HomeMy WebLinkAbout1985-12-1746 December 17, 1985 The Lansing Town Board met in an Adjourned Meeting on December 17, 1985 at 8:00 P.M. at the Lansing Town Hall to conduct a Public Hearing to consider the use of surplus funds from the 1983 HUD GRANT and-to act on any other business that may come before said board. T.G. Miller, David Herrick, Dale Campbell, Jeannine Kirby and Mr. & Mrs. Richard Carlton. The Supervisor called the meeting to order having the clerk take the Roll Call. Proof of Notice having been furnished by the clerk, the Public Hearing to consider the use of surplus funds from the 1983 HUD GRANT which brings water from the Cherry Road Pumping Station to the South Lansing Corners where Rte. 34 & 34B join was called to order at 8:00 P.M. by Supervisor Munson. Eng. T.G. Miller and Supervisor Munson discussed and explained to those persons present, how the surplus funds from the 1983 HUD GRANT were being pro- posed to be used to further water extensions and improvements. No one appeared voicing any objection to the proposed use of surplus funds from the 1983 HUD GRANT, and all persons desiring to be heard, having been heard, the Public Hearing was terminated at 8:15 P.M. The Town Board reviewed the Public Hearing just held and the following resolution was offered: RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Emmick: WHEREAS, the Town Board held a Public Hearing at the Town Hall on the 17th day of December 1985 to consider the use of surplus funds from the 1983 HUD GRANT which brings water from the Cherry Road Pumping Station to South Lansing corners where Rte. 34 and Rte. 34B join, and WHEREAS, all persons desiring to be heard, having been heard at said Hearing, and no one voicing any objections, now therefore be it RESOLVED, that the surplus monies in the sum of $145,000, plus any additional amounts which may become available upon final closeout of this project be reallo- cated for use in connection with the completion of the water prlject as follows: 10 Up to $25,500 be utilized to pay the Southern Cayuga Lake Intermunicipal Water Commission connection fees of $425 per unit for L /MI residents along all watermains installed and to be installed under the HUD I & II projects (including ARC Project on East Shore Drive). 2. $63,900 to fund the local share of the ARC project on East Shore Drive. 3. $55,600 plus any other balances toward extending the 8" watermain along Brickyard and Ludlowville Roads from the Lansing Central School towards Ludlowville. RESOLVED FURTHER, that the Supervisor be and he hereby is authorized and directed to execute the necessary applications to HUD and other Federal Agencies. Vote of Town Board . . . . Smith, Inc., discussed the bids received on December 10, 1985 for one new and unused 1985 or 1986 5 3/4 cu. yd. (minimum Front End Loader, to be purchased on a 5 -year installment plan. Following a lengthy discussion regarding bid specifications, costs, etc., the following resolution was offered: RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by Mr. Emmick: RESOLVED, that all bids received on December 10, 1985 for one new and unused 1985 or 1986 5 3/4 cu. yd. Front End Loader be rejected. Unanimously carried (continued) Continued December 17, 1985 RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Hilliard: RESOLVED, on recommendation of'the Town Engineer, that this board accept the Certificate of Substantial Completion on HUD Project B- 83 -DH -36 -0359, work performed by Paolangeli Contractor. Carried RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Emmick: RESOLVED, on recommendation of the Town Engineer, that the Supervisor be and he hereby is authorized and directed to request the planned State Highway Improvement work on State Route 34 and 34B for the year 1986, be delayed until 1987. Unanimously carried RESOLUTION offered by Mr. Stevens, who moved its adoption, seconded by Mr. Emmick: RE: AMENDMENT NO. 1 TO AGREEMENT OF DEC. 18, 1984 BETWEEN TOWN OF LANSING AND T.G. MILLER ASSOCIATES, P.C. FOR ENGINEERING SERVICES - WATER SYSTEM EXTENTION. RESOLVED, that this amendment dated the provisions of the December 18, 1984 and T.G. Miller Associates, P.C., for engineering services for the water main to the NYS Lansing School for Girls (DESIGN PHASE), in the amount of $13,500.00 be approved and be it further RESOLVED, that the Supervisor be authorized to execute said contract on behalf of the town. Shore Drive project, and based on based on the information and analysis contained in an Environmental Stevens, Assessment prepared in accordnce with HUD - 399 - CPD requirements and in a SEQR Short Environmental Assessment Form, it is determined that the proposed project WILL NOT result in any significant adverse Environmental Impact and therefore not require an Environmental Impact Statement. By Order of the Lansing Town Board f Jane Bush Horky, Town Clerk I December 4, 1985 - C In the Matter of the Establishment of Lansing Water District No. 7 in the Town of Lansing, County of Tompkins, New York WHEREAS, a map, plan and report relating to the establish- ment of proposed Lansing Water District No. 7 prepared by T.G. Miller, P.C. and Associates, Engineers and Surveyors, duly li- censed by the State of New York, in manner and in such detail as was determined by the Town Board of Lansing, having been duly filed with the Town Clerk in accordance with the requirements of Article 12 -A of the Town Law, and WHERAS, an order