HomeMy WebLinkAbout1987-08-27RESOLUTION - APPROVAL OF ESTABLISHMENT OF THE EXTENSION OF LANSING WATER DISTRICT N08 7 - TOWN OF LANSING At a meeting of the Town Board of the Town of Lansing held at the Town Hall, Town of Lansing, Tompkins County, New York, on the 27th day of August, 1987, at 5:00 p.m. PRESENT: Herbert H. Howell, Supervisor Louis Emmick, Councilman Pat Bush, Councilman Jeannine Kirby, Councilwoman In the matter of the extension of Lansing Water District No. 7, Town of Lansing, County of Tompkins, State of New York, pursuant to Article 12 -A of the Town Law. WHEREAS, a map, plan and report relating to the extension of Lansing Water District No. 7 prepared by T.G. Miller, P.C. and Associates, Engineers and Surveyors, duly licensed by the State of New York, in manner and in such detail as has been determined by the Town Board of Lansing, having been duly filed with the Town Clerk in accordance with the requirements of Article 12 -A of the Town Law, and WHEREAS, an order was duly adopted by the Town Board of the Town of Lansing on the 12th day of August, 1987, reciting.and filing of said map, plan and report, the improvements proposed, the boundaries of the proposed extension to said water district, the plan of the water system extension, reports of the proposed method of operation, the estimated expense thereof, the fact that the map, plan and report describing the same are on file ini i - 2 - the Town Clerk's office for public inspection, and stating all other matters required by law to be stated, and specifying the 27th day of August, 1987, at 5:00 p.m. on that day, as the time, and the Town Hall in said Town as the place where the Town Board would meet to consider said map, plan and report, and to hear all persons interested in the subject thereof and concerning the same, and to take such action thereon as required and authorized by law, and WHEREAS, such order was duly published and posted as re- quired by law, and WHEREAS, a hearing on the matter was duly held by the Town Board on the 27th day of August, 1987, commencing at 5:00 p.m. on that day at the Town Hall in said Town, and full discussion of the matter having been had, and all persons desiring to be heard, have been duly heard, NOW, upon the evidence given upon such hearing and upon motion of Louis Emmick, seconded by Jeannine Kirby, it is RESOLVED AND DETERMINED. a) That the notice of hearing was published and posted as required by law and is otherwise sufficient. b) That all of the property and property owners within th proposed extension of Lansing Water District No. 7 are benefite thereby. - 3 - c) That all the property and property owners benefited are included within the limits of the proposed extension of Lansing Water District No. 7. d) That it is in the public interest to extend Lansing Water District No. 7 as hereinafter described, and be it further RESOLVED AND DETERMINED that the extension of Lansing Water District No. 7 as set forth in said map, plan and report be approved; that the improvements therein mentioned be con- strutted, and the necessary easements and lands be acquired, upon the funds being made available and provided for; and the extension of said water district shall be known and designated as the Extension of Lansing Water District No. 7 in the Town of Lansing and shall include the premises described in Exhibit "A" attached hereto and made a part hereof, and be it further RESOLVED that the following improvements in the extension of said Lansing Water District No. 7 be constructed upon the required funds being made available and provided for: a) Water Systems Extension to New York State Division for Youth Lansing Residential Center: SERVICE AREA - This project will provide public water service to tax map parcels and frontage portions of larger parcels, including New York State Division for Youth Lansing Residential Center. Water mains will be constructed along Auburn Road, North Triphammer Road, and Peruville Road. -4- WATER SUPPLY - Treated water requirements, estimated not to exceed an average of 18,100 gallons per day, will be purchased from the Southern Cayuga Lake Intermunicipal Water Supply Commission (Bolton Point Water Supply), The Town of Lansing is a member of the Commission and the capacity of the Bolton Point Water Supply is considered more than adequate to serve this project. WATER SYSTEMS TO BE CONSTRUCTED - As shown on the plans, the facilities to be constructed will consist of approximately 55725 + feet of 8 -inch ductile iron water mains together with valves, hydrants, and related