The Lansing Town Board met in Regular Session at the Lansing Town Hall on
October 8, 1986 at 8 :00 P.M. with Supervisor Herbert Howell Presiding.

The Supervisor called the meeting to order having the clerk take the Roll
Call.
County Representative, Helen Howell, discussed 1) County Home, 2) new Public
Safety Building, 3) vending machines being installed at the Biggs Complex, 4) Tomp-
kins County hiring O'Brien & Gere for solid waste study and 5) SPCA Contract with
County.
Eno. T.G. Miller reviewed the map, plan and report for proposed Water District
#9. The boundaries of the proposed district, a general plan of the water system
and a report of the proposed method of operation was discussed. Atty. Williamson
summarized the proposed Order of the Town Board Specifying Time and Place of Public
Hearing and Establishment of Lansing Water District Pao. 9.

RESOLVED, that the Town Board of the Town of Lansing shall hold a Public
Hearing at the.Lansing High School, Room 101, in said Town of Lansing on the 29th
day of October, 1986, at 8:00 P.M. to consider map, plan and report on proposed
Lansing 'Water District No. 9. Said Order of Public Hearing attached hereto and
made a part thereof.

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
WHEREAS, it appears that after further study and input from the residents
in the Buck Road Water District that the establishment of Water District #8 is
not in the public interest as the boundaries are currently established, and
WHEREAS, for this reason the Town Board determines that the District should
not be established in accordance with the boundaries set forth in the resolution
establishing same, and
WHEREAS, further input from the residents indicate that the district boundaries
be modified to exclude certain areas, nov therefore be it
RESOLVED, that the resolution establishing the Buck Road Water District #8
be rescinded, and be it further
RESOLVED, that the matter be referred back to the Town Engineer for further
study and recommendation.

RESOLUTION offered by Hr. Emmick, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the Town Board advertise for proposals from qualified firms
for professional engineering and surveying services to be rendered for the design
and construction of a 1.3 mile extension to the Town water system within the
Hamlet of Ludlowville to be financed by a HUD Grant. Proposals to be accepted
until 5:00 P.R., November 12, 1986. Unanimously adopted

A Monthly Report for September was received and presented from Dog Warden,
Lorraine Bard,
Councilman Stevens discussed the Recreation budget for the year 1987. It was
the consensus of the board that the salary of the Director of Recreation be raised
from $4,000.00 to $4,400.00 for the ensuing year.
A copy of the minutes of August 13, 1986 having been furnished to Members of
the Town Board beforehand, the Supervisor asked for a motion to propose corrections
or to accept same as submitted.

Supervisor Howell announced to the board that the tentative budget for the
next ensuing year would be presented and reviewed at this time. Discussion was held
by the Town Board on all items of the tentative budget and when all changes and
revisions were completed, the preliminary budget was ready for adoption and the date
of hearings set thereon.

RESOLVED, that this Town Board does hereby prepare and approve as the prelimin-
ary budget of this Town for the fiscal year beginning on the 1st day of January 1987,
the itemized statement of estimated revenues and expenditures hereto attached and
made a part of this resolution, and be it
FURTHER RESOLVED, that such preliminary budget shall be filed in the office of
the Town Clerk where it shall be available for inspection by any interested persons
at all reasonable hours, and be it
FURTHER RESOLVED, that this Board shall meet at 8:00 P.M. on the 5th day of
November 1986, for the purpose of holding a Public Hearing upon such preliminary
budget, and be it
FURTHER RESOLVED, that the Town Clerk give notice of such Public Hearing in
the manner provided in Section 108 of the Town Law, and that such notice be published
and posted in substantially the following form:

FOR THE TOWN OF LANSING FOR YEAR 1987
NOTICE IS HEREBY GIVEN, that the preliminary budget of the Town of Lansing,
Tompkins County, New York for the fiscal year beginning January 1, 1987 has been
completed and filed in the office of the Town Clerk of said Town, where it is
available for inspection of any interested person at all reasonable hours,
FURTHER NOTICE IS HEREBY GIVEN, that the Town Board of said Town of Lansing
will meet and review said preliminary budget and hold a Public Hearing thereon
at the Lansing Town Hall, Lansing, New York at 8:00 P.M. on the 5th day of

SPECIFYING TIME AND PLACE OF
PULBIC HEARING AND ESTABLISHMENT
OF LANSING WATER DISTRICT NO. 9
At a meeting of the Town Board of the Town of Lansing,
held at the Town Hall in the Town of Lansing, Tompkins County,
on the 8th day of October, 1986, at 8:00 p.m., present:

