effect the land and surrounding
areas if it were allowed.
2)
How
many times a year and during what times Munson's would be allowed
to
dump.
3)
The
smell it would create.
4)
The
impact sludge would have on existing and surrounding lands and houses.
5)
What
the requirements are in order to meet D.E.C. approval and weather
these
requirement are strong enough to protect the people.
6)
If
the D.E.C. allows the Munson's to spread sludge, what legal action could
be
taken after the D.E.C.'s approval to reverse their decission?
7)
The
health hazards involved in any type of sludge.
8)
Who
will do the on site tests that are required to be done?
9)
Who
will take care of the Town roads if the transportation of the sludge
has
an effect on them?
10)
The
type of virus, heavy metals and chemicals sludge contains.
11)
How
did this issue go this far before the public was informed about it?
