The Lansing Town Board met in Regular Session at the Lansing Town Hall on
September 10, 1986 at 8:00 P.M. with Supervisor Herbert Howell presiding.

The Supervisor called the meeting to order having the clerk take the Roll
Call.
Proof of Notice having been furnished by the Town Clerk, the Public Hearing
in the matter of the Establishment of Lansing Water District #8, pursuant to
Article 12 -A of the Town Law, was called to order at 8:00 P.M. by Supervisor
Howell.
Eng. T.G. Miller reviewed with persons present, the map, plan and report
relating to the establishment of proposed Water District #8. The improvements
proposed, the boundaries of the proposed district, the estimated cost and the
proposed method of financing was also discussed.
A question and answer period followed the presentation by Mr. Miller.
A show of hands by the persons present that would be included in Water
District #8 showed nine persons in favor, three persons not in favor and one
person abstaining.
All persons desiring to be heard, having been heard, the Public Hearing
was terminated at 8:55 P.M.
Members of the Town Board discussed the RESOLUTION - APPROVAL OF ESTABLISH-
MENT OF LANSING WATER DISTRICT #8, after which time the following resolution
was offered:

RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Emmick:
RESOLVED, that the RESOLUTION OF THE TOWN BOARD APPROVING THE ESTABLISHMENT
OF LANSING WATER DISTRICT NO. 8, be adopted.
The adoption of the Resolution was duly put to a vote and upon roll call,
the vote was as follows.

The resolution was thereupon declared duly adopted.
Said resolution attached hereto and made a part thereof.
County Representative, Helen Howell, discussed the Tompkins County Home in
regard to expenses and repairs, the Tompkins County Social Services moving to the
Biggs Center on September 19, 1986 and the Tompkins County Solid Waste Management
Committee exploring options available to Tompkins Co. for satisfying its future
solid waste management needs.
Ms. Vicki Kilts and Patricia Jennings spoke to the board in regard to the
lack of communication between the Director of Recreation and Lansing residents.
Councilman Stevens recommended that his. Kilts and Jennings submit their grievan-
ces to the Recreation Commission, said Commission meeting on October 6th at
7:30 P.M.
Bids were publicly opened for one 1986 new or used midsize Backhoe /Loader with
not more than 500 hours usage, as advertised.

RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Ms. Kirby:
WHEREAS, the formation.of Water District #8 has been proposed, and
WHEREAS, a resolution has been adopted approving the formation of said
District, now therefore be it
RESOLVED, that this board hereby determines that the formation of this
District is an unlisted action under the-Rules and Regulations of the New York
State Environmental Review Act, and be it further
RESOLVED, that this board determines that this action that the formation
of this District will not result in any significant adverse environmental impact
since the formation of said district will benefit persons in the District by
providing public water and the facilities providing same will be underground with
no aesthetic impact,
RESOLVED, further that the Supervisor is authorized to execute the short
form environmental statement indicating the Town's approval of said review as
Lead Agency

Citizens complex in the Hamlet of South Lansing and the New York State Division
for South Lansing Residential Center on Auburn Road (New York State 34) in
the amount of $1,520.00 be accepted.

ESTABLISHMENT OF LANSING WATER DISTRICT N0. 8
At a meeting of the Town Board of the Town of Lansing, held
at the Town Hall in the Town of Lansing, Tompkins County, on the
10th day of September, 1986, at 8:00 p.m., present:

In the matter of the establishment of Lansing Water District
No. 8, in the Town of Lansing, County of Tompkins, State of New
York, pursuant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report relating to the
establishment of the proposed Lansing Water District No. 8,
prepared by T.G. Miller, P.C., and Associates, Engineers and
Surveyors, Ithaca,, New York, duly licensed by the State of New
York, in manner and in such detail as has been determined by the
Town Board of the Town of Lansing, has been duly filed with the
Town Clerk of the Town of Lansing, in accordance with the
requirements of Article 12 -A of the Town Law; and
WHEREAS, an Order was duly adopted by the Town Board of the
Town of Lansing on August 13, 1986, reciting the filing of said
map, plan and report, the improvements proposed, the boundaries
of the proposed district, the estimated expense thereof, the
proposed method of financing, the fact that the map, plan and