In the matter of the establishment of Lansing Water
District No. 9, Town of Lansing, County of Tompkins, State of
New York, pursuant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report have been prepared in such
manner and in such detail as has heretofore been determined by
the Town Board of Lansing, relating to the establishment of a
proposed water district in the town; and
WHEREAS, such map, plan and report have been duly filed in
the Town Clerk's Office in said town; and
WHEREAS, said map, plan and report were prepared by T.G.
Miller and Associates, P.C., Engineers and Surveyors, Ithaca,
New York, duly licensed by the State of New York, showing the
boundaries of the proposed district, a general plan of the
water system and a report of the proposed method of operation;
and

WHEREAS, said map shows the proposed water district,
mains, fire hydrants and other related and necessary
appurtenances; and
WHEREAS, the boundaries of the proposed district are
described in Exhibit "A" attached hereto and made a part
hereof; and
WHEREAS, the improvements proposed are as follows:

SERVICE AREA
As described in Exhibit "A ", the proposed water district
includes tax map parcels and frontage portions of larger
parcels to be served by water mains situated along Armstrong
Road from Asbury Road north to Franklyn Drive, Asbury Drive;
Asbury Road from North Triphammer Road east to Warren Road,
Bean Hill Lane; Belvedere Drive; Brookhaven Drive; Farrell Road
to 3,100+ feet east of Warren Road. Franklyn Drive; Grandview
Drive; Hillcrest Road from 785+ feet southeast of Bean Hill
Lane northwesterly to Triphammer Terrace intersections Maple
Drives North Triphammer Road from Asbury Road north to
Peruville Road; Sharon Drive; Sky Acres Drive; Spring Brook
Drives Stormy View Drive; Triphammer Terrace from Asbury Drive
north to Asbury Road and from North Triphammer Road north to
Hillcrest Road; Village Circle North, Village Circle South,
Village Place; and Warren Road from Hillcrest Road north to
Asbury Road.

POPULATION TO BE SERVED
The present population to be served in the proposed
district is estimated at 1,200 (460 units x 2.5 persons /unit).
In the future the population might be expected to increase to
2,400.
WATER SUPPLY
Present treated water requirements, estimated not to
exceed an average of 1.2 MGD (1,200 persons x 100 GPCD) gallons
per day to supply some 460 dwelling units, and several small
businesses will be purchased from the Southern Cayuga Lake
Intermunicipal Water Supply Commission (Bolton Point Water
Supply). Future water requirements might reach an average of
2.4 MGD. The Town of Lansing is a member of the commission,
and the capacity of the Bolton Point supply is considered more
than adequate to serve this district now and in the future.
WATER SYSTEM TO BE CONSTRUCTED
As shown on the map and plan of the proposed water
district the facilities to be constructed will consist of
approximately 53,600 feet of 10 -inch and 8 -inch diameter
ductile iron water mains together with fire hydrants, valves
and other related and necessary appurtenances.
CONSTRUCTION CONDITIONS
The water mains will be constructed within the existing
right -of -way of roads or acquired easements within the

district. No unusual soil and /or construction conditions are
anticipated. Traffic will not be unduly interrupted. Test
borings will be taken to determine the extent and depth to
rock, and this information will be made available to bidders.
METHOD OF OPERATION
Water will be drawn from the existing Lansing town water
system at the following points: along North Triphammer Road at
Asbury Drive, Horvath Drive, Asbury Road and Triphammer
Terrace; and at Warren Road and Village Circle South. Pressure
and volume, including storage, will be provided by a pumping
station and 1.0 MG tank previously constructed under water
districts 4 and 5.
Due to changing topography, static main pressures along
the route would naturally vary considerably. By use of
existing main line pressure reducing stations on water mains
Water District No. 7 and pressure reducers on household
services, pressures will be maintained generally in the 40 to
80 p.s.i. range. Hydrants will be installed at appropriate
intervalls along the route for fire protection.
PRELIMINARY ESTIMATE OF PROJECT COST
As shown on-Exhibit "B" on file with the Town Clerk, the
preliminary estimate of project costs, including an allowance
for contingencies, engineering, technical, legal and
in
administrative costs, is $1,900,000.00. The estimate is based

on an average of unit prices received by the town for other
water projects bid during the past two years.
METHOD OF FINANCING
The proposed method of financing the cost of said
improvements consists of the issuance of serial bonds of the
town to mature in annual installments for a period not
exceeding 30 years, payable in the first instance from
assessments levied by the Town Board and proportioned as nearly
as may be to the benefit which each lot or parcel will derive
therefrom, and the maintenance and operating costs will be
financed by metered water revenues estimated at $120.00 -
150.00 per household per year which will be in addition to
annual capital and repayment costs.
MAP, PLAN AND REPORT
The map, plan and report describing the improvements are
on file in the Town Clerk's Office for public inspection.
NOW, on motion of George Stevens and seconded by
Jeannine Kirby , it is hereby
ORDERED, that the Town Board of the Town of Lansing hold a
public hearing at the Lansing High- School, Room.- 101, °in said Town of Lan:
on the 29th day of October , 1986, at 8:00 p.m. in the evening
to consider said map, plan and report and to hear all persons
interested in the subject thereof concerning the same and to
take such action thereof as required or authorized by law.

