The Lansing Town Board met in an Adjourned Meeting at the Lansing Town Hall
on December 1, 1986 at 8:00 P.M. with Supervisor howelf presiding. Meeting held
to conduct a Public Hearing on Water District #8, pursuant to Article 12 -A of the
Town Law, and to consider and act on any other business that may come before said

Proof of Notice having been furnished by the Town Clerk, the Public Hearing
in the Matter of the Establishment of Lansing Water District #8, pursuant to
Article 12 -A of the Town Law, was called to order at 8:00 P.M. by Supervisor
Towel 1 .
Engineer T.G. Miller discussed the Water District #8 boundaries which were
modified to exclude certain areas. The improvements proposed, the estimated
cost and the proposed method of financing was also discussed.
4 question and answer period followed the presentation by Mr. Miller
All persons desiring to be heard, having been heard, and no one appeared
voicing any objection, the Public Hearing was terminated at 8:40 P.M.
The Town Board reviewed the Public Hearing just held and the following
resolution was offered:
Resolution offered by Mr. Stevens, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that the RESOLUTION OF THE TOWN BOARD APPROVING THE ESTABLISHMENT
OF LANSING WATER DISTRICT N0. S. be adopted
The adoption of the Resolution was duly put to a vote and upon roll call,
the vote was as follows:

The resolution was thereupon declared duly adopted.
Said resolution attached hereto and made a part thereof.
Councilman George Stevens stated that two applications had been submitted
to the Tompkins County Arts Council for Decentralization Grants: 1) Lansing
Arts Project for Senior Citizens, and 2) Ludlowville Historic Survey.
Mr. Stevens also discussed progress on water line to the Lansing State
School.
Councilman Bert Hilliard discussed the importance of guard rails on
Bower Road.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that John Howell be appointed Lansing Representative to the
Tompkins County Environmental Management Council, as of December 1, 1986,
to fill the unexpired term of Albert Lacko, said term expiring December 31, 19878

RESOLUTION - APPROVAL OF ESTABLISHMENT
OF LANSING WATER DISTRICT NO. 8
TOWN OF LANSING
At an adjourned meeting of the Town Board of the Town of
Lansing held at the Town Hall in the Town of Lansing, Tompkins
County, New York, on the 1st day of December, 1986, at 8:00
p.m..
PRESENT: Herbert Howell, Supervisor

In the matter of the establishment of Lansing Water
District No. 8 in the Town of Lansing, Tompkins County, New
York, pursuant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report relating to the
establishment of the proposed Lansing Water District No. 8,
prepared by T.G. Miller, P.C. & Associates, Engineers and
Surveyors, duly licensed by the State of New York, in manner and
in such detail as has been determined by the Town Board of
Lansing, having been duly filed with the Town Clerk in
accordance with the requirements of Article 12 -A of the Town
Law, and
WHEREAS, an Order was duly adopted by the Town Board of the
Town of Lansing on the 12th day of November, 1986, reciting the
filing of said map, plan and report, the improvements proposed,

the boundaries of the proposed district, the estimated expense
thereof, the proposed method of financing, the fact that the
map, plan and report describing the same were on file in the
Town Clerk's office for public inspection, and stating all other
matters required by law to be stated, and specifying December 1,
1986, at 8 :00 p.m. on that day, as the time, and the Town Hall
of the Town of Lansing, as the place where the said Town Board
would meet to consider said map, plan and report, and to hear
all persons interested in the subject thereof concerning the
same, and to take such action thereon as is required or
authorized by law, and
WHEREAS, such Order was duly published and posted as
required by law, and
WHEREAS, a hearing on said matter was duly held by said
Town Board on the 1st day of December, 1986, commencing at 8:00
p.m. on that day, at the Town Hall in said Town, and full
discussion of the matter having been duly had, and all persons
desiring to be heard, having been duly heard,
NOW, upon the evidence given upon such hearing and upon
motion of George Stevens, seconded by Louis Emmick, it is
RESOLVED AND DETERMINED:
a. That the Notice of Hearing was published and posted as
required by law and is otherwise sufficient.
b. That all the property and property owners within the
proposed district are benefited thereby.

C. That all the property and property owners benefited are
included within the limits of the proposed district.
d. That it is in the public interest to establish the
proposed water district.
BE IT FURTHER RESOLVED AND DETERMINED, that the
establishment of a water district as set forth in said map, plan
and report be approved; that the improvements therein mentioned
be constructed, and the necessary easements and lands be
acquired, upon the funds being made available and provided for;
and such district shall be known and designated as Lansing Water
District No. 8 in the Town of Lansing and shall include the
premises described in Exhibit "A" attached hereto and made a
part hereof;
BE IT FURTHER RESOLVED, that the following improvements in
said district be constructed upon the required funds being made
available or provided for.
SERVICE AREA.
As described in Exhibit "A ", the proposed
district of approximately 18 acres in area will include ten
homes and three vacant lots located along Buck Road between
Brickyard Hill Road and Wilson Road in the Town of Lansing. The
maximum population to be served in the district is estimated at
45.
WATER SUPPLY.
Treated water requirements, estimated not to
exceed an average of 4,500 gallons per day, will be purchased

from the Southern Cayuga Lake Intermunicipal Water Commission
(Bolton Point Water Supply). The Town of Lansing is a member of
the Commission, and the capacity of the Bolton Point Supply is
considered more than adequate to serve this district.
WATER SYSTEM: The water system to be constructed is shown
on the map and plan of the proposed water district on file in
the Town Clerk's office. The facilities to be constructed will
consist of some 1,800 feet of 8 -inch diameter ductile iron water
main together with valves, fire hydrants and other related
necessary appurtenances.
BE IT FURTHER RESOLVED, that the proposed improvements,
including costs of rights -of -way, construction costs, legal fees
and other expenses be financed by the issuance of serial bonds
of said Town to mature in such number of annual installments not
exceeding 20 years, as may hereafter be determined by the Town
Board of Lansing, payable in the first instance from assessments
levied by the Town Board in proportion as nearly as may be to
the benefit which each lot or other parcel within the district
will derive therefrom.
BE IT FURTHER RESOLVED, that this Resolution is subject to
a permissive referendum as provided in Section 209(e) of the
Town Law.
The adoption of the foregoing Resolution was duly put to a
vote, and upon roll call the vote was as follows.
