RESOLUTION offered by Mr. Stevens, who moved its adoption, Seconded by Mr. Emmick: RESOLVED, that Vicki Kilts be appointed to the Lansing Recreation Commission to replace Don Sherwood for a 3 year term beginning January 1, 1987. Carried The Supervisor reported on an agreement given to Mr. Griffin, who is on the Board of Directors of the Lansing Town Annex. This agreement is in regard to the Tompkins County Nutrition Program. It was noted that this agreement did not include any liability insurance coverage. Atty. Williamson will clarify the question of insurance and report back to the board. No action taken. Highway Superintendent, Howard Groat discussed the probability of being able to write: a tighter bid for the Grader. RESOLUTION offered by Louis Emmick, who moved its adoption, Seconded by Ms. Kirby: RESOLVED, that the Highway Supertindent is authorized to advertise for one Road Grader in accordance with certain specifications detailed by the Highway Supertindent. (Aye) Herbert Howell, Supervisor Mr. Lucente and his Engineer discussed the their concern regarding the sewer to his development. They showed planed development maps regarding same. Discussion on the Myers Park with the main concern being the 1987 operation of the park. The possibility of having a Park Commission was discussed. Highway Supertindent Groat will check into the launching fees and a report of same will be given by Councilman Hilliard at the February 11, 1987 regular Board Meeting. The Town Board discussed an informal request from Robert Kemple for Donald 0. Carroll regarding a waiver of the covenant included in the deed fron the Town of Lansing to Donald 0. Carroll for the old Highway Garage concerning the 30 cars per day limitation. No action taken. (continued) 1 i 1 • A copy of the Minutes of December 10, 1986 having been furnished to Members of the Town Board beforehand, the Supervisor asked for a motion to propose corrections or to accept same as submitted. RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Emmick: RESOLVED, that the minutes as submitted by the clerk be approved. Carried. AUDIT RESOLUTION offered by Mr. Emmick who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that General Fund bills 1 through 29 totalling $23,405.48 and Highway Fund bills 1 through 16 totalling $33,305.46 be and the same are hereby approved for payment, and be it further RESOLVED, that Water District # 2 bills be and the same are hereby approved for payment. Carried RESOLUTION offered by Mr. Stevens seconded by Mr. Emmick: RESOLVED, that the Supervisor be authorized and directed to have the town records and Justice records audited by the Town Board and file his report under (Town Law 181 (3). Carried RESOLUTION offered by Mr. Emmick seconded by Mr. Hilliard: RESOLVED, that the Bonds of Public Officials be approved as to the amount and Company. Carried FIRE WARDENS: Motion by Mr. Hilliard seconded by Ms. Kirby that the Supervisor appoint the Fire Chief and Company Captains of the Town as Fire Wardens. ATTORNEY FOR THE TOWN: Carried Motion by Ms. Kirby, seconded by Mr. Stevens, that the Attorney for the Town be on an as needed basis and that Mr.Robert Williamson be consulted as needed. Carried DESIGNATION OF OFFICIAL NEWSPAPER: Motion by Mr. Stevens, seconded by Mr. Emmick, that the Ithaca Journal News be designated as the official newspaper for the Town of Lansing. Carried DESIGNATION OF BANK DOPOSITORIES OF TOWN FUNDS: Motion by Mr. Emmick, seconded by Mr. Hilliard, that the Tompkins County Trust Company, Security Norstar Bank, and the Moravia National Bank be designated as the depositories for the Town of Lansing. Carried RULES OF ORDER: Motion by Mr. Hilliard, seconded by Ms. Kirby, that Robert's Rule of Order be followed, however, when special roll call votes are requested, voting to be in alphabetical order and the Supervisor voting last. Carried TIME OF REGULAR BOARD MEETINGS: Motion by Ms. Kirby, seconded by Mr. Stevens, that the Regular Board Meetings of the Lansing Town Board be held on the 2nd Wednesday of each month at 8:00 P.M. o'clock. Carried MILEAGE ALLOWANCE: Motion by Mr. Stevens, seconded by Mr. Emmick that the Town Officer's and Highway_Supertindent be allowed the sum of 20G per mile for the use of their automobiles in the performance of their official duties. Carried AUTHORIZATION FOR HIGHWAY SUPERTINDENT TO PURCHASE ITEMS: Motion by Mr. Emmick, seconded by Mr. Hilliard, that the Highway Supertindent be authorized to purchase equipment, tools and implements, tires and tubes, in the amount of $5,000.00 without prior approval. Carried METHOD OF CLAIMS TO BE PRESENTED FOR PAYMENT: Motion by Mr. Hilliard, seconded by Ms. Kirby, that vouchers for claims for General Fund and Highway Fund be presented and audited in accordance with (Town Law A.T. 103), this inspection will take place by the town board at the beginning of each regular meeting. Carried APPOITMENT OF ORDINANCE OFFICER AND BUILDING INSPECTOR: MOTION by Mr. Hilliard, seconded by Ms. Kirby that Gary Wood be appointed Ordinance Officer and Building Inspector, effective January 1, 1987 and to serve at the pleasure of the board. Carried APPOINTMENT OF BUDGET OFFICER: MOTION by Ms. Kirby, seconded by Mr. Stevens, that Herbert Howell and Sharon Bowman be appointed Co- Budget Officers for the year 1987. Carried VOTING MACHINE CUSTODIANS: MOTION by Mr. Emmick, seconded by Mr. Hilliard that Richard K. Davis be appointed Republican Voting Machine Custodian and Beatrice Davis be appointed Democratic Voting Machine Custodian for the year 1987 in compliance with Sec. 3 -302 of the New York State Election Law. Carried