The Supervisor called the meeting to order at 8:00 P.M. having the clerk take the Roll Call. Co. Representative, Helen Howell, reviewed the Sales Tax Credit distribution of the City, Towns and Villages in Tompkins County. Said sales tax credit is distributed on the basis of population. Ms. Howell feels this is an unfair method of distribution and should be changed from population to assessed valuation, stat- ing that she will pursue same on the County level. Discussion was held on proposed Water District #9 as presented and proposed by Town Engineer, T.G. Miller at the Public Hearing held on October 29, 19860 Modifications of the present proposal were discussed. RESOLUTION offered by Ms. Kirby, who moved its adoption, seconded by Mr. Emmick: RESOLVED, that the Town Board of the Town of Lansing shall hold a Public Hearing on the 1st day of December 1986 at 8:00 P.M. at the Lansing Town Hall to consider map, plan and report, pursuant to Article 12 -A of the Town Law on pro- posed LANSING WATER DISTRICT NO. 8. Shulman appeared before the board stating that he had pur- chased an approximate ten acre parcel of land in the Town of Lansing along the west side of E. Shore Drive, just south of Esty Circle. Mr. Shulman is forming a four lot subdivision and is requesting that the Town allow him to form a water district to service the property. Discussion held by the Town Board and Mr. Shulman, following resolution offered: RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by Ms. Kirby: RESOLVED, that Town Attorney Williamson and Village Attorney Dubow prepare a proposed water service contract between the Village and Town of Lansing to serve a proposed four lot subdivision located adjacent to the Village of Lansing and owned by Richard A. Discussion held by the board and Highway Supt. Groat. No action taken. Vestal Asphalt, Inc., has requested a five year lease of Town property to place three tanks for storage of liguid asphalt. Discussion by the board. Atty. Williamson instructed to prepare a proposed lease for consideration by the board. Two proposals for professional engineering and surveying services to be rendered for the design and construction of a 1.3 mile extension to the Town water system.within the Hamlet of Ludlowville to be financed by a HUD Grant, as advertised, received as follows: T.G. Miller Associates, p.c. $409000.00 Ithaca, New York 14850 Resource Engineering $389000.00 Cortland, New York 13045 Discussion held by the Town Board, following resolution offered: RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Emmick: RESOLVED, on recommendation of the Lansing Water Committee, having used factors as advertised for evaluation and selection, the Town Board accepts the proposal in the amount of $40,000.00 from T.G. Miller Associates, p.c. for professional engineering and surveying services to be rendered for the design and construction of a 1.3 mile extension to the Town water system with- in the Hamlet of Ludlowville to be financed by a HUD Grant. The basis of the Lansing 9WIater Committee recommendation for engineering and surveying services for the extension of the Town water system within the Hamlet of Ludlowville is attached hereto and made a part thereof. Box 186 Lansing, New York 14882 Mr. Howell: This is in response to your request for the basis of recommendation for engineering and surveying services for Water System within the hamlet of Ludlowville. the Lansing Water Committee the extension of the Town Two proposals were received, one from Resource Engineers of Cortland, New York, and the costs, etc. to other be from T.G. at cost. Miller Associates, P.C., Ithaca, New York. The recommendation was made on the basis of the "Factor for Evaluation /Selection" in accordance with the advertised criteria as follows: The First 3 Factors - Technical Expertise, Past Performance, and Capacity to Perform within Time Limits were considered as equal on,:-the basis of the.information submitted. Factor 4 "Local Experience" with a weighting of 30 points was considered as being in favor of T.G. Miller Associates, P.C. recognizing their several recent local projects, and the project now in progress in the Town of Lansing. This local experience was judged to be greater than that submitted by Resource Engineering. Factor 5 Cost with a weighting of 10 points was considered as being in favor of T.G. Miller Associates, P.C. T.G. The $ 2,000.00 difference in cost was considered. in the Resource Engineering proposal, their proposal was perhaps more than the T.G. Miller Associates proposal. PRESENT: Herbert Howell, Supervisor Bert Hilliard, Councilman Louis Emmick, Councilman Jeannine Kirby, Councilwoman ABSENT: George Stevens, Councilman In the matter of the establishment of Lansing Water District No. 8, Town