Representative Helen Howell, Town Engineer T.G. Miller and Philip Munson. The Supervisor called the meeting to order having the clerk take the Roll Call. County Representative, Helen Howell, discussed the pr000sed extension of Warren Road. 'If the Town Board is interested.in pursuing said.:extension they should make a proposal to Planning Commissioner, Frank Liguori. Ms. Howell also spoke of Social Services Clients working off grants. In order to employ clients, David Chase or Ann Raponi should be contacted. Highway Superintendent Groat stated that the US Army Reserve had re- quested the use of the Twin Bridges Gravel Pit on October 4, 1986 for training purposes. Discussion by the board, following resolution offered: RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, that we grant the request of the U.S. Government to use the Twin Bridges Gravel Pit for training purposes on October 4, 1986, provided that in advance, they file with the Town Clerk a Certificate of Liability Insurance naming the town as additional insured for $1,,000,000.. bodily injury and pro- perty damage, and provided further that no terrain shall be disturbed. Carried Highway Superintendent Groat discussed purchasing a backhoe for approxi- mately $35,000.00. RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by Ms. Kirby: RESOLVED, that Blanche Drake be reappointed to the Lansing Housing Authority for a five year term, rectroactive to July 11, 1986, and expiring July 11, 19910 Unanimously carried Members of the Town Board discussed the exchange of land, as outlined on map prepared by T.G. Miller Associates, p.c., between the Town and James Bower. Highway Supt. Groat and Councilman Louis Emmick to contact James Bower to discuss and negotiate lands required for highway purposes as recommended by the Town Engineer. WHEREAS a map, plan and report have been prepared in such manner and in such detail as has heretofore been determined by the Town Board of Lansing, relating to the establishment of a proposed water district in the Town; and WHEREAS such map, plan and report have been duly filed in the Town Clerk's Office in said Town; and WHEREAS said map, plan and report were prepared by T. G. Miller and Associates, P.C., Engineers and Surveyors, Ithaca, New York, duly licensed by the State of New York, showing the boundaries of the proposed district, and a general plan of the water system, and a report of the proposed method of operation; and WHEREAS said map shows the proposed water district, water mains, fire hydrants and other related and necessary appurte- nances; and -2- WHEREAS the boundaries of the proposed district are de- scribed in Exhibit "A" attached hereto and made a part hereof; and WHEREAS the improvements proposed are as follows: SERVICE AREA: As described in Exhibit "A ", the proposed water district of approximately 20 acres in area will include 11 homes and 5 va- cant lots located along Buck Road between Brickyard Hill Road and Wilson Road in the Town of Lansing. The maximum population to be served in the proposed district is estimated at 45. WATER SUPPLY: Treated water requirements, estimated not to exceed an ave- rage of 4,500 gallons per day will be purchased from the South. ern Cayuga Lake Intermunicipal Water Commission (Bolton Point Water Supply). The Town of Lansing is a member of the commis- sion and the capacity of the Bolton Point Supply is considered more than adequate to serve this district. WATER SYSTEM: The water system to be constructed is shown on the attached map and plan of the proposed water district on file in the Town Clerk's Office. The facilities to be constructed will consist of some 2,000 feet of 8" diameter ductile iron water main to. gether with valves, fire hydrants and other related and neces. sary appurtenences. -3- CONSTRUCTION CONDITIONS: The water main will be constructed within the existing Buck Road right -of -way or acquired easements. No unusual soil and /or construction conditions are anticipated. Traffic will not be interrupted. Test borings will be taken to determine the extent and depth to rock and this information made available to bid- ders; and WHEREAS the method of operation will be as follows: the proposed watermain extension will be connected to Town of Lan- sing system at Brickyard Hill Road. Pressure will be provided by the existing 1 MG capacity Town water storage tank located at Village Circle South on Warren Road. Water is pumped to this tank from the (SCLIWC) Bolton Point Water Supply by the existing Town of Lansing pumping station located adjacent to the SCLIWC Burdick Hill Road water storage tank at North Triphammer Road. Due to changing topography and a wide variance in ground surface elevations, water main pressures in the existing Lansing water system are controlled by main line pressure reducing stations. Ground surface elevations of the proposed water district vary by approximately 40 feet and static water main pressures will range between 30 and 50 p.s.i.; and WHEREAS the maximum amount proposed to be expended for said improvement for the acquisition of the necessary land and ease- ments and construction of said project is $59,500.00; and -4- WHEREAS the proposed method of financing the cost of said improvements consists of the issuance of Serial Bonds of the Town to mature in annual installments for a period not exceeding 20 years, payable in the first instance from assessments levied by the Town Board in proportion as nearly as may be to the bene- fit which each lot or parcel will derive therefrom; and WHEREAS maintenance and operating costs will be financed by metered water revenues. The average annual cost per household is estimated at $120 -150 per household per year which will be in addition to annual capital repayment costs; and the annual capital estimated cost per vacant lot is $263.00 and for each home and lot it is $506.00; and WHEREAS said map, plan and report describing the improve- ments are on file in the Town Clerk's Office for public inspec- tion, NOW, on motion of Louis Emmick and seconded by Bert Hilliard, it is HEREBY ORDERED that the Town Board of the Town of Lansing hold a public hearing at the Lansing Town Hall in said Town of Lansing on the 10th day of September, 1986 at 8:00 o'clock p.m. on that day to consider said map, plan and report and to hear all persons interested in the subject thereof concerning the same, and to take such action thereof as is required or authorized by law. i -5- The adoption of the foregoing Order was duly put to a vote and upon call the vote was as follows: Herbert Howell, Supervisor - voting Aye Bert Hilliard, Councilman - voting Aye Louis Emmick, Councilman - voting Aye Jeannine Kirby, Councilwoman - voting Aye The Order was thereupon duly adopted.