appurtenances. b) Water Main Extension to Hamlet of Ludlowville: SERVICE AREA - Under this project, public water service will be provided to the 72 residences (100 living units), and 7 lots which are located along the 1.6 miles of proposed water mains to be constructed in the hamlet of Ludlowville. Water mains will be constructed along Ludlowville Road, Maple Avenue, Mill Street, Green Avenue, Dug Road and Salmon Creek Road, WATER SUPPLY - Treated water requirements, estimated not to exceed 25,000 gallons /day average with ultimate development in Ludlowville, will be purchased from the Southern Cayuga Lake Intermunicipal Water Supply Commission (Bolton Point Water Supply) via the existing Town system. The Town of Lansing is a member of the Commission. - 5 - WATER SYSTEMS TO BE CONSTRUCTED - As shown on the accompanying plan, the water system proposed consists of approximately 7,000 feet of 8 -inch ductile iron pipe together with valves, fire hydrants, and related appurtenances. Due to changing topography, static main pressures along the route would naturally vary from 100 to 150 P.S.I. By use of main line pressure reducing stations and pressure reducers on household services where appropriate, service pressures will be maintained in a 35 to 60 P.S.I. range. Hydrants will be installed at appropriate intervals along the route for fire protection, and WHEREAS, the method of operation will be as follows: Water will be drawn from the existing Lansing Town Water System by connecting at Woodsedge Drive for the extension to N.Y.S.D.F.Y. and at Ludlowville Road for the extension to the hamlet of Ludlowville. Pressure and volume, including storage, will be provided by a pumping station and 1.0 Mg gallon tank previously installed under Water Districts 4 and 5. As mentioned above, hydrants for fire protection will be provided along the route, and WHEREAS, the proposed project for the extension of water mains and appurtenances to Lansing Water District No. 7 are being completely financed by a U.S. Department of Housing and 1 -6- Urban Development grant and pursuant to contract between the Town of Lansing and the State of New York totaling the following SUMS* (1) HUD Hamlet of Ludlowville Project, $391,100.00, and (2) N.Y.S.D.F.Y. Contract totaling 208,000.00, and WHEREAS, no capital costs will have to be financed by bonding or be paid by annual debt service assessments by those properties included in the district for the facilities. Maintenance and operating costs will be financed by metered water revenues. The average annual costs per house unit is estimated between $120.00 and $150.00, and be it further RESOLVED that this resolution is subject to permissive referendum as provided in Section 209 -e of the Town Law. The adoption of the foregoing resolution was duly put to a vote and upon roll call the vote was as follows. Herbert H. The Supervisor called the meeting to order, Present Present Present Present Present Present Hall on 70 having the clerk take Roll Call. After some discussion, the following resolution was offered. RESOLUTION, offered by Mr. Emmick, who moved its adoption, seconded by Mrs. Kirby: RESOLVED, that the Lansing Town Board hereby appproves the Establishment of the Extension of Lansing Water District No. 7 - Town of Lansing, and be it further RESOLVED, that said resolution is subject to permissive referendum as provided in Section 209 -e of the Town Law. The adoption of said resolution was duly put to a vote and upon roll call the vote was as follows: Herbert H. Howell, Supervisor - voting aye Louis Emmick, Councilman - voting aye Louis Bush, Councilman - voting aye Jeannine Kirby, Councilwoman - voting aye The Order was thereupon duly adopted. Said Order attached hereto and made a part thereof, Discussion was then held on hook -ups for Lansing Water District No. 2. It was decided that the Supervisor would write a letter to each home owner stating that October 1, 1987 will be a cut off date for filing an application and paying the application fees. Mr. Miller stated that these letters should be sent by registered mail. On motion, meeting adjourned at the call of the Supervisor, NOTICE IS HEREBY GIVEN that on the 12th day of August, 1987, the Town Board of the Town of Lansing, Tompkins County, +New York, adopted an Order calling for a Public Hearing to be ,held on -the 27th day of August, 1987 at the Lansing Town Hall, Lansing, New York at 5:00 P.M., a copy of such Order being as .follows: i ORDER OF TOWN BOARD SPECIFYING TIME AND PLACE OF PUB- LIC HEARING ON EXTENSION OF LANSING WATER DISTRICT NO. 7.
