The Lansing Town Board met in Regular Session at the Lansing Town Hall on
October 8, 1985 at 8:00 P.M. with Supervisor Munson presiding.

Supervisor Munson called the meeting to order at 8:00 P.M. having the clerk
take the Roll Call.
Ms. Betty Ellis, residing on Ridge Road, appeared before the board ex-
pressing her concern in regard to Cayuga Crushed Stone extending the new quarry
to her property.
Mr. Joe Joseph appeared before the board stating that the Veterans Exemption,
provided under Sec. 458 -a of the Real Property Tax Law, should have been granted
to Veterans in the Town of Lansing. Board Memgers referred to the Public Hearing
held December 18, 1984 and their statements in relation to the Alternate Veteran's
Exemption from real property taxation.
Messrs. Mack and Bennett appeared before the board to discuss the hazardous
condition of Ladoga Park Road. Highway Supt. Groat and Councilman Emmick to
review the situation for solution.
Highway Supt. Groat stated that the highway men had been working on Holden
Road and DeCamp Road. Playground equipment to be erected on Recreation Field
next week. Mr. Groat discussed the 1957 Allis Chalmers Bulldozer. Consensus of
the board that Mr. Groat should put bulldozer out for bid.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that T.G. Miller Associates, p.c. be retained to do the necessary
maps, plans and engineering work required in connection with the ARC Grant for
the East Shore Drive past the Wilco property. Unanimously carried
A copy of the minutes of August 20, 1985 having been furnished to Members
of the Town Board beforehand, the Supervisor asked for a motion to propose
corrections or to accept same as submitted.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Hilliard:
RESOLVED, that the minutes as submitted by the clerk be approved.

Letter received from U.S. Dept. of Housing and Urban Development stating
that Mr. Roy 0. Priest, Director of Community Planning and Development had
accepted a position in the Office of Urban Development Action Grants in the
Washington, DC Office. In recognition of his five years of dedicated service,
a reception is planned in his honor October 25, 19858
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that Supervisor Munson be authorized to attend the reception for
Mr. Roy 0. Priest to be held at the Hyatt Regency in Buffalo, N.Y. on Oct. 25, 1985
and that any necessary expenses be a town charge. Carried
RESOLUTION offered by Mr. Hilliard, who moved its adoption, seconded by
Mr. Stevens:
RESOLVED, that Town Justice Floyd Ferris and Frederick Spry be authorized to
attend Justice School to be held November 2,. 1985 at Hobard College, Geneva, N.Y.
and that any necessary expenses be a town charge.
Letter received from the Village of Lansing regarding sewer charges for
units outside the Village and inside the new Town Sewer District.
Letter received from New York State Energy Office concerning a series of
Energy Information Forums to be held across the State. These Forums for the
purpose of exchanging information and ideas on the energy conservation needs of
localities and their constituents.

Town Board Members reviewed the Town of Lansing Employee Health Insurance Plan.
Councilwoman Margaret McElwee discussed the Fall issue of the Lansing News to
be published within the month.
Supervisor Munson and Members of the Board discussed Dog Control in Lansing.
Supervisor. Munson announced to the board that the tentative budget for the next
ensuing year would be presented and reviewed at this time. Discussion was held by
the Town Board on all items of the tentative budget and when all changes and revis-
ions were completed, the preliminary budget was ready for adoption and the date of
hearings set thereon.
RESOLUTION offered by Mr. Emmick, who moved its adoption, seconded, by
Mr. Stevens:
RESOLVED, that this Town Board does hereby prepare and approve as the prelimin-
ary budget of this Town for the fiscal year beginning on the 1st day of January 1986,
the itemized statement of estimated revenues and expenditures hereto attached and
made a part of this resolution, and be it
FURTHER RESOLVED, that such preliminary budget shall be filed in the office of
the Town Clerk where it shall be available for inspection by any interested persons
at all reasonable hours, and be it
FURTHER RESOLVED, that this Board shall meet at 8:00 P.M. on the 7th day of
November 1985, for the purpose of holding a Public Hearing upon such preliminary
budget, and be it
FURTHER RESOLVED, that the Town Clerk give notice of such Public Hearing in
the manner provided in Section 108 of the Town Law, and that such notice be published
and posted in substantially the following form:

FOR THE TOWN OF LANSING FOR YEAR 1986
NOTICE IS HEREBY GIVEN, that the preliminary budget of the Town of Lansing,
Tompkins County, New York for the fiscal year beginning January 1, 1986, has been
completed and filed in the office of the Town Clerk of said Town, where it is
available for inspection of any interested person at all reasonable hours,
FURTHER NOTICE IS HEREBY GIVEN, that the Town Board of said Town of Lansing
will meet and review said preliminary budget and hold a Public Hearing thereon
at the Lansing Town Hall, Lansing, New York at 8:00 P.M. on the 7th day. of
November 1985, and that at such hearing any person may be heard in favor of or
against the preliminary budget as compiled or for or against any item or items
therein contained.