of Lansing, Tompkins County, New York, pursuant to Article 12 -A of the Town Law. WHEREAS, a map, plan and report have been prepared in such manner and in such detail as has heretofore been determined by the Town Board of Lansing, relating to the establishment of a proposed water district in the town, and WHEREAS, such map, plan and report have been duly filed in the Town Clerk's Office in said town, and WHEREAS, said map, plan and report were prepared by T.G. Miller and Associates, P.C., Engineers and Surveyors, Ithaca, New York, duly licensed by the State of New York, showing the boundaries of the proposed district, a general plan of the water system and a report of the proposed method of operation, and \ A - 2 - WHEREAS, said map shows the proposed water district, water mains, fire hydrants and other related and necessary appurtenances, and WHEREAS, the boundaries of the proposed district are described in Exhibit "A" attached hereto and made a part hereof, and WHEREAS, the improvements proposed are as follows: SERVICE AREA: As described in Exhibit "A ", the proposed water district of approximately 18 acres in area will include ten homes and three vacant lots located along Buck Road between Brickyard Hill Road and Wilson Road in the Town of Lansing. The maximum population to be served in the proposed district is estimated at 45. WATER SUPPLY. Treated water requirements, estimated not to exceed an average of 4,500 gallons per day, will be purchased from the Southern Cayuga Lake Intermunicipal Water Commission (Bolton Point Water Supply). The Town of Lansing is a member of the commission, and the capacity of the Bolton Point Supply is considered more than adequate to serve this district. WATER SYSTEM: The water system to be constructed is shown on the attached map and plan of the proposed water district on file in the Town Clerk's Office. The facilities to be constructed will consist of some 1,800 feet of eight inch diameter ductile iron water r - 3 - main together with valves, fire hydrants and other related and necessary appurtenances. CONSTRUCTION CONDITIONS: The water main will be constructed within the existing Buck Road right -of -way or acquired easements. No unusual soil and /or construction conditions are anticipated. Traffic will not be interrupted. Test borings will be taken to determine the extent and depth to rock and this information made available to bidders, and WHEREAS, the method of operation will be as follows: the proposed water main extension will be connected to Town of Lansing system at Brickyard Hill Road. Pressure will be provided by the existing 1 MG capacity town water storage tank located at Village Circle South on Warren Road. Water is pumped to this tank from the (SCLIWC) Bolton Point Water Supply by the existing Town of Lansing pumping station located adjacent to the SCLIWC Burdick Hill Road water storage tank at North Triphammer Road. Due to changing topography and a wide variance in ground surface elevations, water main pressures in the existing Lansing Water System are controlled by main line pressure reducing stations. Ground surface elevations of the proposed water district vary by approximately 40 feet, and static water main pressures will range between 30 and 50 p.s.i., and ] -4- WHEREAS, the maximum amount proposed to be expended for said improvement for the acquisition of the necessary land and easements and construction of said project is $53,500.00, and WHEREAS, the proposed method of financing the cost of said improvements consists of the issuance of serial bonds of the town to mature in annual installments for a period not exceeding 20 years, payable in the first instance from assessments levied by the Town Board in proportion as nearly as may be to the benefit which each lot or parcel will derive therefrom, and WHEREAS, maintenance and operating costs will be financed by metered water revenues. The average annual cost per household is estimated at $120.00 - $150.00 per household per year which will be in addition to annual capital repayment costs, and the annual capital estimated cost per lot in the first year is $473.00 which cost will be reduced during the term of the bonds, and WHEREAS, said map, plan and report describing the improvements are on file in the Town Clerk's Office for public inspection, NOW, on motion of Jea- nnine:- :irby. and seconded by Louis Emmick it is hereby ORDERED, that the Town Board of the Town of Lansing hold a public hearing at the Lansing Town Hall in said Town of Lansing on the lst day of December, 1986, at 8:00 o'clock p.m. on that day to consider said map, plan and report and to hear all -5- persons interested in the subject thereof concerning the same and to take such action thereof as is required or authorized by law.