WHEREAS, a map, plan and report have been pre
pared in such manner and in such detail,, as has hereto -,
fore been determined by the Town Board of Lansing,
relating to the establishment of a proposed water dis- i
trict in the.town; and
WHEREAS, such map, plan and report have been duly
filed in the Town Clerk's Office in said town; and
WHEREAS, said map, plan and report were prepared'
by T.G: Miller and Associates, P.C., Engineers and Sur -'
veyors, Ithaca, New York, duly.licensed by the State of
New York, showing the boundaries of the.proposed dis -
.trict, a general plan of the water system and a report of
the proposed method of operation; and
WHEREAS, said map shows the proposed water dis -.1

POPULATION TO BE SERVED
The present population to be served In the proposed
district is estimated at 1•,200 (460 units x 2.5 persons /u- .
nit)..In the future the population might be expected to
increase to 2,400. -
WATER SUPPLY
Present treated water requirements, estimated 'not to J
exceednn average of 1.2 MGD:(1,200 persons x 100 GP
CD) gallons per.day to supply some 460 dwelling units,
),and several small businesses will be purchased from
i the Southern Cayugo -Lake Infermunicipol Water Supply
I Commission (Bolton Point Water Supply). Future.water
requirements might reach on average of 2.4 MGD, The
Town.of Lansing is a member of the commission, and
the capacity of the Bolton Point supply is considered
more.thon adequate to serve this district now and in the.
future.
WATER SYSTEM TO BE CONSTRUCTED
As shown on the map and-plan of the proposed water
district the facilities to be constructed will consist of op=
proximately 53,600 feet of 10 -inch and 8 =inch diameter.'
ductile iron water mains together with fire hydrants,
valves and other related and necessary appurtenances.
CONSTRUCTION CONDITIONS
The water mains will be constructed within the exist-
ing right -of -way of roads or acquired easements within
1 the district. No unusual soil and /or construction . condi-
tions are anticipated. Traffic will not be unduly inter-
; rupted. Test borings will be taken to determine the ex-
' tent and depth to 'rock, and this information will be
made available to bidders.
METHOD OF OPERATION
Water will be drawn from the existing Lansing town
lwater system at the following points: along North Tri-
phammer Rood at -Asbury Drive, Horvath Drive, Asbury
Road and Triphammer Terrace; and at Warren Road
and Village Circle South. - Pressure and volume,.includ- .
ing storage, will.be provided.by a pumping station and
1.0. MG tank previously constructed under water dis -
i tricts 4 and 5.
Due to changing topography, static main pressures
:along the route would naturally vary considerably. By
(use of existing main line. pressure reducing- stations on
water mains in Water District No. 7 and pressure reduc-
iers on household services, pressures will be main-
tained generally in the 40 to 80 p.s.i. range. Hydrants
will be installed at appropriate intervals along the
route for fire protection.
PRELIMINARY ESTIMATE OF PROJECT COST
As shown on Exhibit "B" on file with the Town Clerk,
the - preliminary estimate of .project costs,- including an
allowance for contingencies, engineering, technical,
legal and administrative costs, Is $1,900,000.00. The es- `
timate is based on an average of unit prices received
by the town for other waterprojects bid during the past ,
The proposed method of financing the cost of said
improvements consists of the issuance of serial bonds
of the town to mature in- annual installments for a-pari-
od not exceeding 30 years, payable in the first instances
from assessments levied by the Town Board and'p¢rfo-
portioned as nearly as may be to the benefit which
egeh lot or parcel will derive therefrom, and the main-
tenance and operating costs will be financed by me -t
tered water revenues estimated at $120.00 - 150.00 per
household per year which will be in addition to annual
capital and repayment costs.

RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by
.Ms. Kirby:
WHEREAS, the Assessment Rolls for Lansing Water District #2 and Sewer
District #2 have beem completed and have been filed with the Town Clerk, now
therefore be it
RESOLVED, that the Town Board of the Town of Lansing will hold a Public
Hearing on, said Assessment Rolls on the 5th day of November 1986 at 8:30 P.M.
in the evening thereof, then and there to meet, hear and consider any objections
which may be made to the rolls, and be it further
RESOLVED, that the Town Clerk publish notice of completion of the rolls
pursuant to Section 2.39 of the Town Law.

are hereby approved for payment, and be it further

for payment.

at 8:00 P.M., to conduct a Public Hearing on Water District #9, pursuant
to Article 12 -A of the Town Law, and to consider and act on any other business
that may come before said board. Said meeting was held at the Lansing High
School - Room 101.