At a meeting of the Town Board of the Town of Lansing held
at the Town Hall in the Town of Lansing, Tompkins County, New
York, on the 8th day of October, 1985, at 8:00 o'clock p.m.,
present were:

In the matter of the Establishment of Lansing Water District
No. 7, the Town of Lansing, County of Tompkins, State of New
York, pursuant to Article 12 -A of the Town Law.
WHEREAS, a map, plan and report have been prepared in such
manner and in such detail as has heretofore been determined by
the Town Board of Lansing relating to the establishment of a pro-
posed water district in the southern area of the Town; and
WHEREAS, such map, plan and report have been duly filed in
the Town Clerk's Office in said Town, and
WHEREAS, said map, plan and report were prepared by T.G.
Miller, P.C., and Associates, engineers and Surveyors, Ithaca,
New York, duly licensed by the State of New York, showing the
boundaries of the proposed district, a general plan of the water
system and a report of the proposed method of operation; and
WHEREAS, said map and plan show the proposed water district
and the facilities to be constructed; and

WHEREAS, the boundaries of the proposed district are de-
scribed in Exhibit "A" attached hereto and made a part hereof;
and
WHEREAS, the improvements proposed are as follows:
SERVICE AREA:
Tax map parcels and frontage portions of
larger parcels to be served by watermains being installed under
HUD and ARC grants situated along: Asbury Road from North
Triphammer Road West to East Shore Drive; Brickyard Road from NYS
Route 34B northwesterly to Wilson Road; East Shore Drive from
1300 feet + North of Waterwagon Road intersection North to NYS
Route 34 -34B at South Lansing; North Triphammer Road from Lansing
Village line North to Asbury Road; NY State Route 34B from East
Shore Drive West to Brickyard Road. Also included are lands
along the Cherry Road watermain from Lansing Village line East to
the west boundaries of Lansing (T) Water Districts 4 and 5 at
Bush Lane,
WATER SUPPLY:
Treated water requirements, estimated
not to exceed 300,000 gallons per day to supply some 200 homes,
Elderly Housing Facility, Central School Complex and several
businesses will be purchased from the Southern Cayuga Lake
Intermunicipal Water Supply Commission (Bolton Point Water
Supply) via the existing Town of Lansing system by connection at
Cherry Road,
WATER SYSTEM: As shown on the map and plan of the pro-
posed water district, the water system will consist of approxi-
mately 30,300 feet of 10 inch and 8 inch diameter ductile iron

watermains together with fire hydrants, valves and other neces-
sary appurtenances.
Due to changing topograhy, static main pressures along
the route would naturally vary from 60 to 260 p.s.i. By use of
main line pressure reducing stations and pressure reducers on
household services where appropriate, service pressures will be
maintained in the 40 to 80 p.s.i. range. Hydrants will be in-
stalled at appropriate intervals along the route for fire protec-
tion; and
WHEREAS, the method of operation will be as follows:
Water will be drawn from the existing Lansing (T) Water
System by a connection at Cherry Road. Pressure and volume, in-
cluding storage, will be provided by the pumping station and 1.0
Mg tank previously installed under Water Districts 4 and 5. As
mentioned above, hydrants for fire protection will be provided
all along the route, and service water pressures will be main-
tained in the 40 to 80 p.s.i. range; and
WHEREAS, the project cost for water mains and appurtenances
installed within the boundaries of Lansing Water District No. 7
are being financed by HUD, ARC and other grants totaling
$11233,900.00, and no capital costs will have to financed by
bonding or repaid by annual debt service assessment by those
properties included in this district for these facilities. The
total project cost of $1,233,900.00 will be financed as follows.

Maintenance and operating costs will be financed by
metered water revenues. The average annual cost per household
unit is estimated at $120.00; and
WHEREAS, said map, plan and report describing the improve-
ments are on file in the Town Clerk's Office for public
inspection;
NOW, on motion of Margaret McElwee seconded by
Louis Emmick , it is hereby