RESOLUTION offered by Mr. Hilliard, seconded by Ms. Kirby RESOLVED, that Supervisor Howell, be authorized and directed to duly execute application for permit to maintain and operate public bathing beach for the year 1987. Carried RESOLUTION offered by Mr. Hilliard, seconded by Mr. Emmick: RESOLVED., that Bonita Boles and Debbie Crandall be authorized to sign the Handicapped Parking Permits. Carried RESOLUTION offered by Ms. Kirby, who moved its adoption, seconded by Mr. Stevens WHEREAS, it is the intention of the Town Board of the Town of Lansing to establish Youth Recreation and Service Projects, and WHEREAS, the Town Board of the Town of Lansing is about to submit application for such projects for the year 1988 to the New York State Division for Youth for its approval, reimbursements of funds expended on such projects, now therefore be it RESOLVED, that such applications are in all respects approved and Herbert \ Howell, Supervisor, is hereby directed and authorized to duly execute and to present said applications to the N.Y.S. Division for Youth for approval. Section 2. This resolution shall take effect immediately. In the future this population might be expected to increase to 2,400. WATER SUPPLY Present treated water requirements, estimated not to exceed an average of 0.12 MGD (1,200 persons x 100 GPCD) to supply some 480 dwelling units and several small businesses, will be purchased from the Southern Cayuga Lake Intermunicipal Water Supply Commission (Bolton Point Water Supply). Future water requirements might reach 0.48 MGD. The Town of Lansing is a member of the commission, and the capacity of the Bolton Point Supply is considered more than adequate to serve this district now and in the future. WATER SYSTEM TO BE CONSTRUCTED As shown on the map and plan of the proposed water district, the facilities to be constructed will consist of approximately 55,700 feet of 10 -inch and 8 -inch diameter ductile iron water mains together with fire hydrants, valves and other related and necessary appurtenances. METHOD OF OPERATION Water will be drawn from the existing Lansing (T) Water System at the following points. along North Triphammer Road at -4- Asbury Drive, Horvath Drive, Asbury Road and Triphammer Terrace; and at Warren Road and Village Circle South. Pressure and volume, including storage, will be provided by a pumping station and 1.0 MG tank previously constructed under Water District Nos. 4 and 5. Due to changing topography, static main pressures along the route would naturally vary considerably. By use of existing main line pressure reducing stations on water mains in Water District No. 7 and pressure reducers on household services, pressures will be maintained generally in the 40 to 80 p.s.i. range. Hydrants will be installed at appropriate intervals along the route for fire protection. CONSTRUCTION CONDITIONS The water mains will be constructed within the existing right -of -way of roads or acquired easements within the district. No unusual soil and /or construction conditions are anticipated. Traffic will not be unduly interrupted. Test borings will be taken to determine the extent and depth to rock, and this information will be made available to bidders. ESTMATE OF PROJECT COST As shown on documentation filed with the Town Clerk, the preliminary estimate of costs, including an allowance for contingencies, engineering, technical, legal and administrative costs, is $2,050,000.00. The construction cost estimate is -5- based on an average of unit prices received by the Town for other water projects bid during the past two years. METHOD OF FINANCING The proposed method of financing the cost of the improvements consists of the issuance of serial bonds of the Town to mature in annual installments for a period not exceeding 30 years, payable in the first instance from assessments levied by the Town Board in proportion as nearly as may be to the benefit which each lot or parcel will derive therefrom, and the maintenance and operating costs will be financed by metered water revenues estimated at $120.00 - $150.00 per household per year which will be in addition to annual capital and repayment costs. 2 - it was in the public interest to grant and district, and that hold the relief sought, and it having been then and there further duly resolved that the establishment of such district as proposed be approved, subject to permissive referendum in the manner provided in Article 7 of the Town Law, and.a certificate of the Town Clerk having been filed pursuant to Subdivision 4 of Section 209(e) of the Town Law, certifying that no petition was filed requesting such a referendum, it is ORDERED, that Lansing Water District No. 8 be established in the Town of Lansing, Tompkins County, New York, to be of the description and boundaries shown in Exhibit "A" attached hereto and made a part hereof, and it is further ORDERED, that the following improvements in said district be-.constructed upon the required funds being made available or provided for as shown on the map and plan of the proposed district on file with the Town Clerk, the facilities to be constructed to consist of some 1,400 feet of eight -inch diameter ductile iron water main, together with valves, fire hydrants and other related necessary appurtenances. The proposed district of approximately 18 acres in area will include ten homes and three Vacant lots located along Buck Road between Brickyard Hill Rood and Wilson Road in the Town of Lansing. Treated water requirements, estimated not to exceed an iv me of 4,500 gallons per day, will be purchased from the 5o4thern Cayuga Lake Intermunicipal Water Commission.