report describing the same, are on file at the Town Clerk's
Office for public inspection, and stating all other matters
required by law to be stated, and specifying September 10, 19869
at 8:00 p.m. on that date, as the time, and the Town Hall in said
Town is the place where the said Town Board would meet to
consider said map, plan and report, and to hear all persons
interested in the subject thereof concerning the same, and to
take such action thereon as is required or authorized by law; and
WHEREAS, such Order was duly published and posted as
required by law; and
WHEREAS, a hearing on said matter was duly held by said Town
Board on this 10th day of September, 1986, beginning at 8:00
p.m. on that day, at the Town Hall in said Town, and full
discussion of the matter having been had, and all persons
desiring to be heard, having been duly heard;
NOW, upon the evidence given upon such hearing, and upon
motion of Bert Hilliard, seconded by Louis Emmick, it is
RESOLVED AND DETERMINED:
(a) That the notice of hearing was published and posted as
required by law, and is otherwise sufficient;
(b) That all property owners within the proposed district
are benefitted thereby;
(c) That all the property and property owners benefitted
are included within the limits of the proposed district;

(c) That it is in the public interest to establish said
water district;
FURTHER RESOLVED AND DETERMINED.
(a) That the establishment of a water district, as set
forth in set map, plan and report be approved;
(b) That the improvement therein mentioned be constructed,
and the necessary easements and lands be acquired, upon the
required funds being made available and provided set forth; and
(c) That such water district shall be known and designated
as "Lansing Water District No. 8" and shall be bounded and
described as follows: See Exhibit A attached hereto.
The boundaries described are intended to include all
property within the boundaries above described.
BE IT FURTHER RESOLVED, that the proposed improvement,

ncluding construction costs, cost of acquisition of lands and
easements, legal and engineering fees, and all other expenses, be
financed by the issuance of serial bonds of said Town to mature
in such number of annual installments not exceeding twenty (20)
years, as may hereafter be determined by the Town Board of the
Town of Lansing, payable in the first instance from assessments
levied by the Town Board in proportion as nearly as may be to the
benefit which each lot or other parcel within the district will
arrive therefrom, and it is

FURTHER RESOLVED, that this Resolution is subject to
permissive referendum as provided in Section 209 -E of the Town
Law.
The adoption of the foregoing resolution was duly put to a
vote, and upon roll call, the vote was as follows.

Raymond McElwee, Chairman of the Lansing Water & Sewer Committee gave a
report on the five °meetings held for residents of the south end of the town on
a proposed water district.
Eng. T.G. Miller gave a report on Water District #2.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Ms. Kirby:
RESOLVED, that the Town Board of the Town of Lansing will take the role
of "Lead Agency" in determining whether an Environmental Impact Statement is
required in connection with the Water System Extension to the New York State
Division for Youth Lansing Residential Center Project, and based on the infor-
mation and analysis contained in a SEQR Short Environmental Assessment Form,
it.is determined that the proposed project WILL NOT result in any significant
adverse Environmental Impact and therefore not require an Environmental Impact
Statement and be it further
RESOLVED, that the Supervisor be authorized to sign the SEQR Short Environ-

The Town Clerk reported.that Richard C. Jones, Sr., G.B.A. Cecil's
and Ye Olde Rogues Harbor Inn, Inc., were intending to renew their licenses
with the New York State Liquor Authority.
Letter received from the Tompkins County Department of Health stating
that they have approved the engineering report and preliminary plans showing
the connection of Water District #2 to Water District V.
Letter received from Mr. & Mrs. Edward J. Kowalski concerning the unsightly
condition of property adjacent to their property on Lansingville Road. Code
Enforcement Officers, Messrs. Wood and Phelps have been made aware of the
situation.
Supervisor Howell presented his monthly report.
AUDIT RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded
