Robert Williamson outlined the proposed District and procedures involved. ng in the flatter of Article 12 -A of Howell. to be discussed Eng. T.G. Miller described the improvements proposed, 1) Service Area, 2) Population to be served, 3) Water Supply, 4) Water system to be constructed, 5) Construction conditions, 6) Method of operation, 7) Preliminary estimate of project, and, 8) Method of financing. Engineers Report were distributed to persons requesting same. A question and answer period followed Mr. Miller's presentation. P-,9ajor concerns'of the persons present were:. 1) Cost of the project and method of financing, 2) Deletion of undeveloped-land from the proposed district, 3) Have all potential °sources of financial assistance been re- searched, 4) What effect will the growth of the proposed Water District have on the Lansing School enrollment, and 5) Quality of water. Comments made supporting the Water District were made by 1) Persons experiencing.poor quality of water, 2) Shortage of water, 3) Possibility of future shortage of water, and 4) Delay in forming the district could result,.:n escalating costs. . A show of hands by persons present that would be included in Water District #9 showed�6pproximately fifty persons in favor of forming the district and approximately seventy -five persons not in favor of forming the district. All persons desiring to be heard, having been heard, the Public Hearing was terminated at 10:10 P.M. WHEREAS, a map, plan and report have been prepared in such manner and in such detail as has heretofore been determined by the Town Board of Lansing, relating to the increased facilities for Lansing Water District No. 2 in said town; and WHEREAS, said map, plan and report have been duly filed in the Town Clerk's Office in said town, together with the estimate of cost for said project; and WHEREAS, said map, plan and report were prepared by T.G. Miller and Associates, P.C., Engineers and Surveyors, Ithaca, New York, duly licensed by the State of New York, showing said proposed improvements together with the estimated cost and method of operations and r ro - 2 - WHEREAS, said map, plan and report shows the proposed improvements together with other related and necessary appurtenances; and WHEREAS, the improvements proposed are as follows: SERVICE AREA The area to be served includes the Lansing Central School complex and some 35 other properties which are located in the established Town of Lansing Water District No. 2. Other than the school and except for a church and two commercial establishments, all the customers are residential. There are also three properties, a ten -unit apartment and two residences which are located outside the district and contract for the purchase of water. WATER SUPPLY REQUIREMENTS Meter records for 1984 and 1985 indicate treated water requirements will avarage about 20,000 per day when school is in session. Approximately two - thirds of this quantity is used by the 1,210+ school population and one -third by the residents. The capacity of the Bolton Point supply and the Lansing town water distribution system are considered more than adequate to meet the water requirements of district no. 2. IMPROVEMENTS TO BE CONSTRUCTED As shown on the map and plan on file with the Town Clerk, it is proposed to connect to the 8 -inch water main which is [7 -3- under construction at Brickyard Hill Road, at a point some 1,100 feet from the NYS Route 34B intersection. From there, a new 8 -inch ductile iron water main is proposed to be installed in a westerly and northerly direction some 3,200 feet to connect to the existing 6 -inch transite water main at the intersection of Myers Road and NYS Route 34B. In addition, 600+ feet of 6 -inch ductile iron water main is proposed to be installed on Ludlowville Road to provide a connection to the new water district no. 10. Approximately 2,200 feet of the new 8 -inch main will replace old existing 4 -inch transite pipe. This additional capacity will provide adequate flow for fire protection at the school buildings. Also, the replacement will eliminate breakdowns which are likely to occur with the continued use of the old pipe in the part of the system which will have much higher static water pressure than before. A new pressure reducing valve is proposed to be installed in an underground vault to be constructed near the intersection of NYS Route 34B and Myers Road. This will serve to minimize static pressures on the Myers Road part of the system. Again, the present condition of the existing 6 -inch transite pipe is of concern. New fire hydrants will be added at appropriate locations throughout the system to afford adequate coverage for fire protection and safety. -4- The existing well supply and ground level storage tank facilities are to be eliminated. CONSTRUCTION CONDITIONS The water main and facilities will be constructed with existing right -of -ways or, if necessary, acquired easements. No unusual soil and /or construction conditions are anticipated. Traffic will not be interrupted. Test borings will be taken to determine the extent and depth to rock, and this information will be made available to bidders. METHOD OF OPERATION Water will be drawn from the water district no. 7 main at Brickyard Hill Road and carried through the district no. 2 system by 3,200 feet of new 8 -inch ductile iron and 3,150 feet of existing 6 -inch transite and cast iron water mains. The change in static pressure caused by the difference in ground surface elevation wtihin the system will be divided approximately in half and controlled by the installation of the pressure reducing station to approximately equalize the difference in static pressure. Static water main pressure on the new, upper part of the system will range from 75 p.s.i. at the point of connection to 125 p.s.i. at the pressure reducing station near Myers Road and NYS Route 34B. Static pressure on the lower, older part of the system on Myers Road will range from 30 p.s.i. at the low side of the pressure reducing station - 5 - to 84 p.s.i. at the foot of Myers Road hill. As in all other areas served by the Lansing Town Water System, individual pressure reducers will be required on each building service for added safety in the event of equipment failure. ESTIMATED MAXIMUM COST The estimated maximum project cost including allowance for contingencies, engineering, legal and administrative costs is $1509000.000 METHOD OF FINANCING The proposed method of financing the cost of said improvements consists of the issuance of serial bonds to mature in annual installments for a period not exceeding 10 years, payable in the