was duly adopted by the Town Board on the 8th day of October, 1985, reciting the description of the bound- aries of the proposed district, the maximum amount proposed to be expended for the improvement, the proposed method of financing of said district, the fact that a plan, map and report describing the district were on file in the Town Clerk's Office for public inspection, specifying the Town Board shall meet at the Town Hall, Lansing, New York, on the 28th day of October at 8:00 p.m. in the evening thereof for the purpose of conducting a public hearing on such proposal to establish the Lansing Water District No. 7 with the specified improvements and to hear all persons in- terested in the subject thereof concerning the same, and a hear- ing having been duly held by said board at such time and place, and it having been duly resolved and determined following such hearing that the notice of hearing was published and posted as required by law, and otherwise sufficient, that all property and property owners within the.proposed district were benefitted I - 2 - thereby, that all property and property owners benefitted were included within the limits of the proposed district, and that it was in the public interest to grant and hold the relief sought, and it having been then and there further duly resolved that the establishment of such district as proposed be approved, subject to permissive referendum in the manner provided in Article 7 of the Town Law, and a certificate of the Town Clerk having been filed pursuant to Subdivision 4 of Section 209 -e of the Town Law, certifying that no petition was filed requesting such a referen- dum and the permission of the State Controller not being required pursuant to Section 209 -f of the Town Law, it is hereby ORDERED, that a water district be established in the Town of Lansing, County of Tompkins, New York, to be designated as Lansing Water District No. 7, and to be of the description and boundaries set forth in Exhibit "A" attached hereto, and it is further ORDERED, that the following improvements in said district be constructed upon the required funds being made available or pro- vided for: a) Service Area: Tax map parcels and frontage portions of larger parcels to be served by watermains being installed under HUD and ARC grants situated along: Asbury Road from North Triphammer Road West to East Shore Drive; Brickyard Road from NYS Route 34B northwesterly to Wilson Road; East Shore Drive from 1,300 feet + North of Waterwagon Road intersection North to NYS Route 34 -34B at South Lansing; North Triphammer Road from Lansing 1 - 3 - village line North to Asbury Road; NYS Route 34B from East Shore Drive West to Brickyard Road. Also included are lands along the Cherry Road watermain from Lansing village line East to the west boundaries of Lansing (T) Water districts 4 and 5 at Bush Lane. b) Water Supply: Treated water requirements, estimated not to exceed 300,000 gallons per day to supply some 200 homes, Elderly Housing Facility, Central School Complex and several businesses will be purchased from the Southern Cayuga Lake Intermunicipal Water Supply Commission (Bolton Point Water Supply) via the existing Town of Lansing system by connection at Cherry Road. c) Water System: As shown on the map and plan of the pro- posed water district, the water system will consist of approxim- ately 30,300 feet of 10 -inch and 8 -inch diameter ductile iron watermain together wtih fire hydrants, valves and other neces- sary appurtenances. Due to changing topography, static main pressures along the route would naturally vary from 60 to 260 p.s.i. By use of main line pressure reducing stations and pressure reducers on household services where appropriate, services pressures will be maintained in the 40 to 80 p.s.i. range. Hydrants will be in- stalled at appropriate intervals along the route for fire protection. d) Method of Operation: Water will be drawn from the existing Lansing (T) Water System by a connection at Cherry Road. Pressure and volume, including storage, will be provided 1 E -4- by the pumping station and 1.0 Mg tank previously installed under Water Districts 4 and 5. As mentioned above, hydrants for fire protection will be provided all along the route, and service water pressures will be maintained in the 40 to 80 p.s.i. range, and be it further ORDERED, that the proposed improvements, including costs of rights -of -way, construction costs, legal fees and other expenses shall be financed as follows: HUD, ARC and other grants totaling $1,233,900.00, and no capital costs will have to be financed by the bonding or repaid by annual debt service assessment by those properties included in this district for these facilities. The total project cost of $1,233,900.00 will be financed as follows. HUD $1,1509000.00 ARC 735900000 Wilco 105000000 Total $1,233,900.00 Maintenance and operating costs will be financed by metered water revenues. The average annual costs per household unit is estimated at $120.00, and it is further ORDERED, that the Town Clerk of the Town of Lansing is hereby authorized and directed to cause a certified copy of this order to be duly recorded in the Office of the Clerk of the County of Tompkins in which the Town of Lansing is located, within ten days after the adoption of this order, and it is further ORDERED, that the Town Clerk is hereby authorized and di- rected to file a certified copy of this order in the office of 1 .