first instance from assessments levied by the Town Board and proportioned as nearly as may be to the benefit which each lot or parcel will derive therefrom. MAINTENANCE AND OPERATING COSTS Maintenance and operating costs are financed by metered water revenue estimated at $120.00 - 150.00 per household per year and are in addition to the annual capital repayment costs above. Present maintenance and operating costs are approximately $60.00 per year. Annual school costs based on 1984 and 1985 metered records would average $4,900.00. This is an approxiamte 10% increase over current costs but will be offset by elimination of present costs associated with -6- operating and maintaining pressure booster systems within the school buildings. PRESENT DEBT The district has presently an indebtedness of $12,000.00 principal and $2,352.00 in interest payable in annual installments through April 1992 (annual average $2,392.00)0 MAP, PLAN AND REPORT The map, plan and report describing the improvements are on file in the Town Clerk's.Office for public inspection. NOW, on motion of Bert Hi-lliard and seconded by Louis Emmick- - , it is ORDERED, that the Town Board of the Town of Lansing hold a public hearing at the Lansing Town Hall in said Town of Lansing on the 30th day of October , 1986, at 8:00 p.m. to consider said map, plan and report and to hear all persons interested in the subject thereof concerning the same and to take such action thereof as required and authorized by law. The adoption of the foregoing Order was duly put to a vote and upon call the vote was as follows. Miller and Associates, P.C., Engineers and Surveyors, Ithaca, New York, duly licensed by the State of New York, showing the boundaries of the proposed district, a general plan of the water system and a report of the proposed method of operation; and 1. -2 WHEREAS, said map shows the proposed water district, mains, fire hydrants and other related and necessary appurtenances; and WHEREAS, the boundaries of the proposed district are described in Exhibit "A" attached hereto and made a part hereof; and WHEREAS, the improvements proposed are as follows: water SERVICE AREA As described in Exhibit "A ", the proposed water district will include seven properties located along Ludlowville Road immediately north of Lansing Water District No. 2. The area is 9.6+ acres. POPULATION TO BE SERVED The maximum population to be served in the proposed district is estimated at 25 persons. WATER SUPPLY Treated water requirements, estimated not to exceed an average of 2,500 gallons per day, will be purchased from the Southern Cayuga Lake Intermunicipal Water Commission (Bolton Point Water Supply). The Town of Lansing is a member of the commission, and the capacity of the Bolton Point supply is considered more than adequate to serve this district. WATER DISTRICT TO BE CONSTRUCTED As shown on the map and plan of the proposed water district on file with the Town Clerk, the facilities to be -3- constructed will consist of some 620+ feet of 6 -inch diameter ductile iron water main together with valves, fire hydrants and other related necessary appurtenances. CONSTRUCTION CONDITIONS The water main will be constructed within the existing Ludlowville Road right -of -way or acquired easements. No unusual soil and /or construction conditions are anticipated. Traffic will not be interrupted. Test borings will be taken to determine the extent and depth to rock, and this information will be made available to bidders. METHOD OF OPERATION The proposed water main extension will be connected to the Town of Lansing Water District No. 2 system on Ludlowville Road. Pressure will be provided by the existing 1MG capacity town water storage tank located at Village Circle South on Warren Road. Water is pumped to this tank from the (SCLIWC) Bolton Point Water Supply by the existing Town of Lansing pumping station located adjacent to the SCLIWC Burdick Hill Road water storage tank at North Triphammer Road. Due to changing topography and a wide variance in ground surface elevations, water main pressures in the existing Lansing water system are controlled by main line pressure reducing stations. Static water main pressure in the proposed district will average approximately 120 p.s.i.. -4- MAXIMUM AMOUNT TO BE EXPENDED The maximum amount proposed to be expended for said improvement including the acquisition for necessary land and easements and construction of said project is $19,150.000 METHOD OF FINANCING The proposed method of financing the cost of said improvement consists of the issuance of serial bonds to mature in annual installments not exceeding 15 years, payable in the first instance from assessments levied by the Town Board and proportioned as nearly as may be to the benefit which each lot or parcel will derive therefrom, and maintenance and operating costs will be financed by metered water revenues. The average annual cost per household is estimated at $120.00 - 150.00 per househeld per year and will be in addition to the annual capital repayment costs. The annual estimated capital cost per vacant lot is $169.00 and for each home and lot will be $338.00. MAP. PLAN AND REPORT The map, plan and report describing the improvements are on file in the Town Clerk's Office for public inspection. NOW, on motion of Louis Emmick and seconded by Jeannine Kirby it is ORDERED, that the Town Board.of the Town of Lansing hold a public hearing at the Lansing Town Hall in said Town of Lansing - 5 - on the 30th day of October 1986, at 8:15- p.m. on that day to consider said map, plan and report and to hear all persons interested in the subject thereof concerning the same and to take such action thereof as required or authorized by law. Also; the replacement will eliminate breakdowns whit are likely to occur with the continued use of the old pipe in the part of the system which will have much higher static water pressure than before. A new pressure reducing valve is proposed to be' in- stcilled in an underground vault to be constructed near the intersection of NYS Route 34B and Myers Road.-This-will serve to minimize static res- sures on the Myers Road port of the systems. Again, the pre- sent condition of the existing 6-inch transite pipe is of con- cern. New fire hydrants will be added. at appropriate loca- tions throughout the systems to afford adequate coverage for fire protection and safety. The existing well supply and ground level storage tank fo- ,cilties are to be eliminated. CONSTRUCTION CONDITIONS The water main and facilities will be constructed with exist- ing right -of -ways or, if nec- essary, acquired easements.
